PURPOSE:

The Purpose of these Guidelines is to ensure that safe work instructions are developed
for all techniques, Processes (tasks) where there exists a risk of harm to any persons, property or
the environment. Safe Work Instructions highlight the hazards and risks in a process or task and
provide information necessary to assist all Employees to perform activities safely. These
instructions also assists in training and orientation of new staff to reduce the risk of the tasks to
be performed, as well as providing them with the rules and procedures necessary to ensure that
they can perform their work in a safe manner.

Scope:
These Guidelines apply to the development of safe work Instructions for all techniques, Processes
where there exists a risk of harm to any persons, property or the environment under the control
of staff of Metering Management Group.

Covered Employees:
The Provisions of these procedures/instructions cover safety related work practices for both
Employees of Metering Management Group, TPDDL and BA Staff (those who are working near
exposed-energized parts) working on, near or with the following Installations.

General Instructions for MMG site activity:

1. Installation Work should take place under the supervision of Engineer in Charge/BA Supervisor.
2. Engineer-in charge to clarify about the related Work to be done to all the Staff Present at site.
3. Engineer-in charge is the responsible for Safety of Staff working at site.
4. During Online or Off Line working conditions, all PPEs (Personal Protective Equipment) should
be used & available as per PPE’s Matrix.
5. All live line activity should be done under the supervision of engineer in charge only.
6. During Meter Installation suitable tool/equipment should be utilized as per SLA.
7. To ensure Proper working /appropriate results from Testing Equipment/Safety Tools, Periodic
checking or testing should be carried out by the Engineer in Charge/BA Supervisor on daily basis
and mention in van audit form accordingly.
8. As per MMG guidelines Meter should be installed at near the entrance or outside wall of
premises only.

9. Meter activity should be start as per confirmation of line clearance as per CEA guidelines (line
clearance) & or by zonal end only.

10. Any new connection request should be verified as per site condition and validate with back
office / CMG dept before execution in case of any discrepancy.

11. During inspection of site Condition through JSA, if network is observed under the defined
unsafe guidelines, meter activity should not start before clearance of unsafe condition with in
the network /pole.

A. Work Instructions for Installation of Single Phase/Poly Phase Meter & Meter box.

General instructions:

1. Site Engineer is the responsible for Safety of Staff working at site.

2. All live line activity should be done under the supervision of engineer in charge only.

3. Only Lineman is authorized to work on live network hence all activities in meter replacement
to be execute by Lineman.

4. Check the site condition / unsafe condition as per JSA. Before starting of any work at site,
supervisor fill the JSA & take undersign of himself, lineman, & site engineer.

5. Lineman should wear PPE’s (Gloves, Safety shoes, helmet with visor, cotton gloves) & lay
insulated rubber mat on ground where he stand and execute the work.

6. Engineer-in charge to clarify about the related Work to be done to all the Staff Present at site.

7. During Meter Installation suitable tool/equipment should be utilized.

8. To ensure Proper working /appropriate results from Testing Equipment/Safety Tools, Periodic
checking or testing should be carried out by the Engineer in Charge/BA’S Supervisor on daily basis
and mention in van audit form accordingly.

9. Engineer-in Charge/BA’S Supervisor Visit the site and confirm to the team for such observation.
i.e meter installation space, Earthing provision (if applicable), Requirement of bus bar Availability
of MCB / ELCB / MCCB at site, condition of network at pole end, Route of service line, Availability
of support, Address verification etc.

A.1 Work instruction of single phase and poly phase meter installation.

1. Steps for Meter Box Installation


 Marking for Meter box with Leveling frame ( height within 3 to 6 foot)
 Using Drill machine for hole in wall.
 Positioning the Meter
 Fixing Meter Box & tightening Screws

2. Steps for Meter Fixing in Meter Box


 Meter hang on centre of meter box. (meter mounting screw).
 Fix the Meter with the srews near the meter
 Loose all the meter terminal screw.
 Insert the service line in meter terminal in sequence.

3. Steps for SINGLE phase meter in new connection for Static / Smart meter ;
Follow the sequence for connection in single phase meter in new connection:

6. Insert B phase of Input along with neutral wire of modem-Female connector and
screw properly
7. Insert Y phase of Input and screw properly
8. Insert R phase of Input and screw properly

(NOTE- 01: a. Install the modem in all three phase meter i.e polyphase meter, LTCT meter,
Connection of modem will be connect in B phase and Neutral of incoming connection.
b. During meter installation Marking should be done in all phase by using the color
tape or by sequence number marking though tape in case of 3 phase meter)

5. During above wire inserting exercise Meter installer / lineman should first tight bottom
terminal screws and then top terminal screws.

6. Conductor should not touch Gland.

7. Sharp bend should be avoided during moving the service line. (Bend should be more than 12D)
8. Remaining air gap of the gland should be filled with M- seal.

9. Output wire compulsory to be connected with consumer provided ELCB / MCB/ MCCB, near
the meter box. ( MCB – upto 2 kw & ELCB More than 2 kw).

10. After Installing Meter & Meter Box next steps to be followed for the laying and connection of
service line. For laying and energization of service line with meter work instruction is to be
followed by service line laying process with working on different types of network.

11. After energization of Meter by any type of network by following procedure as mention below.
12. Connection of the Modem should be connected through male-female plug. Make sure
modem should be install at the right side of the meter with keeping the LED in front side.

13. Communication chord is connected properly to the RJ 232 port of the meter and
9 pin serial port to the modem.

14. At the end, checking for proper communication dialling to given by SMS to 56070 or dailling
Given through MMG mera AMR application.
(i.e. TPDDL AMR METER NO./SIMNO/BAUD RATE/ METER MAKE CODE). Meter make code w.r in
sequence- secure -4, L&T – 1, genus-6, L&G-7, ABB-3.
15. After energization of Meter, Engineer in Charge/BA’S Supervisor check the display & other
parameter (i.e. voltage, Reading, display intensity level, Display count/ cycle, Pulse on load & no
load, new meter TOD reading etc.)
16. Check the Earthing with double test lamp by connecting one wire with Earth point (Nut) &
2nd wire connected with the phase of ELCB / MCCB / MCB. (Ensure that ELCB / MCCB / MCB
should be off during testing).

17. Engineer in Charge check the meter accuracy with standard Accue-check device, and mention
the results in the service order.

18. Arrange to seal the Meter with Green Polycarbonate seals. & cut the extra wire of seal with
cutter.

19. Sealing arrangement for single phase Meter- 1 seal at Meter terminal, & 4 seals at Meter box.

20. Sealing arrangement for poly phase Meter- 2 seals at Meter terminal, & 4 seals at Meter box.

21. Fill the detail in service order after completion of all the Technical work related formalities in
FFA Device accurately along with capturing the Lat-long of meter installation site as per defined
column and create PDF.

22. Same should be printed at site Via Mobile Printer.

23. Describe all the display parameter of new meter install & tariff details to consumer.

24. In case of smart meter installation / replacement – site engineer & supervisor check the
meter & NIC communication signal.

25. Take under sign in TPDDL & consumer after completion of all activity. Site in charge should
handover the consumer service order copy with meter test notice, safety pamphlet etc.

26. Take the consumer or representative feedback.

27. Engineer should update & Post the case status through FFA.

28. Before leaving the site, team should remove the entire scrap form site.

A2 Work instruction for Installation of LTCT METER:


Engineer in Charge Visit the site and confirm the tech-commercial formalities i.e
 Meter installation space
 Availability of Earthing,
 4 pole MCCB & ELCB availability at site,
 No. of connection already exist,
 condition of network at pole end,
 Route of service line,
 Availability of support,
 Address verification, also
 Checking & confirmation of network feasibility from zone Etc.

