SELECTION OF A CONSULTING FIRM FOR THE FINANCIAL AUDIT OF THE NFM PROJECT FUNDED BY THE
GLOBAL FUND AND IMPLEMENTED BY THE EXECUTIVE SECRETARIAT OF THE ABIDJAN –LAGOS
CORRIDOR ORGANIZATION

The Abidjan-Lagos Corridor Organization (ALCO) is a sub-regional organization created by the Heads of
State of five West African countries (Cote d’Ivoire, Ghana, Togo, Benin and Nigeria) in view of providing
a cross-border response to the spread of the HIV infection and facilitating the free movement of people
and goods along the Abidjan Lagos corridor.

ALCO received a new grant from the Global Fund dubbed ‘’Project for the prevention of HIV/AIDS among
key populations and vulnerable groups along the Abidjan-Lagos’’. This project covers a period of three
(03) years from 1st January 2016 to 31st December 2018.

Within the framework of this project, ALCO’s objective is:

Reducing by 2018, new HIV infections by 30% among hauliers and other mobile populations (travellers,
traders), SW, MSM, young girls and women as well as IDUs along the Abidjan-Lagos Corridor;

Reducing by 50% by the year 2018 the number of AIDS death among target populations along
the Abidjan – Lagos corridor;

Strengthening governance, coordination, leadership and monitoring & evaluation in addition to


the national response from member countries and the regional response from ECOWAS.

ALCO intends recruiting a Consulting Firm in view of conducting the annual financial audit over the
period from 1st January 2016 to 31st December 2016 of the ‘’Project for HIV/AIDS prevention among key
and vulnerable populations along the Abidjan Lagos corridor’’

The objective of this audit is to express a professional and independent opinion on the project
financial statements, expenses statement, fixed asset register and the special account as well as
other potential resources received by the PR, the SR and SSR within the framework of the
project, from 1st January 2016 to 31st December 2016.

ALCO is launching an open international tender on equal terms to competent and experienced
firms able to conduct in a professional manner the mission in compliance with Terms of
Reference.
Qualified firms that are interested in this tender can have further information about the Terms of
Reference from the Executive Secretariat located at Immeuble ALAP-INI, 234 Camp Guezo, from 8am to
12.30pm and 3pm to 6.30pm (Cotonou time: GMT + 1).

Tenders shall be submitted no later than Tuesday 15 th November 2016 at 10 a.m. (Cotonou local time).
Tenders cannot be submitted electronically. Late submissions shall not be accepted electronically. Late
submissions shall not accepted. Bids opening shall be conducted in the presence of the firms
representatives who wish to attend at the same address mentioned below on Tuesday 15 th November
2016 at 10.30 a.m

Tenders are valid for a period of ninety days from the closing date of their submission.

The set of documents shall be sealed in a single envelope with the wording ‘’AOI No.
005/2016/OCAL/SE/NFM/RAF/SPM – FINANCIAL AUDIT OF THE NFM-ALCO – in favour of the
Abidjan-Lagos Corridor Organization; To be opened only at tenders opening session’’. The
envelope shall not show the origin of your tender, under penalty of rejection.
