GENERAL INFORMATION ABOUT THE POSITION

Duration of funding (project): 12 months( extendable based on fund and performance ) with 3
months’ probation period
Size of the team: Approx. approx. 23 staff under indirect supervision
Number of persons under direct supervision: 5 minimum (2 project officers, 2 case
management officers, construction engineer)
OBJECTIVES OF THE POSITION
HI has been intervening in Yemen on and off for the last 12 years, with its actions initially
focused on development issues, notably through the support to the development of physical and
functional rehabilitation services for people with disabilities (PwDs) as well as through the
capacity-building of the national networks of Yemen Disabled People’s Organizations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With
the support of different donors, HI has been supporting two hospitals and one physical and
functional rehabilitation canter in Sana'a City, building the capacities of their key staff in early
rehabilitation care and psychological first aid (including specifically for children), supplying
rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial
support to war affected people (including through the donation of assistive devices and provision
of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a. In
2019 started the program in Aden Governorates, 2020 in Taiz and Hajjah Governorates aiming
comprehensive rehabilitation (physiotherapy, psychosocial support, provision of assistive
devices and prosthetics/orthotics), mine risks education and inclusion.
In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the
knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable
persons in their humanitarian response (including PwD), so as to increase their access to
essential services.
In addition, the mission is also expanding its sector of intervention through Risk education and
Cash support. Eventually, the set-up of advocacy mechanisms considering the country and
regional environment is another major goal of the mission. While all of HI activities were done
so far in Sana’a governorate, HI is expanding its activities in the Northern part of the country
including Hodeidah and Hajjah and in the Southern part of the country including Aden and Taiz.
The Project manager has overall responsibility to ensure the quality and timely implementation
of HI’s activities in Al Hodeidah and Hajjah governorates including; comprehensive
rehabilitation services, inclusion, and explosive ordinance risk education (EORE) activities and
construction of prosthesis and orthosis centre in AL Hodeidah. The PM should have
demonstrated experience in managing donor budgets from various donors ensuring compliance
and sound financial management. The project manager will also be responsible for ensuring
regular internal and external reporting is submitted according to HI and donor guidelines. The
project manager may be requested to support the assessment of new health facilities or
operational areas in close coordination with the technical unit and field coordinator.

Responsibility 3: Reporting
Regular reporting and updating of HI tools including those used for monitoring and evaluation as
well internal reporting tools and donor reports.
Providing accurate and timely reporting to enable support services to provide adequate support
to the project teams (e.g., Procurement plan, financial forecast)
Upon request from Grants developer and/or area manager, contribute to internal and external
reporting tasks.
Direct management of at least 5 project staff to ensure project activities are carried in a timely
manner and with quality
Supporting staff who have line management responsibilities to implement HR policies including
performance appraisal and management (e.g., Workplans)
Supporting teams to manage workloads and to highlight to coordination should additional
resources be required
Capacity building of staff

TIME SCHEDULE
The working hours are the following: 8:00 am to 4:30 pm with Half hour lunch break.
Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it
is required by the volume of activities and by the line manager.