2. If all the criteria meet our requirement, requirement to be given for meter issue to back office
issue desk / Team leader.
3. During Meter Installation suitable tool/equipment should be utilized.
4. Engineer in charge/B.A’s supervisor should inspect the CT meter visually before installation for
any damage of box/ Meter, CT Ratio mismatch of meter, Meter body seals, modem No. and
optical cord, lab tested ok sticker etc.
5. During Installation Meter & meter box suitable point should be followed. i.e.
a. Meter & CT box should be installed vertically straight and height should be in between 3 ft. to
6 ft form ground level.
b. Always use of Hand drill machine for drilling the hole in wall for installing the CT meter box,
instead of using Manual hand drill equipment (Chisel, screw holler m/c and hammer).
c. Use appropriate size of fastener (6mm or 8 mm).
d. Meter & box location should be near by the entrance of the premise.
e. During the connection Meter installer connect the cable with R phase – Y phase-B phase
Neutral respectively with taking sequence in Meter box.
f. Earthing connect at meter box end through proper size of thimble (25, 50, 95 mm), & Using
Cable armored inside the meter box, connected with Providing Earthing Nut. Both the Earthing
nut tightened properly.
g. Consumer Earthing should be to connect with TPDDL network Earthing. (Through the nut and
bolt of meter box).
h. Marking / sticker pasted on meter box with mentioning date of installation, sanction load, C.A
No., Type of connection, Modem and sim no. etc.
i. Incoming & outgoing CT bus terminal covered with PVC insulated cap & tie with plastic cable
tie.

j. Make sure modem should be install at the right side of the meter with keeping the LED in front
side.
k. Connection of the Modem should be connected through male-female plug.
l. Communication chord is connected properly to the RJ 232 port of the meter and 9 pin serial
port to the modem.
m. Connect whip/high gain antenna to the modem.
6. After connecting the modem team will follow the above mention steps from point number 12
to 26.

B. Work Instructions for Overhead service cable:

1. Before starting any work, the team, including MMG Engineer, BA Supervisor & BA
lineman shall observe the pole condition with naked eye and also by using Binocular
available with the team as a part of tool kit for proper hazard identification.

2. Lineman shall spend “atleast 2 Minutes” observing the network condition on pole from a
safe distance after reaching working height on Pole. These two minutes shall be
called Moh-KShan and are to be observed mandatorily. Lineman shall check the Pole
Condition in terms of Unsafe Conditions viz. Open joints, Jumbling, damaged insulation
etc. and get these recorded in JSA before starting work. If the site is not safe to work on
live network, lineman shall climb down and ask for shutdown for execution of activity. In
case the lineman finds situation on pole fit to work on live network, he shall drop Green
flag to the team below.

3. After spending at least 2 minutes (above point No -2), Lineman will drop green tag/ flag
indicating that he has analyzed the pole fully and found the pole safe to work and then
start the activity on pole.

4. For Three Phase Cabling activity (SP Group & PP Group): Activities for installation/
removal of cable on pole network (ABC/Bare) should be carried out on off-line by the BA

Lineman. MMG Site Engineer must take shutdown from Zone or from PSC (Engineer is in
Primary Tagging list) as the case may be.

For Activities through existing Distribution Box (SP Group and PP Group): MMG Site
Engineer, BA Lineman and BA Supervisor shall take decision regarding Shutdown based
on Site conditions and recording the reasons for availing shutdown.

For SP Cabling Activity: Activities for 2 core cable installation/ removal of cable on pole
network (ABC) shall be carried out by MMG Site Engineer, BA Lineman and BA Supervisor
after deciding to take Shutdown or otherwise, based on Site conditions. It should be
discussed by Engineer, Supervisor & Lineman, however the decision of BA Lineman shall
be final.

5. For pole mapped as unsafe in SO through SAP/ Suraksha portal: CFT Recommendations
attached may be strictly followed.

6. During working on pole, if lineman found the insulation crack on existing service cables
on pole/ open joints found, then lineman shall ensure to cover them using Tartan Tape,
provided by TPDDL, and capture on SO as record. This will ensure that the pole will be
safe for working post rectification.

7. All the pole activity should be done after completing the fulfillment of site condition
according to JSA. Supervisor fill the JSA & take undersign of himself, lineman, & site
engineer.

8. All network work activity should be done in presence of site engineer only.

9. Bending of cable at meter box side should be as per meter installation standards (not
below 12D).

10. Unless work place is a platform, if the working height is 5 ft. and above, working person
should use safety Helmet with visor, Safety Belt, Safety shoes and ladder.

11. Safety zone creation with using PPE’s & SAFETY cones while working on height during
installation of support angle.

12. Installation of L shaped support angle at height by using of ladder, instead of other
supporting items (i.e. stool, chairs, bench etc.)

13. Ladder should be inclining at 1:4 & hold by any person (helper) with using proper PPE’s to
avoid incident / near miss.

14. Cable should be tightly wound with the L- support angle, with using service cable anchor
for single phase cable size (2*10 sq. mm, 2*16 sq. mm, 2*25 sq. mm), and Tension screw
& insulator (medium size) used for three phase service line cable size (4*25 sq.mm, 4*50
sq.mm, 4*95 sq.mm, 4*150 sq.mm, 4*300 sq.mm) for holding the cable properly.

15. Padding of Extra PVC implemented on Cable Bending, Sharp edge, Anchor’s & resting on
iron structure to avoid any harm of service cable.

16. Overhead Service line should be laying with the support of G.I wire in 3 phase
connections. (w.r.t 4*50,4*95, 4*150, 4*300 sq.mm).

17. At pole End service line must be tie/Anchored with the D-clamp/ slotted angle.

18. Minimum Ground clearance between the lowest center point to the ground is >= 5.8 mtr
(across the road) >= 5.5 Mtr (along the road), with minimum ground sag.

19. Saddling of the cable should be done with minimum distance 0.6 mtr.

20. For supporting the cable avoid Street light pole, telephone pole & tree/Plants etc.

21. Incharge person should ensure that the person working on Pole must have knowledge
about network and circuit being operated up on.

22. B.a supervisor should know the working practices of working on height, different types of
network, identification of HT & LT lines, unsafe situation, and unsafe condition, usage of
support taken while working on end pole.

23. Lineman should work on top 3rd rungs of ladder.

C. Work Instructions for Underground service cable:

1. For underground cable provision, Engineer in Charge/BA’S Supervisor, make the route of cable
with consider the safety of man & material and inform to consumer / agency for the digging at
site (whichever is applicable).

2. Bending of cable at meter box side should be as per meter installation standards (not below
12D).

3. Extreme care should be exercised against causing damage to other cables during excavation.

4. For Trenching, Use of pickaxes and chisel should be restricted for removing the hard crust only;
correct depth of trench is to be ensured depending on the voltage grade of the cable. For L.T
Cables, - 900 to 1200mm, & For H.T Cables 1500 to 2000 mm.

5. The trench should be excavated in such a way to avoid sharp bends. Minimum bending radii
for PVC cables.

6. The trench should not have rubble / stones / Garbage etc.

7. All pipes laying work must be completed before commencement of actual cable laying work.
(H. D. E. pipes are preferred for use in such situations.)

