Purification of Land Records

Background:
The attention of all the District Collectors in the State is invited to the subject and
references cited, and it is informed that the Re-Survey of the lands in the State of Andhra
Pradesh is planned to start shortly. An updated and purified land records are essential
prerequisite for the Re-Survey. Purification of land Records is essential to provide effective
Revenue Services.
The Updation and Purification of Land Records (POLR) process was started in the
State and being done in a step by step approach as per detailed instructions issued earlier
vide reference 1st cited above. However, it has been felt essential to purify the Record of
Rights portion of the Webland in the shortest time feasible. This not only brings clarity in
Revenue Administration but is also a prerequisite for effective Re-Survey operations.
As a part of Purification of Land Records (POLR), preparation of Proforma–I i.e.,
comparison of Manuscript RSR with that of Webland RSR was already started in most of the
villages and it is at advanced Stages. It is reported that out of 17,587 No. of Villages, 16,440
villages are completed by and large and balance 1,147 are to be started.
Hence the following Overview of the process is indicated below for necessary action.
Overview:
As the time available is short and the whole exercise has to be completed quickly, it is
proposed that atleast 1/3rd of the Villages in each Mandal, shall be completely purified within
a period of 3 months i.e., before 31st December 2020. Another 1/3rd of Villages shall be
completed by 28th February 2021 and remaining villages by 30thApril, 2021.
However, it may not be possible to purify all the 31 columns of the Webland Adangal
during this period. In addition, the ROR 1B/Pattadar Master Database also needs to be
purified. Hence, to simplify the POLR procedure and focus on the Record of Rights portion
of Land records, after discussions with the Joint Collectors, it has been proposed that the
following columns of the Webland Adangal Database and Pattadar Master Database, which
deal with the Record of Rights will be focused upon in the Purification of Land Records in
the first instance.
Accordingly, the columns in the Databases to be focused in the POLR has been
classified based on the Goals of POLR and are described below:

Goal III:
List all issues arising in each village, while undertaking the above exercise of
purification of land records which need to be sorted by fieldverification processes(i)
prior to the commencement of the Re-Survey or (ii) during the process of Re-Survey.
Plan of Action to Achieve the Goals:
Plan of Action for Goal I:
Instead of attending the purification of 9 columns of Webland Adangal in one
go, it is proposed to simplify the procedure further by undertaking the process in 3
phases as shown below:

Phase I:Finalizing and Freezing the Survey/Sub Division Numbers of the village, Survey
Sub Division wise extent and the total extent of the village viz Col No. 2&3 of Webland
Adangal and the total Sy.No./Sub.Div. Nos. in the village and the Total extent of the
Village.
Phase II: Purifying the “Nature” and “Classification” of land, viz Col No. 6 & 8 of
Webland Adangal. The Nature and Classification will be standardized with Drop down
options. A new column will also be added to indicate lands covered under Sec. 22(A).
Phase III: In this Phase, the Pattadar and Occupier details will be purified. This includes,
Khata Number (Col.11), Pattadar name (Col.12), Enjoyer name (Col.13), Enjoyment
extent (Col.14) and Nature of Enjoyment (Col.15). The Khata Number (Col.11) will be
linked to Pattadar Name (Col.12) linked to the Pattadar Master Database Khata number
(Col.4A) and Pattadar name (Col.2). The entry of Khata number in the Webland Adangal
(Col.11) will automatically download the name of the Pattadar in Col.12 from the
Pattadar Master Database.
Phase IV:
The other columns of Webland Adangal which are presently left out in Col.Nos. 1-15
will be purified in Phase-IV. This will be done after the whole exercise upto Phase III is
completed in respect of all Villages by April 2021. The Phase IV shall be done in the
months of May and June 2021.
Phase V:
The Column Nos. 16-31 of the Webland Adangal shall be linked to the e-panta
programme. This is already being done for the Kharif season and will also be repeated in
the months of November-December for the Rabi season. The finality to the Columns will
be attempted in the Kharif 2021 in the months of July-August 2021. It may also be noted
that Col. Nos. 16-31 are to be repeated in every season (Kharif/Rabi) and also every Fasli
year. Hence these are not permanent records but updated during each and every season of
the Fasli.
Plan of action for Goal II:

The Updation of the five columns of the ROR IB/Pattadar Master Database shall
be carried out in one phase as follows:
Phase IIA: Generally, there will be one Khata No. for each individual pattadar having a
unique Aadhaar No. The effort of this exercise will be to list out all the pattadars in the
village and provide unique Khata No. link the Aadhaar No. and Mobile No. However, it
is possible that some land parcel (having only one Sy.No/Sub Div No.) is held in joint
Names of two or more individuals. These cases have to be dealt in the manner prescribed.
The Phase IIA has to be undertaken along with Phase I to save time.

Phase III A: On completion of Phase I,II and III and Phase IIA, it will be possible for
the computer to generate the ROR Form IB in full shape which will provide purified
records for the Pattadar passbook. This exercise will be done through computer
programming on completion of Phase I,II and III and Phase IIA.
Plan of Action for Goal III:

During the process of Phase I, Phase IIA, Phase II and Phase III, a number of
issues will crop up. All these issues have to be listed in the proforma provided in the
computer programme. Once the issues are identified village wise, the Revenue staff will
take steps as per the prescribed procedure to resolve all the issues at the village level.
Efforts will be made to resolve most of the issues, as per the scheduled programme of the
Villages in Phase I, Phase IIA, Phase II and Phase III. This will ensure there are
minimum pending issues when the Re-Survey is conducted. However the issues which
could not be resolved will need to be dealt at the time of the Re-Survey and Settlement.
The computer programme will provide for appropriate listing on the issues, their
resolution and the balance issues which need to be settled at the time of the Re-Survey.

Goal Outcomes:

At the end of the Phase I, Phase-IIA, Phase II and Phase III, and Phase IIIA the
following outcomes are expected:

1. Webland RSR and Manuscript RSR are one and the same.
2. 9 Columns of Webland Adangal are purified and correct.
3. 5 Columns of Pattadar Master Database purified and correct.
4. List of issues which need to be resolved before Re-Survey and during Re-Survey
and clearly listed out.
5. On completion of Phase I, IIA, II, III, the purified ROR form 1B can also be
generated Pattadar wise.
The above exercise will make the Webland Record as Golden record which will
enable us to generate basic updated Record of Right and forms the base for conducting
the Re-Survey operations in an organized manner.
As this activity is the most important step in land records purification process, the
entire revenue machinery shall bestow their personal interest and it should be completed
in the stipulated time.
