 FOREWORD

The journey of Oriental Mindoro Provincial

Public Safety Company (ORMIN PPSC) into the
Performance Governance System (PGS) began in
February 2014 when we created our own Tactical
Dashboard. The Dashboard, which serves as our
measuring tool for the progress of our short term
plan reflects our target accomplishments with
corresponding activities that we intend to conduct in order to achieve the
stated targets. We consider this as an effective device to raise the level of
performance of ORMIN PPSC as a unit of the PNP.
But having a Dashboard alone to raise the level of our performance is
not enough for our unit to have a complete and meaningful change or
transformation. There is a need for us to have our own vision of what we want
our unit to be in a definite period of time in the future. And this vision must be
anchored on P.A.T.R.O.L. Plan 2030. With this objective in mind, it is
appropriate that we replicate the reform agenda being undertaken by the
higher echelons of the PNP – that is through PGS.
As we strive to complete the first stage of the four-stage PGS, which is
the Initiation stage, we are guided by our vision that “By the year 2025, with
the blessings of the Almighty, ORMIN PPSC, Citizen Friendly Eco-Road
Warriors shall be a highly capable, effective, credible police unit, working in
partnership with a responsive Mindorenos towards the realization of an
insurgency-free and a safe province to live, work, travel and do business”.