8. Cushion of riddled earth free from stone chips and brickbats is to be provided to cover the
cable.

9. Trench Pit is required in bends in order to decide the cable route maintaining the required
bending radius according to cable size.

10. After cable laying procedure Site Engineer in Charge/BA’S Supervisor ensure the covering of
trenches & holes with same dust & trench Cover.

11. Note down the marking of cable/ length of cable before lying of cable.

12. At pole end, underground cable should be climbing at pole with the help of G.I pipe up to 6ft.

13. G. I pipe should be clamp with iron D- clamp.

14. During Rainy or lightning conditions work should be avoided.

D. General Instructions for working on Pole:

1. Before starting any work, the team, including MMG Engineer, BA Supervisor & BA

on Site conditions and recording the reasons for availing shutdown.

For SP Cabling Activity: Activities for 2 core cable installation/ removal of cable on pole
network (ABC) shall be carried out by MMG Site Engineer, BA Lineman and BA Supervisor
after deciding to take Shutdown or otherwise, based on Site conditions. It should be
discussed by Engineer, Supervisor & Lineman, however the decision of BA Lineman shall
be final.

5. For pole mapped as unsafe in SO through SAP/ Suraksha portal: CFT Recommendations
attached may be strictly followed.

6. During working on pole, if lineman found the insulation crack on existing service cables
on pole/ open joints found, then lineman shall ensure to cover them using Tartan Tape,
provided by TPDDL, and capture on SO as record. This will ensure that the pole will be
safe for working post rectification.
7. Before starting of work Engineer in Charge/BA’S Supervisor check the physical condition
of pole, pole tilted condition, any leakage of current, place of ladder, stand, pole
numbering etc.

8. All live line activity should be done under the supervision of engineer in charge only

9. Before starting of work Engineer in Charge/BA’S Supervisor arrange to make safety zone
on around the pole or D.T with using safety cones (if require).

10. Put the ladder with the pole support with keeping the distance 1/4th of the total ladder
height.

11. While lineman climbing on ladder, Lineman should not work/climb beyond last two rungs
of the ladder & should be kept / hold by the helper.

12. Tie / hook the safety belt with the pole to avoid fall from pole.
13. Tie the ladder with rope at the top of the ladder mount with pole tightly.
14. Both the line man and helper should wear all the PPE’s as necessary required for working
i.e. Rubber hand gloves, safety rope, Safety Belt, Helmet with wiser, Tool pouch, safety
shoes, insulated plier, screw driver, phase separator, T-Spanner, and distribution box key,
cotton gloves etc.
15. Any other material to be carries on pole with the help of Rope. i.e. Slotted angle, service
cable etc.
16. Install the slotted angle / D clamp to maintain at proper height & sag in cable.
17. Comply with minimum clearances when working around electrical Lines or other exposed
conductors.
18. Place yourself in a safe and secure position to avoid slipping, stumbling or moving
backward against live Conductors or apparatus. Do not rely for protection upon the care
assumed to be exercised by others.
19. During Rainy or lightning conditions work should be avoided.
20. If any unsafe conditions observed due to Unbalanced Pull of Conductors due to pole, same
to be rectified/repaired and make the structure safe for working.
21. Hang the Safety tags or other warning boards on main switch before starting of work.
22. In case of working on a Terminal or a corner pole without any stay wire/ stud pole
support. Site Engineer should take special precaution (such as- tying the pole by addition
rope to a strong support) or may seek special assistance form zone, like- Additional
wooden ladder to balance off the resultant load on the pole.

D.1 - Work Instructions for working on overhead LT ABC line:

1. Before starting the work on pole– please ensure & follow all the above said general guidelines
for working on pole.

2. Before starting the work on pole– please ensure wearing all PPE’s (gloves, helmet with visor,
safety shoes, safety belt, rope etc.

3. Service Cable should be supported at the pole end using Service Cable Anchor which will be
anchored on the slotted angle / D clamp for cable size 2*16 sq. mm, 2.25 sq. mm etc. & using &
installing the D-clamp with tension screw and insulator for cable size 4*25 sq. mm, 4*50 sq. mm,
4*95 sq. mm, 4*150 sq. mm etc.

4. Overhead Service line should be laying with the supporting G.I wire in PP & LTCT connections
and properly tie with the slotted angle / D clamp.

5. Identification of the LT-ABC phases by the extended molded lines on PVC. i.e. one line relate
w. r. to R- Phase, two lines relate w. r to Y- phase, three lines relate w. r to B- phase.

6. Neutral wire has no any line for mark of identification. (If old existing LT-ABC line, Messenger
wire is to be consider for both the Earthing & Neutral.)

7. Connection of the service line connected through only with the I.P.C (insulated piercing
connectors) to maintain suitable gap between the conductors of LT ABC phase separator must
be used.

8. I.P. Connector should be tightened through proper size of insulated T- spanner set.

9. For connecting the Earthing at pole end, we have to Connect the Pole Earthing/ Messenger
wire with the service cable via Jubilee clip and Green Earthing wire (16 sq. mm size for cable size
2.10 sq. mm, 2.16 sq. mm, 2.25 sq. mm etc.) & connect Armored of the service cable
directly with the Messenger wire for the cable size 4*25 sq. mm, 4*50 sq. mm, 4*95 sq. mm,
4*150 sq. mm etc.

10. Earthing connected at Messenger wire should be connected properly tight with the help of
jubilee clip/ Binding wire.

11. For providing the connection to single phase meter’s, only distribution box is used. No
separate connection should be connected through IPC directly to LT ABC line for providing
connection.

12. Check the continuity of Earthing at metering end with the help of double test lamp after
energization of meter.

E. Work Instructions for working on Pole mounted Distribution box:

1. As per survey details by engineer in charge / B.A’s supervisor, LT ABC network at site and Pole
mounted distribution box need to be installed.

Criterion for the installation of Pole mounted Distribution box:

a. If single phase Meter need to be installed with the LTABC network and No any connection to
be given directly with the LT ABC, Connection to be given by the Pole mounted distribution box
only.
b. If existing distribution contains more than 9 connections new distributions box needs to be
install.
c. Distribution Box should be fixed with steel strap / D- clamp.

2. New Three phase distribution box (L-N key based) should be energized through 4*50 sq. mm
incoming wire.
3. Incoming service cable of distribution box should be connected with the LT ABC line according
to phase sequence as mention in clause D-5, D-6, D-7, D-8, and D-9.
4. Earthing should be connected through existing earthing plate in distribution box via amour of
service line with thimble & Connect Armored of other end the incoming cable directly with the
Messenger wire for the cable size 4*25 sq. mm, 4*50 sq. mm.

5. All the service line should be connected through amour of service line with thimble on earthing
plate of distribution box, for providing Earthing to consumer.

6. Connect service cable with the help of insulated L-N (Allen) key in distribution box considering
load balancing.

7. Three phase distribution have 10 no. of holes, where one is for incoming and 9 four outgoing
connection.
8. Line man should check charging of phases of distribution box with the help of Tester / double
test lamp.
9. Check the continuity of Earthing at metering end with the help of double test lamp after
energization of meter.

F. Work Instructions for working on LT bare conductor line:

1. Before starting the work on pole– please ensure & follow all the above said general guidelines
for working on pole.

2. Before starting the work, Engineer in charge should check the physical condition of all phases,
LT bare conductor should not laying below the H.T line.

