Based on Enclosure No. 1 to DepEd Memorandum No. 015, s. 2020 COVID 19 background and situationer
was cited clearly as follows;

BACKGROUND AND SITUATIONER1

1. Background

a. On December 31, 2019, the WHO China Country Office was informed of cases of
pneumonia of unknown cause detected in Wuhan City, Hubei Province of China. This was
later determined to be caused by a novel (new) type or strain of coronavirus not previously
detected in people. On January 12, 2020, China shared the genetic sequence of the novel
coronavirus. The novel coronavirus is given the interim name “2019-nCoV”.

b. WHO describes coronaviruses as a large family of viruses that can cause respiratory
illness ranging from the common cold to more severe diseases. Common signs of infection
include respiratory symptoms, fever, cough, shortness of breath and other breathing
difficulties. More severe cases can cause pneumonia, severe acute respiratory syndrome,
kidney failure and even death. Coronavirus is named as such because of the crown-like
spikes on their surface.

c. The 2019-nCoV has since spread to a number of countries, including the Philippines.
WHO has declared the 2019-nCoV outbreak as a Public Health Emergency of
International Concern on January 30, 2020.

d. According to the WHO (February 4, 2020), there are 17,391 confirmed cases globally, of
which 17,238 are in China (2,296 severe; 361 deaths), and 153 cases (1 death) are in 23
other countries.
e. Two of the confirmed cases are in the Philippines, and the lone recorded death from
2019-nCoV outside China is one of the two Philippine cases. The two cases are a 38-year-
old Chinese female and her companion, a 44-year-old Chinese male. Both patients are
from Wuhan, China, and arrived in the Philippines via Hong Kong last January 21, 2020.
They were admitted to the hospital last January 25, 2020. The male patient was reported
by DOH to have died on February 1, 2020, the lone recorded death from 2019-nCoV
outside China. Contact tracing of passengers aboard the flights of the two positive cases
and in places where the patients stayed and travelled are ongoing.

f. The 2019-nCoV situation is ongoing. As of February 3, 2020, the Philippines has 80


patients under investigation.

Enclosure No.1 to DepEd Order No. 14, s. 2020 GUIDELINES ON THE REQUIRED
HEALTH STANDARDS IN BASIC EDUCATION OFFICES AND SCHOOLS stipulated on its
Rationale No.3 as I quote “ Guided by its Basic Education Learning Continuity Plan ( BE-
LCP ), the Department of Health ( DOH ) Guidelines on the Risk-Based Public Health
Standards for COVID-19 Mitigation (DOH Administrative Order No. 2020-0015, other
applicable guidelines by the DOH and the IATF, and policy directives by the President,
DepEd adopts the Required Health Standards to be followed in all basic education
schools and community learning centers (CLCs), and DepEd offices, when and to the
extent that personnel, teachers, non-teaching personnel, and learners will already be
allowed to physically return to DepEd schools and/or offices.

OBJECTIVES:

The general objective of this plan is to prevent & save learners and education workers from death,
injury, and harm in school, before, during and after emergencies/disasters/calamities:

Specific objectives:
 Ensure effective, fast and fair delivery of basic services to protect/save learners & education
workers lives needing immediate assistance.
 Ensure the continuity of education in the face of expected/unexpected hazards and threats.
 To observe inter-agency and cluster approach coordination in response to emergency, for
maximum utilization of resources.
 To undertake proactive approach to hazards and risk through continuous monitoring and
community empowerment for effective response to the said hazard.

CONCEPT OF OPERATION

School safety is a responsibility of the entire community. However, School COVID19


Response Team requires coordination to be headed by the School Administrator.

Involvement of teachers, non-teaching staff, students, parents and community


members is a must as well as its integration in management strategies at each administrative level
in the education sector. In this regard, a School COVID19 Response Team should be organized.

The School COVID19 Response Team will be in-charge of implementing, monitoring


and reporting such initiatives to the school management. The team should encourage personal and
organizational preparedness, guide mitigation work, and assure enactment of COVID19 hazard
drills. The results of the activities are evaluated for subsequent plan adjustment. Ideally, the School
COVID19 Response Team is empowered by and maintains form links between school and local
disaster management authorities.

The School shall be responsible for Disaster Risk Reduction & Management, Planning (Contingency
Plan) and its Implementation on its School Lead Activities (planned and/or unplanned) in the
Barangay/Municipal in coordination with the Barangay/Municipal Disaster Risk Reduction &
Management Office following the issuance of the delegation of authority from the
Regional/Provincial/District/School.

The School COVID19 Response Team shall present its Contingency Plan to the Barangay/Municipal
IATF/EOC Incident Commander as part of its coordination and synchronization. The later shall
oversee the emergency preparedness activities and direct consequence COVID 19 management
that may occur in the school in accordance to its Contingency Plan during the activity.

In the event that School Incident Command can’t handle the disaster/emergency, the Incident
Commander shall request the assistance of the District DRRM for assistance, augmentation or the
change of command.

