II. Background and Purpose of the Consultancy:


The PPG Initiation Plan describes the project preparation grant from the GEF programmed to develop a full
project document for the Bosnia and Herzegovina (BiH) – Project „Improved Financial Sustainability and
Strengthened Resilience of Protected Areas (PAs) Through Development of Sustainable Recreation and
Partnership with Private Sector“, with supporting documentation for submission to the GEF for CEO
endorsement.

The proposed full sized project is called to reduce the gap between the current capacities od protected areas
(PAs) with their increasing vulnerability to emerging threats, on the one hand, and the growing needs to
preserve and sustainability maintain the biological and ecosystem diversity that is among the top five in
Europe, on the other. The project will aim to reduce newly emerging threats to the key biodiversity values and
provide for sustainable management options and increased funding for PAs.

The proposed project will make an incremental effort in assisting the protected area management with tools
and instruments aimed at diversifying and improving the sustainable tourism offering and targeted PAs, thus
providing for sustainable incremental income and a development option that will valorize the unique nature
values without further threatening them. The project will also link the PAs to the funding opportunities
provided by the governmental grant programmes for tourism development.

The Consultant will provide his/her technical input into the detailed project strategy formulation specifically
for the project Outcome 1 “Managerial and technical capacities of targeted PAs in place helping ensure
resilience of key biodiversity values to climate change impacts”.

The Consultant will closely work with Lead International and National Expert for PPG and UNDP Team.

III. Duties and Responsibilities:


Scope of work
The list of below outlines key responsibilities and deliverables of this contract. The PPG Initiation Plan for
this project provides further and more detailed guidance regarding the responsibilities of the prospective PPG
team and must be consulted accordingly:

The Expert is expected to perform the following technical assessment required as a key contribution to the
project strategy formulation:

- In close consultation with PA managers/management authorities, fill in the Management


Effectiveness Tracking Tool, or the METT assessment
(https://www.thegef.org/sites/default/files/documents/GEF7-BD-TrackingTool-Protected%20Area
%20Projects.xlsx) for the targeted PAs where the UNDP-GEF project will account for direct input
into the improved management capacities (tentative list provided below);
- Identify PA management/planning/finance gaps that will be directly addressed by the UNDP-GEF
project, as well as those that are outside the project scope, and fill in the “notes and comments”
section of the METT scoring table respectively;
- Provide a comprehensive account of threats to the PA values that the project will be directly
addressing, and, together with the PPG Biodiversity and CC Specialist, suggest a threat reduction
indicator to measure progress in reducing each threat, in the respective section of the METT;
- In consultation with the PA management/research/monitoring department and the PPG Biodiversity
and CC Specialist, identify/confirm key biodiversity indicators that are monitored on a regular basis
in the protected areas and can be used as the project direct impact indicator; for each identified
indicator, provide a brief rationale behind each indicator, the current (project start-up) status of that
indicator , and suggest the target indicator value/statement.

V. Required Qualifications

Academic Qualifications/Education
Master’s degree or higher in a relevant field, such as environmental science, conservation management,
sustainable development

Experience
Minimum 3 years of demonstrable experience in biodiversity conservation, PA management

Languages Requirements
Fluency in written and spoken Bosnian/Croatian/Serbian languages. proficiency in English would be a strong
asset.

Other Requirements
Direct contacts with the PAs/PA management authorities as a strong advantage.