3. Activity on bare conductor will perform only on shutdown condition.

4. If existing network is not overloaded than single phase work to be executed as per following
the General guidelines, safety rules & procedure mention below.

5. Single phase connection from bare LV network should preferably be given by installing the
distribution box.

6. In bare LV network for installing the distribution box, all the activity should be performed
under shutdown condition.

7. For installation of distribution box follow the above guidelines “Criterion for the installation of
Pole mounted Distribution box”

8. Only three phase connection is to be energized directly with the bare conductor line as per
connection old guidelines.

9. If existing network is overloaded, inform to zone for technical feasibility and follow the
shutdown procedure as per below mention shutdown process.

10. After taking the shutdown as per shutdown process, team will perform remaining work
activity on pole.i.e installation of slotted angle / D clamp at near the guard wire.

11. Laying of Service line as per standard and procedure mention in clause B “Work Instructions
for Overhead service cable”

12. During the connection lineman connect the cable with Neutral- R phase – Y phase-B phase
respectively with taking sequence.

13. Service cable should be connected with the D- hook space area, connected with wedge
connector/ Binding wire.

14. Service line edge position should be downwards to earth & cable end should be tapped
properly to protect water rinsing in cable.

15. Earthing should be connected with the earth wire / guard wire.

11. After completion of connection activity, we inform to zone and ask to handover/returning
the P.T.W for cancellation of shutdown. Zonal person remove all the safety zones carefully and
live the network again.

12. Check the continuity of Earth at metering end with the help of double test lamp.

G. Work Instructions for installing & working on L-N key base Bus bar:

1. Site in charge/ B.A’s supervisor confirm for the bus bar installation need at site during the site
inspection.
2. All live line activity should be done under the supervision of engineer in charge only.

G.1 Criteria for bus bar installation:

1.a. If consumer apply for first connection in their premise and building constructed more than 2
floor. Than first connection should be install through bus bar.

1.b. If there are already 2 connections existing at site and consumer apply for another connection,
than connection should be install through bus bar and existing two connection should be
connected through new installed bus bar.

2. Bus bar height should be 3 to 6 ft. From ground level & straight (vertically) with inserting the
cable from bottom side.
3. Bus bar should be installed with the help of fasteners.

4. Bus bar should be energized with cable size 4*95 sq. mm or 4*50 sq.mm for 3 phases 10 ways
/7 ways/5 ways.

5. In case of single phase bus bar, it should be energized with cable size 2*25 sq. mm.

6. Earthing should be connected through the armor of service line with thimble to the earthing
plate of bus bar.

7. Vermin proofing should be done of remaining all the pending holes through M-SEAL.

8. Connection should be done in sequence w.r.t color coding of phases.

G.2 Criteria for working on Existing bus bar:

1. All the criteria to be consider for working in bus bar as above mention.

2. During working on live bus bars Lineman should wear all the PPE’s. as instructed in general
guidelines.
i.e A. overloading in bus bar
b. opening of bus bare keeping body one side (not in front)
c. checking the phase continuity in bus bar
d. Using proper tools and accessories for working in bus bar. Like T-spanner, rubber tubes etc.
3. Opening of existing bus bar seal should be removed through Seal cutter. Not from plier.

4. During opening of bus bar lineman should aware the unsafe & hazardous condition in mind
and keep their body one sided.

5. After opening the bus bar judge the unsafe condition in bus bar i.e. any disconnected thimbles
/ extra conducting part of wire, joints & jumbling of cables etc.

6. Make the air gap between the phases and separate the phases through insulated rubber tubes
& clips.

7. Connection should be done in sequence w.r.t color coding of phases.

8. Connection should be done only in following sequence.


a. connect Earthing wire first.
b. connect Neutral wire in less loaded connector using proper size thimble.
c. connect Red phase wire in less loaded connector using proper size thimble.
d. connect Yellow phase wire in less loaded connector using proper size thimble.
e. connect blue phase wire in less loaded connector using proper size thimble.

9. Earthing should be given through Earthing plate connected with nut & bolts.

10. Check all the connection, and arrange to reseal with properly closing the bus bar.

11. Vermin proofing should be done of remaining all the pending holes through M-SEAL.

12. In case of old strip base bus existing at site, it should be replace with new LN key base bus
bare for avoiding safety risk in future.

13. Check the continuity of Earthing at metering end with the help of double test lamp after
energization of meter.

H. Work Instructions for working on feeder / service pillar:

1. All the connection given through the service pillar should be underground.

2. Before starting of work Engineer in Charge/BA’S Supervisor, make sure that no any leakage on
the body of the feeder/ service pillar.

3. During opening of Feeder / service pillar, lineman should aware the unsafe hazard in mind and
keep their body one sided.

4. During working on live feeder / service pillar, Lineman should wear all the PPE’s. as instructed
in general guidelines.

5. Engineer in Charge/BA’S Supervisor; make the route of cable with consider the safety of man
& material.

6. Before starting of work Engineer in Charge/BA’S Supervisor, make sure that no any leakage on
the body of the feeder/ service pillar.

7. After opening the Feeder / service pillar, Engineer in Charge/BA’S Supervisor judge the unsafe
condition in bus bar i.e. any disconnected thimbles / extra conducting part of wire, joints &
jumbling of cables etc.

8. Bending of cable at meter box side should be as per meter installation standards (not below
12D).

9. The trench should be excavated in such a way to avoid sharp bends. Minimum bending radii
for PVC cables as mention in clause C.

10. Cable inserting in the feeder / service pillar should be from the bottom entry. Don’t enter
service cable from doors so that it will lead unsafe situations.

11. Cable should be covered after properly inserting the cable the cable in feeder / service pillar.

12. For making the connection in feeder /service pillar, connection should be given as per
consider for load balancing.

13. Remove HRC fuse to ensure no load while making connections.

14. Connection should be done only in following sequence.


a. connect Earthing wire first.
b. connect Neutral wire in less loaded connector using proper size thimble.
c. connect Red phase wire in less loaded connector using proper size thimble.
d. connect Yellow phase wire in less loaded connector using proper size thimble.
e. connect blue phase wire in less loaded connector using proper size thimble.

14. Earthing should be connected at the Earthing strip existing at the bottom of pillar.

15. Lock the door after work completion.

16. Check the continuity of Earthing at metering end with the help of double test lamp after
energization of meter.

I. Work Instructions for working on HVDS:

1. Engineer in charge/B.A’s supervisor check, ensure & follow all the above said general guidelines
for working on pole.

2. All live line activity should be done under the supervision of engineer in charge only

3. Before starting the work Engineer in charge/B.A’s supervisor should check the physical
condition of D.T, G. O switch & handle, MCCB box, pole & Loading of D.T, etc. also check the
connection to be given through MCCB or directly LT bushing of D.T.

4. Inform to zone for taking shutdown and follow the shutdown procedure as per below mention
clause O.3.

5. Check the line / supply of any consumer connected with same pole.

6. Check the line / supply of consumer connected from same D.T (if exist), after providing the
shutdown by the zonal person.

7. Physically check the shorting done by zonal person, & gap between the G.O blades, safety tag
at handles of G.O etc.

8. After ensuring the shutdown process, MMG team arranges to make the safety zone around
the fencing / D.P (double pole ) of same d.t through safety cones & caution tape.

9. Service Cable should be supported at the pole end using installing the D-clamp with tension
screw and insulator for cable size 4*25 sq. mm, 4*50 sq. mm, 4*95 sq. mm, 4*150 sq. mm, 4*300
sq. mm etc.