TASKING

I. Coordination with LGUs – IATF/EOC, RHU/MESU and Barangay Health Centers-NDP/BHERT


on matters relating to 2019-nCOV ARD.
II. Disseminates accurate information to school personnel, learners, and parents on the nature
of the measures, through orientations/meeting, information campaigns, posting of IEC
materials in strategic places in school and social media, and other school activities, using the
collaterals developed by the DepEd Public affairs Service accessible at
https://www.deped.gov.ph/stopncov, where videos and collaterals released by the WHO
and the DOH are also available for reference;
III. Ensure the conduct of daily group hand washing before the first class in the morning and
afternoon session and before going home;
IV. Intensify health education in the classroom, giving emphasis on personal hygiene, including
cough etiquette and proper use of masks, consumption of safe and nutritious foods, and
environmental sanitation;
V. Ensure adequate supply o g water and soap in schools, and hand sanitizers and/or rubbing
alcohol in the entrance of school gates and offices;
VI. Maintain the cleanliness of schools, including the regular disinfection of doorknobs and
handles;
VII. Ensure that classrooms and offices are well-ventilated;
VIII. Ensure that food served in school canteens are thoroughly washed and cooked;
IX. Operationalize Preventive Alert System in Schools (see Enclosure No.4);
X. For persons exhibiting respiratory infection, coordinate immediately with the Division
School Health Unit or the nearest health facility. Provide appropriate mask and assist on the
proper usage prior to referral;
XI. Coordinate with Division, LGU and health authorities for the suspension of classes, if
necessary. Non-essential travels of learners and personnel during this period of suspension
are discouraged. Resumption of classes will follow the same procedures; and,
XII. Implement ADM of education in cases of class suspensions or the quarantine of learners

A. Brief Description of the School and Curriculum Profile

Arizona High School is a Barangay school situated along the circumferential road
traversing the municipalities of Midsayap and Aleosan. It is roughly 14 kilometers away from
the town proper, 8 kilometers form the District Office and 95 kilometers from the Division
Office, 100 meters away from the nearest public elementary school, 14 kilometers from the
nearest private secondary and elementary school and 7 kilometers away from the nearest
public secondary high school. It can be reached by motorcycle and 4-wheeled vehicles.

The school is on a hilly ground and for the last three years it did not experience
dangers caused by natural hazards.

The community is predominantly inhabited by peace-loving Ilonggos and Cebuanos.


The school has been free from incidence of crimes and other peace-related problems.

The place is considered low risk area from COVID-19 Virus. It has only one recorded
Covid positive since the start of pandemic and this person has already recovered.

A.1. Secondary

Arizona High School offers Junior High School (Grade 7-10) and Senior High School
(Grade 11-12) which offers GAS for academic Strand and CSS for TVL Track.
Our students in both JHS and SHS need to engage more with their teachers for guidance
and on the learning tasks especially in TVL tracks and other tracks/strands that require
students to do research, work immersion, practicum, and similar activities to
make the teaching-learning process more effective.

A resolution supported by a Memorandum Of Agreement ( MOA )for having limited face


to face class was made by the PTA and Barangay Local Government Unit.

C. Transportation Scheme/Route of Learners

Most of the students in our school were walking in going to school. Some of the students
who are living on farther Purok and those coming from nearby Barangay go to school
through a motorcycle.
To strictly follow the IATF Health Protocol the school provided separate entrance and exit .

E. School Health and Safety Preventive Measures for Covid-19

To ensure the safety of the learners, teachers and other stakeholders the school strictly
implements the IATF Health Protocol as follows:

1. Entrance and exit in the school will be set up properly.

2. All individual entering the school premises will be obliged to have a temperature
check
(individual having temperature more than 37ᵒC will be send home immediately).

3. Wearing face mask/face shield at all times around school premises.

4. Social distancing will be observed at all times.

5. Hand sanitizers will be provided in entrance gate, offices and all classrooms.

6. Enough hand washing facilities for learners, teachers and other stakeholders will be
provided by the school.

7. Classrooms will be prepared for limited classes such as:


a. Seats are arranged at least one (1) meter apart.
b. Hand washing facilities inside the classrooms were available.
c. Alcohols and soaps will be provided.
d. Entrance and exit in classrooms were set up properly.
8. Disinfection of school ground, offices and classrooms will be done once a week (every
Friday)

F. Management in Case of Infections or Exposure

1. Individual with above 37ᵒC temperature will be advice to go home immediately.

2. Coordinate with Barangay Health Workers to identify COVID-19 cases in the


community.

3. Identified individuals who have been closed in contact with COVID-19 virus positive, in
coordination with BLGU's and LGU's health workers will be advice to undergo a home
quarantine within seven (7) to fourteen (14) days.

4. Individuals who have been quarantined were only be allowed to enter the school
premises upon presenting the certification given by the authorized health workers.

G. Annexes/Appendices (Request letters, Resolutions, Pledge of support, etc.)

A meeting was conducted with BLGU, SGC and PTA to disseminate school plan for a
limited face to face classes. It was conducted last September 09, 2021 at Arizona High
School, Midsayap, Cotabato. PTA, SGC and BLGU unanimously agreed to have a limited
face to face classes and pledge to give their full support in the implementation of the plan
anytime as the school needed.
