1. Home visitation is a time-tested and reliable intervention to keep the learners


connected and/or reconnected to schooling (Nash, 2003; Peacock, 2013; Wright, et. al.,
2018). Several studies found out that home visitation contributes to the improvement
of student performance as well as parental involvement to learning process. In view of
these research findings, Schools Division Office (SDO) of Rizal believes on the critical
role of home visitations towards successful learning delivery.

2. Relative to this, SDO Rizal commends all school leaders, teachers and employees
for exerting conscientious efforts to ensure that learning happens in distance learning
modalities and to address learning challenges through regular home visitation and
connecting through chat groups and other social media platforms. On the same note,
our gratitude to all parents and volunteers such Gabay-Aral Tutors, LR Movers and LR
Pasabay Kiosks who are actively involved in guiding their children/learners and
provided continued support so their children/learners can cope well in distance
learning.

3. Starting this February, SDO Rizal aims to strengthen and institutionalize the
home visitation program for learners entitled Anak, Kumusta Ang Pag-aaral (AKAP)
program guided by the following protocols:

3.1 AKAP program is a team-based intervention, thus group of teachers may home
visit a number for learners across grade levels or sections;

3.2 Focus the home visits to learners who experience difficulty in coping to
distance learning;

3.3 School heads must conduct virtual consultations with teachers regarding the
scheme of the school on home visitations;

3.4 Inclusion of the home visitation activity as part of teaching tasks must be
indicated in the Work Week Plan (WWP) and Individual Workweek
Accomplishment Report (IWAR) for submission to school heads;

3.5 School heads must ensure regular monitoring of the learners for home visits
conducted and submit monthly reading progress report to the sub-office Public
Schools District Supervisors for their provision of the immediate and needed
technical assistance.

3.6 Conduct of home visitation must be strictly in well-ventilated areas and open
spaces following at least one meter distance between the teachers and the
parents or learners to reduce risk of infection during the conversations;

3.7 The use of facemask and face shield including lapel microphone while talking
to parents and learners is mandatory;

3.8 The schools must provide additional facemasks to teachers in case learners
and parents have no facemasks;

3.9 Bringing of individual food provision to avoid buying from community stalls or
eating in learners’ houses is essential; and

3.10 Reimbursement of actual expenses of the cheapest means of transportation


during home visitation to be charged to school’s Maintenance and Other
Operating Expenses (MOOE) fund using the Itinerary Form and other
supporting documents.

4. School heads and teachers who are 65 years old with co-morbid conditions,
pregnant and immunocompromised must not be involved in home visitation but may
perform other related tasks to assist the team.

5. It is reiterated that all school heads and teachers must take all precautionary
measures. Strictly, keep facemasks on at all times including in photo-documentation
in which physical distancing must be also observed.