10. Overhead Service line should be laying with the supporting G.I wire in PP & LTCT connections.

12. Earthing should be connected at given earth point in MCCB box & D.t Body with bunching of
armour conductor with thimble.

13. After completion of connection activity, we inform to zone and ask to handover/returning
the P.T.W for cancellation of shutdown. Zonal person remove all the shorting points done with
shorting lead and chains carefully and live the network again.

14. Check the supply and continuity of Earthing at metering end with the help of double test lamp
after energization of meter.

J. Meter Replacement

General guidelines for Meter replacement:

1. Only authorize lineman (having competency- silver/ gold / diamond) is allow for working on
meter replacement activity.

2. Live meter replacement activity is to be done in front of engineer’s or competent supervisor


(having competency level – silver /Gold / Diamond).

3. Before starting of any work at site, supervisor fill the JSA & take undersign of himself, lineman,
& site engineer and make the barricading at site with the help of safety cone and caution tape.

3. Check source of notification and confirm the reason for replacement from back office.

4. Compare the fault with the reason or reference notification mention in service order by
checking meter at site physically.

5. Match New Meter no, (modem no.- in case of 3 phase meter), with service order with meter
available in van.

6. Check on service order to confirm meter is to be retain or not. Either confirm from back office
as per Data analysis / AMI remark / testing group remark / enforcement remark and other
notepad entries.

7. In case of meter no. mismatch, Site-in-charge should contact back office regarding meter to be
replaced or not.

8. Site-in-charge should observe any sort of tempering before starting work. Whether open
shunt/tempering, event on display, Deliberated Fault (burnt/Display burnt/HV-ESD/Magnetic
discharge), seal tempering etc. If any observation found then replace the meter with retaining
the old meter at site. Same has been mention in service order and inform to back office.

9. Meter replacement work activity should be done only on NO load condition.

K. Work instructions for Meter replacement of single phase meter & Poly phase meter

1. Only Lineman is authorized to work on live network hence all activities in meter replacement
to be execute by Lineman.
2. All live line activity should be done under the supervision of engineer in charge only.

3. Lineman should wear PPE’s (Palm size gloves, Safety shoes, helmet with visor, cotton gloves)
& lay insulated rubber mat on ground where he stand and execute the work.

4. If available write last reading of meter on service order. In case of 3 phase meter write the TOD
reading also.

5. Disconnect the load by Switching off (MCB/ELCB/RCCB/MCCB at consumer end).

6. Confirm any inverter/generator or any other source of supply to avoid chances of reverse/
back current. If available disconnect the same source with the main line. Or disconnect the
Neutral physically till meter replacement work completion.

7. Remove the seal of meter box & meter by using seal cutter.

8. Capture existing seal no’s of meter box on service order.

9. Open terminal cover with appropriate size screw driver.

Step to be following for replacement of single phase meter & Poly phase meter
Single phase meter replacement steps:
a. Unscrew & Remove the terminals of phase of Input and insert Insulated Cap on bare part.
b. Unscrew & Remove the terminals of Neutral input and insert Insulated Cap on bare part.
c. Unscrew & Remove the terminals of neutral output and insert Insulated Cap on bare part.
d. Unscrew & Remove the terminals of phase output and insert Insulated Cap on bare part.

Unloose the meter and replace the meter with checking its physical condition with sequentially
removing of insulating Cap.
a. Remove tapping , Insert wire in terminal of phase output & screw the terminal properly
b. Remove tapping , Insert wire in terminal of Neutral output & screw the terminal
properly
c. Remove tapping , Insert wire in terminal of phase Input & screw the terminal properly
d. Remove tapping, Insert wire in terminal of phase Input & screw the terminal properly.

a. Unscrew & remove the incoming phase and neutral wire in sequence R – phase, Y-phase, B-
phase and neutral wire, Tape all the remove cable from tip properly to avoid shorting. Marking
should be done with color tap red, yellow, blue and black accordingly.

b. Unscrew & remove the output phase and neutral wire in sequence R – phase , Y-phase, B-
phase and neutral wire, Tape all the remove cable from tip properly to avoid shorting. Marking
should be done with color tap red, yellow, blue and black accordingly in output wires.

c. Marking should be done properly to identify the phases & neutral during removal of wire as
per above said. Tape all the remove cable un-insulated part (tip) properly to avoid shorting.

d. Replace the old meter with new one. Place new meter on box mounting screw & Tight both
lower screw meter along with meter box mount.

e. Remove tape, insert the output cable first in terminals & screw them in sequence Neutral- B
phase-Y phase-R phase wire (in poly phase meter) respectively.

f. Remove tape, insert the wire & screw the input cable in Neutral- B phase-Y phase-R phase wire
(in poly phase meter) respectively.

9. If old meter box need to be replace, replace the meter old meter box with new box.

10. Connect the Earthing with earth point at meter box through Jubilee clip ( cable size 2*10 sq.
mm, 2*16 sq. mm, 2*25 sq. mm) in single phase & through armored for the cable size (4*25 sq.
mm, 4*50 sq. mm) in polyphase meter.

11. Check the continuity of Earthing at metering end with the help of double test lamp after
energization of meter.

(Note 1: In case of non-availability of color tap, lineman should mark the sequence with marking
in number with existing PVC tap - one/two/ three in respective red/yellow/ blue phase).

“For Joint decision of TL & Engineer”: Decision for site online/ offline shall be decided post
verbal/ audio/ video consultation of Site in charge with Team Lead.

L. LTCT Meter Replacement process:

1. All the activities perform for the LTCT meter replacement is similar as mention above for 3
phase replacement.

2. All the activity done only on offline condition with taking the prior shutdown.

3. Before working on site engineer-in-charge / site supervisor ensure any hazardous condition /
current leakage in meter box or nearest panel.

4. For LTCT meter shifting, No need to be open the Meter with CT unit.

5. LTCT meter full set should be replaced only on offline with taking prior planned shutdown.

6. Site engineer-in-charge / site supervisor ensure and check the CT ratio with meter ratio.

7. For switching off the supply site in charge contact to zone for providing shutdown in Case of
D.T/Bare conductor. If service line connected through LT ABC, line should be done off through
removing / Opening of IPC or else taking the caution order for LT shutdown by zone.

8. Meter to be retained or remove as per notepad entry by AMI dept. or as per site physically
condition.

9. For meter terminals covering insulation PVC cap should be used.

10. During LTCT meter replacement activity Team will ensure the shorting through Crocodile
clamps at CT Meter bars.

11. During working Team will ensure for opening the output cable first and Input after that.

12. Team will use appropriate Tools ( i.e. insulated T- spanner) for opening the nut & bolt instead
of using Plier.

13. After replacement of LTCT meter site engineer should check all (input & output) connection
physically.

14 Before taking the clearance of PTW engineer-in-charge / B.A supervisor ensure all the
removing of shorting and safety zone.

15. After clearance of shutdown and energization of supply Lineman / supervisor check voltage
level of all phases in meter display.

16. Check the continuity of Earth at metering end with the help of double test lamp after
energization of meter.

M. General instructions for only LTCT meter replacement (alike meter only).

1. The activities perform for only LTCT meter replacement must be in presence of site engineer
in charge.

2. Site engineer-in-charge / site supervisor ensure meter can be replace with alike meter or not.
After checking the meter makes & pin configuration of meter.

