IV. Rationale

The advocacy on the promotion of correct hygiene and sanitation practices


among school children and a clean environment has been the government’s
priority through the Department of Education to keep the learners safe and
healthy, excel academically and develop to be productive citizens in the
country. The world’s problematic environment has impacts on children
particularly in health and academic performance that trapped in a cycle of
diseases and poverty for a lifetime.

In the Philippines, the DepEd Order No.65, s. 2009 states that the most
common hygiene deficiency related infectious diseases in public schools are
due to inadequate water and functional sanitary facilities, if unattended, these
will lead to malnutrition, poor physical growth and other diseases like anemia,
toothache among others.

In 2016, the Department of Education issued DepED Order No. 10, “Policy
and Guidelines on the Comprehensive WASH in Schools Program for the
promotion of correct hygiene and sanitation practices among school children
and a clean environment in and around schools to keep learners safe and
healthy.

Due to COVID-19 pandemic Bais City National High School has further
highlighted the importance of WinS as critical to the personal and
environmental hygiene practices necessary for safe operation of schools.

Objectives:

This program aims to:


1.  Improve hygiene and sanitation practices among the learners to
enable them to develop life-long positive hygiene and sanitation
behaviours;
2. Improve equitable access to safe water and hand washing facilities;
3. Engage public and private partners for program implementation
and sustainability.
4. Ensure proper and correct practices in the use of handwashing
facilities to maximize the benefits and achieve the impact to the
well-being of the learners, teachers, parents, and stakeholders.

V. PROPOSED PROJECT

This child friendly school project’s first step is to improve the hygienic
situation and practices of Bais City National High School. This project takes
two side approach, not only will the schools be provided with clean and safe
water supply but also the learners get educated on basic hygiene and health
issues which is one of the key aspects for ensuring the learners well-being.

As the COVID-19 pandemic spreads across the globe, the Bais City
National High School Teaching and Non-teaching staff, learners, parents, and
stakeholders are heeding the advice of health experts to wash their hands as
one of the most effective ways to prevent transmission of diseases.

Handwashing promotion is one of the important parts of hygiene


practices. It should not only be integrated into WASH but also in health,
nutrition and education program.

Sir:

The strike of pandemic is the reason why all schools temporarily suspend the
presence of students and limit the attendance of school staff in school. Our learners
were force to study in their respective homes. However, the school takes this as an
opportunity to improve its physical environment, in time for the coming of learners when
face to face classes will be allowed.
Unfortunately, modular distance learning as the modality employed by the
school, takes most of the school’s resources in printing modules and worksheets and
with the high population that the school has, our vision, to provide conducive learning
environment for all learners is never affected by our current struggle against COVD19.
Wash in Schools Program (WINS) with the cooperation of the Brigada
Skwela launched a banner project of Bais City National High School that encourage
stakeholder participation to support programs and projects for school improvement.
In this connection, I am submitting to your esteemed office our proposal for the
construction of the grade 10 wash area.
We would like to appeal in your generous heart to join us in this very noble
undertaking by sponsoring the construction of the said project. Attached herewith is the
project proposal as well as the program of work for your reference.
