Checklist and Process With Financing Notes For Land Development
Application for acceptance of a new Theme Park must be submitted in three phases. All
data must be organized and sectioned in an eight-position proposal in accordance with
the following process.
POSITION I
1. Completed checklist noted with dates the various items gathered. Примітка [J31]:

POSITION II
1. Location Map indicating adjacent land uses and zoning, present and future access
roads to the site, proximity to shopping, schools and churches with note of traffic
volumes.
2. Property survey map (where 1" = 100') showing boundaries, existing features including
utilities, easements, access roads, flood-plains, drainage ways, rock outcropping and
wooded areas.
3. Complete Soils Maps & Reports, including "site specific" interpretations and
recommendations, from the local representative of the SCS.
4. Engineer's statement of 100-year floodplain with backup (FEMA, Corps of Engineer,
ect.)
5. Individual onsite sewage disposal systems, percolation tests, rock soundings, ect., for
each lot, if septic tanks for individual sewage disposal systems are planned).
POSITION III
1. "Request for Theme Park Location and Feasibility Review." Including any attachments
needed in addition that is essential to creating a clear understanding of the proposed
development.
3. Estimate of Market or Market Survey. Must show the need and demand for sites and Примітка [J32]:

POSITION V
1. Statement of Planning and Zoning Compliance. Statement which sets out applicable
local, county or state zoning requirements. If zoning changes or variance is required

3. Utility Approvals.
a. Verification of adequate capacity and approval to tie in with local existing water,
wastewater disposal, electric, telephone and other utility systems.
b. Tentative approval of local or state health authority for individual waste disposal
systems when it is clear a central system is unfeasible.
4. Facility acceptance. Evidence that appropriate public body will accept and maintain
streets, common areas, street lighting, sidewalks and drainage-ways when such
facilities are to be dedicated to a public body.
6. Percolation test (for each soil type), S>C>X> report feasibility of individual waste water
treatment systems, and local Health Dept. approvals if septic tanks and absorption
fields are proposed.

POSITION VII
1. Written approvals. Written statements will be included which verify the regulatory
authorities having jurisdiction over the development have granted necessary
approvals.
As a minimum:
a. Local planning authority.
b. All public utilities (including statements that the utility will maintain water and
sewer lines).
c. Common areas and facilities dedicated and accepted by the public body which shall
have the responsibility for continuous maintenance.
d. Streets dedicated to and accepted by the public body which shall have the
responsibility for continuous maintenance
e. (copy of minutes of the meeting showing authority approval).
4. Surety. If applicable, evidence that the sponsor has provided, bonding, escrow funds,
letters of credit, etc..

Valuation and Finance Comment:
It can be used as a convenience tool to assist in the check listing and processing of a
development project.
The information can be used in conjunction with the local authority’s process, and can be
a great tool used to assist in valuating a project’s feasibility, as well as assist in the
syndication of financing.
The tool helps recognize and attract both financing and buyers to an Theme Park. Most
importantly is that the money aspects become clear in the process to help structure more
detailed financing agreements….