3. Site engineer-in-charge / site supervisor ensure the all consumer load is in off condition.

4. Site engineer-in-charge / site supervisor ensure that all the shunt capacitor bank / capacitive
load should be in off condition at consumer load side.

5. Site engineer-in-charge / site supervisor convey the proper safety guidelines to lineman for
online LTCT meter replacement.

6. Site engineer-in-charge / site supervisor prepare all the work activity before starting of work
(i.e. wearing of all the PPE, Meter number match, opening of new meter terminal screw and
terminal cover etc.)

7. Site engineer-in-charge ensure that for online meter replacement lineman should not take
much time for replacement, also ensure that during meter removing and inserting all the
secondary terminal pins should not damage.

8. After LTCT meter replacement lineman should tightened all the screws properly. (Ensure no
pin should be loose).

9. Lineman / supervisor check voltage level of all phases in meter display.

10. Check the voltage and other parameter after energization of supply.

N. Work instruction for meter shifting:

General instructions:

1. Only Lineman is authorized to work on live network hence all activities in meter replacement
to be execute by Lineman.

2. Check the site condition / unsafe condition as per JSA.

3. Lineman should wear PPE’s (Gloves, Safety shoes, helmet with visor, cotton gloves) &
positioned insulated rubber mat on ground where he stand to execute the work.

3. Capture the last reading & MDI of meter on service order. In case of 3 phase meter write the
TOD reading also.

5. Disconnect the load by Switching off (MCB/ELCB/RCCB/MCCB at consumer end).

6. Confirm any inverter/generator or any other source of supply to avoid chances of reverse/
back current. If available disconnect the same source with the main line. Or disconnect the
Neutral physically till meter replacement work completion.

7. Remove the seal of meter box & meter by using seal cutter.

8. Capture existing seal no’s of meter box on service order.

(Note : In meter shifting activity if any rejumpering in service line / cutting of the service line is
required, site engineer will arrange to de-energize the service line first from the Pole / Service
pillar before attempting to make the re-jumpering / service cable cutting.

N1. Work instruction for meter shifting ( Single phase / poly phase):

1. Confirm the address (as per protocol & documents) for shifting of meter within the same
premises.

2. Lineman judge the site for unsafe condition as per JSA, inform to supervisor for any ambiguity
and fill & signed the JSA with undersigned.

2. Verify the site meter no. with the service order.

3. Check the meter condition, physical condition of Box, seal & reading.
If any ambiguity referred to Enforcement.

4. Check site feasibility like condition of wall (Gas, water pipeline) etc. for shifting of meter at
proper location.

5. Before starting the work at meter end– lineman wear all PPE’s (gloves, helmet with visor, safety
shoes, rubber mat etc.)

6. Switch off all loads of premises through MCB/MCCB/ELCB.


In case service cable found long Cable cutting should be done only de-energize condition. Isolate
the service cable from live network first.

7. If LTCT meter found at site, work done after taking the shutdown. For shutdown follow the
shutdown process.

8. Open the seals of meter by using seal cutter.

9. Open terminal cover with appropriate size screw driver.

10. Unscrew the terminals and remove the meter as per Meter replacement process,

11. Step to be following for replacement of single phase meter & Poly phase meter

For single phase meter & three phase meter:

a. Unscrew & remove the incoming phase and neutral wire in sequence (in single phase meter)
and Remove Neutral- B phase-Y phase-R phase wire of output (in poly phase meter). Tape all the
remove cable from tip properly to avoid shorting.

b. Unscrew & remove the output phase and neutral wire in sequence (in single phase meter) and
Remove Neutral- B phase-Y phase-R phase wire of incoming side (in poly phase meter). Tape all
the remove cable from tip properly to avoid shorting.

c. Marking should be done properly to identify the phases & neutral during removal of wire as
per above said. Tape all the remove cable un-insulated part (tip) properly to avoid shorting.

d. open the earthing with plate and unfold the earth wire in straight position.

e. remove all the wire outside and keep in safe position.

f. Check the physical status, if meter found ok. Then shift the meter in safe position.

g. unscrew the meter box and remove the meter box for wall and refix the same in nearby safe
position as per shifting equipment.

h. Remove tape, insert the output cable first in terminals & screw them in sequence Neutral-
phase wire (in single phase meter) and Neutral- B phase-Y phase-R phase wire (in poly phase
meter) respectively.

i. Remove tape, insert the wire & screw the input cable in sequence Neutral & then phase wire
in last (in single phase meter) and insert & screw Neutral- B phase-Y phase-R phase wire (in poly
phase meter) respectively.

j. Connect the modem connection with neutral and B- phase potential slot. (for other details refer
the modem installation guidelines.)

12. If old meter box need to be replace, replace the meter old meter box with new box.

13. If any physically abnormality found at site, the no need to shift the meter, Return the case
with mentioning the remark. Inform to enforcement.

14. Connect the earthing & Check continuity with double test lamp.

15. Accuracy check by the site incharge with the help of reference accu-check meter.

16. Reseal the meter and cut the extra wire of seals with seal cutter.

17. Fill the detail in service order through FFA after completion of all the work.

18. Fill the details in FFA MERA app for dialing.

19. Describe all the display parameter of new meter install & tariff details to consumer.

20. Take under sign in TPDDL & consumer after completion of all activity. Site in charge should
handover the consumer service order copy with meter test notice, safety pamphlet etc.

21. Before leaving the site, team should remove all the scrap from site.

B. SHIFTING OF LTCT METER

General instructions:
1. Only Lineman is authorized to work on live network hence all activities in meter replacement
to be execute by Lineman.

2. All live line activity should be done under the supervision of engineer in charge only

3. Check the site condition / unsafe condition as per JSA.

4. LTCT meter should be replace only on shutdown condition.

5. Lineman should wear PPE’s (Gloves, Safety shoes, helmet with visor ) & lay insulated rubber
mat on ground where he stand and execute the work.

6. If available write last reading of meter on service order. In case of 3 phase meter write the TOD
reading also.

7. Disconnect the load by Switching off (MCB/ELCB/RCCB/MCCB at consumer end).

8. Confirm any inverter/generator or any other source of supply to avoid chances of reverse/
back current. If available disconnect the same source with the main line. Or disconnect the
Neutral physically till meter replacement work completion.

Work instruction for LTCT meter shifting


1. Reconfirm the shutdown condition by site incharge through zone and avail proper PTW
with ensuring the creation of safety zone.

2. Disconnect the load by Switching off (MCB/ELCB/RCCB/MCCB at consumer end).

3. Follow all the step as mention.

4. Open the output cable from meter box in sequence, R,Y,B & Neutal phase with the help
of T- spanner set only.
5. Remove the saddles and loose the service line.
6. Open the fasteners of meter box.
7. Shift the meter at appropriate position. ( if service line is in sufficient length)
8. Refix the meter box with using new fasteners.
9. Connect the meter box output in sequence neutral, R, Y, B phase with the help of T
spanner.
10. Check the connection firmly.
11. Returning of PTW to zone and arrange to energization of meter
12. Accuracy check by the site incharge with the help of reference accu-check meter.

O. Work instruction for shutdown procedure:

O.1 Shutdown for working on LT ABC line

1. Engineer in charge confirm for the shutdown requirement during survey of the site location.
Inform the back office / zone for the preparation of shutdown under plan shutdown (PSD) /
Unplan shutdown (UPSD)/ Emergency shutdown (ESD) as per the priority cases / reference no.
for LT line as per site condition.

