Course Title : Public Policy

1. Scope and Objective of the Course: The objective of the course is to make the students aware
of the art and craft of policy analysis. This course covers theories, processes and techniques of
public policy making, monitoring and evaluation. The course also covers the globalization of policy
agenda.
2. Text Book: R.K. Sapru, Public Policy: Art and Craft of Policy Analysis, Second Edition, PHI
Learning Private Ltd., New Delhi, 2011.
3. Reference Material- Books/Papers: Book chapters, Journal papers, and newspaper reports
will be given in advance as reading materials before each session. Students should be prepared to
think out of box for maximizing their learning curve. Suggested books are as follows:

i. Rajesh Chakrabarti, Kaushiki Sanyal (2017) Public Policy in India, Oxford University Press, 2017
ii. Kuldeep Mathur (2016) Public Policy and Politics in India: How Institutions Matter, Oxford
University Press, 2016

4. Course Format: The course format will be interactive with regular class discussions and several
group exercises and presentations. Students are expected to prepare in advance with the help of
reading material provided and through self initiative.
5. Course Outcomes: By the end of this course, students will be able to understand the nature,
scope and significance of Public Policy as a scientific activity. Students will be able to analyze
various contemporary public policies being made in India and elsewhere. Through exposure to this
course, students will gain the knowledge required for working in the public and private sector on
various policy related issues.