2. Zonal person came at site and tripped the main line from LT ACB OR LT MAIN from substation
(sending-end source) after calling to PSC / T.O in zone for note down the details of the
connection, and ensure the dead line with the help of double test lamp / Neon tester, , ensure
creation of safety zone with safety cones, caution tape, shorting leads etc.

3. While making the operation on LT ACB or LT MCCB line, lineman should wear all the PPE’s.

4. While operating the LT ACB at substation, ensure that the zonal lineman should operate the
LT ACB in presence of authorized zonal person only & follow the operating guidelines of working
on LT ACB.

5. After tripping the main line zonal person tag the equipment with do- not operates (DNOP) /
LOTO & Note down the LOTO number in PTW book.

6. After tripped off the equipment zonal person, test the line with neon tester/ double test lamp
and then short the LT side of ACB with crocodile shorting lead and connected with the earth.

7. After tripping the main line zonal person capture the details in PTW format / Reference booklet
and same Handover/ transfer same to authorized MMG engineer in charge.( secondary person).

8. If MMG engineer is not having proper authorization in secondary tagging, in such condition
PTW not to be transfer & all the mmg activity will perform in presence of zonal person only.

9 Check the line / supply of consumer’s connected from same source of LT ABC after providing
the LT shutdown by the zonal person.

10. Physically check & ensure the shorting done by zonal person staff is correct and done in
sequence.
11. After ensuring the shutdown process, MMG team arranges to make the safety zone around
the pole of same where connection activity perform with performing safety cones & caution
tape.

12. Perform the Work activity for the connection as per sequence mention above in clause D, for
working on LT ABC.

13. After completion of connection activity, we inform to zone and ask to handover/returning
the P.T.W / Reference order no. for cancellation of shutdown. Zonal person remove all the safety
zones carefully and live the network again.

O.2 Shutdown for working on bare conductor line

5. After tripping the main line zonal person tag the equipment with do- not operates (DNOP).

6. After tripped off the equipment zonal person, test the line with neon tester/ double test lamp
and then short the LT bare conductor with shorting chain both side of pole and ensure it will
touch all the bare conductors connected with the earth. (note: if street light wire existing with
bare conductor line site engineer in charge ensure that the same street light should be tripped
off and DNOP tag will also hang on main switch)

7. After tripping the main line zonal person capture the details in PTW format / Reference booklet
and same Handover/ transfer same to authorized MMG engineer in charge.

8. Check the line / supply of consumer’s connected from same source of LT bare conductor line
after providing the LT shutdown by the zonal person.

9. Physically check & ensure the shorting done by zonal person/ staff is correct and done in
sequence.

the pole of same where connection activity perform with performing safety cones & caution
tape, shorting & earthing of conductors etc.

11. Perform the Work activity for the connection as per sequence mention above in clause F, for
working on LT bare conductor.

12. after completion of connection activity, we inform to zone and ask to handover/returning the
P.T.W / Reference order no. for cancellation of shutdown. Zonal person remove all the safety
zones carefully and live the network again.

O.3 Shutdown for working on D.T / HVDS.

1. Engineer in charge confirm for the shutdown requirement during survey of the site location.
Inform the back office & zone for the preparation of plan shutdown.

2. Inform to zone for taking plan shutdown (PSD) / Unplan shutdown (UPSD)/ Emergency
shutdown (ESD) as per the priority cases.

3. Zonal person came at site and tripped the main line after calling to PSC for note down the
details of the connection, and ensure the dead line with the help of double test lamp / Neon
tester than the safety tagging on the G.O, ensure safety zone with safety cones & caution tape,
Shorting of LV & HT line of d.t etc.

4. In case of HT meter installation / replacement, zonal person provide the shutdown from the
RMU unit. Tripped the RMU and Earthing to be closed & mark the tagging on switch.

5. While making the operation on D.T, line man should wear all the PPE’s.

6. While operating the G.O switch, the entire connected load should be cut off & ensure the
proper air gap between the blades of G.O line.

Handover/ transfer same to authorized MMG engineer in charge.

8. Check the line / supply of consumer connected from same source of D.T (if exist), after
providing the shutdown by the zonal person.

9. Physically check & ensure the shorting done by zonal person, & gap between the G.O blades,
safety tag at handles of G.O etc.

10. After ensuring the shutdown process, MMG team arranges to make the safety zone around
the fencing of same d.t through safety cones & caution tape.

11. Work activity performs for the connection as per sequence mention in clause O.3, for working
on D.T.

12. After completion of connection activity, we inform to zone and ask to handover/returning
the P.T.W for cancellation of shutdown. Zonal person remove all the safety zones carefully and
live the network again.

3. Capture the write last reading & MDI of meter on service order. In case of 3 phase meter write
the TOD reading also.
Check the meter condition, physical condition of Box, seal & reading.
If any ambiguity referred to Enforcement.

5. Disconnect the load by Switching off (MCB/ELCB/RCCB/MCCB at consumer end).

6. Confirm any inverter/generator or any other source of supply to avoid chances of reverse/
back current. If available disconnect the same source with the main line. Or disconnect the
Neutral physically till meter replacement work completion.

7. Remove the seal of meter box & meter by using seal cutter.

8. Capture existing seal no’s of meter box on service order.

P1-. Work instruction for box replacement:

1. Lineman judge the site unsafe condition as per JSA, inform to supervisor for any ambiguity and
fill the JSA.

2. Verify the site meter no. with the service order.

3. Before starting the work at meter end– lineman wear all PPE’s (gloves, helmet with visor, safety
shoes, rubber mat, cotton gloves etc.)

4. Switch off all loads of premises through MCB/MCCB/ELCB.

5. Open the seals of meter by using seal cutter

6. Remove the meter as per mention in meter replacement process.

7. Remove the old /damage meter box from wall with opening the fastener with the help of T-
Spanner or screw driver only.

8. Install the new meter box in place of old meter box with ensuring the height / wall condition /
and other parameters.

9. Install the same old meter in new meter box as per instruction of meter replacement. And
screw all the terminals tightly.

10. Connect the Earthing of service line in meter box Earthing plate.

11. Capture all the details with FFA.

P2-. Work instruction for cable replacement:

8. If connection is from BARE conductor or from HVDS bushing, all the cable replacement activity
will perform under shutdown condition with taking the PTW from zone.

9. Open the meter box and replace the old cable in meter box terminals in sequence.
a. Unscrew & remove the incoming phase and neutral wire in sequence (in single phase
meter) and Remove Neutral- B phase-Y phase-R phase wire of incoming side (in poly
phase meter). Tape all the remove cable from tip properly to avoid shorting in case.
Marking should be done properly to identify the phases & neutral during removal of wire
as per above said. Tape all the remove cable un-insulated part (tip) properly to avoid
shorting.
b. Open the earthing with plate and unfold the earth wire in straight position to easy out
from meter box.
c. Keep the old service line in safe position. And insert the new service line in meter box.
d. Remove tape, insert the input cable first in terminals & screw them in sequence Neutral-
phase wire (in single phase meter) and Neutral- B phase-Y phase-R phase wire (in poly
phase meter) respectively.
e. In case of poly phase connection, Connect the modem connection with neutral and B-
phase potential slot. (for other details refer the modem installation guidelines.)
f. Connect the service cable earthing armour with Earthing plate of meter box.
g. Maintain the height of service line as per CEA guidelines (minimum 5.5 mtr along the
road).
h. Hold the service line with using angle bracket as per mention in new connection work
instruction.
i. Now follow the all the steps as per new connection format mention in meter installation
work instruction.

P3-. Work instruction for Seal replacement:

8. in case of three phase meter check the meter accuracy with the help of accu-check meter.

P4- Work instruction for Prepaid Freedom

2. Check the site condition / unsafe condition as per JSA. Inform to supervisor for any ambiguity
and fill the JSA.
3. Lineman should wear PPE’s (Gloves, Safety shoes, helmet with visor, cotton gloves) & lay

4. Check the old meter seal condition at site.

5. Remove the meter box seals and open the meter box with keeping the lineman aside of the
meter box.

6. Check the old freedom condition if not working than check the meter RJ port for freedom.

7. If RJ port of meter unit is faulty, case return for meter replacement.

8. If RJ port of meter is ok, replace the old faulty freedom unit with new one.

Check the condition of connecting wire and RJ 11 connector if faulty replace with new one.

9. Check the working of new freedom unit with pressing the 5 or 9 to check the meter balance.

10. Reseal the meter and cut the extra wire of seals with seal cutter.

11. Handover the new freedom unit to customer

12. Fill the detail in service order through FFA after completion of all the work.

Q. Work instruction for HT New Meter installation ( In CTPT / meter cubical ):

1. Engineer in charge found the details from back office and coordinate with KCG client manager
to ensure the site clearance from zone & project.

2. Engineer in charge ensure about the site completion at consumer end (i.e. HT & LT panel, all
connection of cable etc.)

3. Engineer in charge ensure about the supply status, whether energized or not. If the supply
found energized inform to zone for shutdown. If not energized than measures the safety norms.
4. As per the safety norms properly checked the line/ supply by Neon tester, Discharge the CTPT
/ cubicle with the help of discharge rod, CTPT / Meter cubical is being tested with the help of Red
phase (Ratio error test machine), Megger test etc.

5. Test result are satisfactory, filled the test report as per provided results. And process for meter
installation. Else fill the result in testing form and stop the work, also inform to zone / project
team regarding test results.

6. Install the HT meter with modem in Meter chamber. Also ensure all the Earthing should be
properly tightened to the cubicle body. Connection of the Modem should be connected through
male-female plug

7. Ensue that there is no gap (hole) remain in the cubicle from where any insect or anything enter
in the cubicle chamber, which may chances of flash. Close such type of holes with M-SEAL / Putty.

8. After Completion of work, engineer in charge ensure & check all the meter and CTPT / meter
cubicle connection physically.

9. After completion of all the work, inform to Zone / client manager /project. For the clearance
of man & material after removing of all the shorting or clearance of safety zone. And request for
energization of supply.

10. zonal staff ensuring the site clearance, and arrange for cancellation of PTW, then energized
the supply.

11. After energization test the meter with the help of accu- check ( if consumer load is running /
available ) otherwise, Test the meter in next working days when the load will available.

12. After energization of Meter, Engineer in Charge/BA’S Supervisor check the display & other
parameter ( i.e. voltage, Reading, display intensity level, Display count/ cycle, Pulse on load & no
load etc.)

13. checking for proper communication through SMS dialing at 56070.(i.e TPDDL AMR METER
NO./SIMNO/BAUD RATE/ METER MAKE CODE).Meter make code wr in sequence- secure -4, L&T
– 1, genus-6, L&G-7, ABB-3.

13. Arrange to seal the Meter terminal /meter box/ chamber door /stand pipe /terminal block
with Green Polycarbonate seals with seal punching machine & cut the extra wire of seal with seal
cutter.

14. Fill the detail in service order after completion of all the Technical work related formalities in
FFA Device accurately along with capturing the Lat-long of meter installation site as per defined
column and create PDF.

15. Same should be printed at site Via Mobile Printer.

16. Describe all the display parameter of new meter install & tariff details to consumer.

17. In case of smart meter installation / replacement – site engineer & supervisor check the meter
& NIC communication signal.

18. Take under sign in TPDDL & consumer copy after completion of all activity. Site in charge
should handover the consumer service order copy.

19. Take the consumer /consumer’s representative feedback.

20. Engineer should update & Post the case status through FFA.

21. Before leaving the site, team should remove the entire scrap form site.

R. Work instruction for HT Meter replacement:

1. Engineer in Charge/BA’S Supervisor survey the site and check for the site condition.

2. Inform to zone / KCG client manager for plan shutdown for the replacement of HT Meter along
with material CTPT/ Meter cubical.

3. Engineer in Charge/BA’S Supervisor Plan and Co-ordinate with respective zone for Shutdown.
PTW shall be issued as recommended. For the shutdown process step to be follow as mention
above in clause O.

4. All persons deployed at site should wear all the PPE’s i.e safety helmets with wiser, Safety
Belt, safety shoes and rubber hand gloves.

5. Engineer in Charge should start their work after ensuring of complete safety zone create by
zone. Cordon Off the area of work to avoid entry of unauthorized person, by using safety cones
& caution tape.

3. Connect the modem wires to B Phase and Neutral of the meter terminal side only.

4. Keep the modem & antenna at the right side in the box only, and modem fitted with screws
and mentioning the LED lights in front.

5. All screws of meter terminals are tightened properly in poly phase meters & connect the
connector of Male- female plug provided in LTCT meters.

6. Communication chord is connected properly to the optical port / R J-11 of the meter and to
the modem.

7. Connect whip/high gain antenna to the modem.

8. At the end before checking for communication, please ensure that Terminal of the modem /
connector is connected properly to the respective terminals of the meter.

9. After energization of meter and modem check Sparking taking place in terminal side & between
connector.

10. At the end, checking for proper communication dialing given to the AMI dept via sms to
56070.

These nine categories for the unsafe pole was discussed in detail & the following
changes/revisions have been finalised by the CFT.
All existing categories need to be maintained in the system. There will be no deletion from the
existing category.
The category damaged /tilted pole shall be revised with damaged/tilted pole/end pole without
support.

The category service cable within 3 feet to be revised with joint in service cable within 3
feet/damaged insulation of service cable/LT ABC/LT rising cable.

The term heavy external network to be defined based on quantum/network condition of the
cable.

1. Severity index and weightage of the unsafe pole was discussed in detail. The following have
been finalised by the CFT.

It was decided that Removable tag to add to category no 05, 06, 08 & 09 since the severity can
be reduced after maintenance is done.
The severity weightage to be added to all the categories as given below.

The changed category and severity weightages and removable segments are given below along
with removability.

by FSE during site visit of any new connection and verify whether the same pole is mentioned in

(B) Redefining the criteria for deciding isolation for working on pole (L.T.)

In the existing system, there is no structure mechanism available for determination of isolation
for working on LT pole. As of now, zone/MMG officials are taking shutdown depending on the
decision taken on site. For instance, LT shutdowns are taken for bare conductor, burnt
distribution box, three phase connection etc. Therefore the approach towards shut down is quite
unstructured and flaccid as it is based on individual decision making and wisdom. CFT opines that
this is a major grey area as in the absence of a duly chalked out structure, risk factor is high.
However It has also been discussed that criteria for LT shutdown be in such a way that it doesn’t
end up overburdening zonal officials for giving shutdown for every instance. These points have
been deliberated in the meeting in detail and it has been finalised for a structured criteria for LT
shutdown.

The criteria of LT outage shall be divided into two parts.


1. Criteria for No outage required.
2. Criteria for Outage required.

The below matrix has been prepared based on the above criteria for deciding outages on the
basis of unsafe categories.
