1.0 INTRODUCTION
IOCL Kandla, LPG import facility which is stored imported pure propane & butane in
refrigerated condition in two above ground Tanks of approx. 15,000 MT capacities each.
Presently the plant is operating at through put capacity about 1 MMTPA. Work site is located
at LPG import plant, Kandla near Kandla Port (KPT) and around 8 km from nearest city
Gandhidham
IOCL intends to augment the capacity of LPG import plant, Kandla from present capacity of
about 1 MMTPA to 2.5 MMPTA

2.0 SCOPE OF WORK


This documents defines the minimum requirements for manufacture, material, dimensions,
testing, marking and purchasing of carbon steel flanges required for IOCL pipeline and related
facilities. Flanges shall be manufactured in accordance with the requirements of the latest
edition of ASTM A105 and ASME B16.5.

3.0 GENERAL / APPLICATION


3.1 Carbon steel flanges intended to be used for fire waterline, steam service, boiler feed
water, LPG, propane etc.
3.2 Flanges shall be procured from manufactures who possess a valid license for use of
ASME, ASTM standards and who are capable of meeting the requirements of this document.
3.3 Finish of steel flange face shall be as per MSS-SP-6/ ASME B16.5/ASME B16.47. The
interpretation shall be as follows
Stock finish 250 – 1000 micro inch AARH
For Lap joint flange
Serrated finish/ 125 AARH/ Smooth finish 125 – 250 micro inch AARH For
RF & FF flange

Unless otherwise specified the ends shall be to the following standard:


SW/SCRD ASME B16.11
BW ASME B16.25
THREADING ASME / ANSI B1.20.1 (NPT, taper threads)
FLANGED ASME B16.5 AND ASME B16.47 SERIES B

BW end shall be in accordance with ASME B16.25, the weld contour off Bevel shall be as
follows:

3.4 Flange type shall be as follows

3.5 Unless otherwise specified, metric, Celsius and Kilogram units shall be applied as the
measurement system for the drawings and documents to be submitted.
3.6 Flanges shall be accordance with the following codes, except where otherwise noted:

UPTO 24” (150# - 1500#) ASME B16.5
ABOVE 24” (150# - 1500#) ASME B16.47 SERIES ‘B’
3.7 Fig 8 flanges and spacers & blinds shall be as per ASME B16.48 up to 24” (150-1500#)
3.8 For use of Fig 8 / spacers & blinds, following is applicable:
(a) Class 600# & below Fig 8 up to & including 10”
(b) Spacers & blind above 10”.
3.9 Bore of weld neck flange shall correspond to the inside diameter of pipe for specified
schedule / thickness. Ends shall be bevelled to suit the specified schedule / thickness.
3.10 Butt-welding ends of weld neck (WN) flanges shall conform to ASME B16.25. The bore of
WN Flanges shall match the ID of the attached pipe. (Bore of SW flanges shall be to suit the
pipe OD and its thickness).
3.11 Negative tolerance on wall thickness shall be acceptable in Flanges as per relevant
material specification/standard.

3.12 No copper or copper alloys shall be used in any part that comes into contact with process
fluid.
3.13 Nominal sizes of piping components shall be shown by INCH system whose abbreviation
is (NPS).
3.14 For RTJ flanges, blinds & spacers, the hardness of the groove shall be specified on the
test report.

5.0 REFERENCE CODES AND STANDARDS


5.1 In the event of conflict between this specification and the codes referenced herein, the
most stringent requirements shall apply, unless otherwise specified.
Any exceptions or deviations from this document, along with their merits & justification,
shall be brought to the attention of IOCL controlling department for their review,
consideration and amendment by standards division (if required).

6.0 ENVIRONMENTAL CONDITIONS


6.1 The Environment of India is moderate, and pipe fittings will be subjected to rain, dust,
chemical contaminants and extreme temperature. The maximum metal temperature (MMT)
due to solar Gain: 65 Deg C
 Minimum ambient Temperature : 7 Deg C (for Hot service)
 Maximum Ambient temperature : 41 Deg C (for Cryogenic service)

7.0 PROCESS OF MANUFACTURE AND MATERIAL:


7.1 Flanges furnished to this document shall be made by the forging process.
7.2 All steel shall be full killed and made to fine grain practice for improved toughness.
7.3 Heat treatment: All piping materials shall be heat treated in accordance with applicable
standard requirements. Piping material shall be stress relieved in accordance with Table
331.1.1, ASME B31.3. Flanges shall be heat treated condition of the material required by
material specification.
7.4 Thickness of hub flanges at ends to match with pipe thickness of BW flanges.
7.5 Forged steel flange shall be accordance with ASME B16.5 for up to 24 inch and ASME
B16.47 covers for above 24 inch flanges.

8.0 CHEMICAL PROPERTIES:

8.1 The manufacture shall furnish the material test certificate and chemical analysis report
giving the heat analysis of each heat of steel. This report shall also list the flange
numbers of those made from the heat of steel, for final certification and shipment.

8.2 The product chemical composition shall be as per material Specification.

8.3 The product carbon equivalent (CE) for all grades shall be as per material
Specification.

8.4 HOT DIP GALVANISING (as applicable) - Piping Components shall be coated with Zinc by
Hot Dip Process conforming to IS-2629. Min coating shall be 610 GSM up to 5 mm and above
5 mm HDG will be 910 GSM. For site fabricated items, Hot Dip Galvanising shall be carried
out in accordance with ISO 1461 Standard.

9.0 MECHANICAL PROPERTIES:


Mechanical properties shall be as per latest edition of ASTM A105
9.1 The maximum tensile strength, maximum and minimum yield strength shall be followed as
per latest standards of ASME B16.5.
9.2 Hardness testing shall be carried out as per latest standards.

10.0 DIMENSIONS, WEIGHT, LENGTH:


10.1 Dimensions, weight, lengths, straightness, defects, end finishes and tolerances shall be
as per latest edition of ASTM A105, ASME 16.5 and ASME B16.47.
10.2 All flanges shall be supplied as per standards of ASME B16.5, ASME B16.47 unless
otherwise specified in the data sheet.
10.3 Jointers shall not be supplied.
10.4 Weld Repair: Repair by welding of fittings is not permitted.
10.5 Dents and Cracks: Not permitted.

11.0 INSPECTION:
11.1 Manufacturer shall furnish all applicable test certificate as per latest edition of ASTM
A105, ASME B16.5, and ASME 16.47 and in relation to manufacturing procedure.
11.2 Following will be the scope of third party / purchaser inspection, but not necessary
limited to:
 Verify sampling of test specimens.
 Witness mechanical tests.
 Visual and dimensional checks of finished fittings.
 Check final markings as per latest standards.
 Witness fitment of end caps on face flange by the manufacturer.
 Sign and stamp all reports.
 Fittings shall be certificate IIIC and duly signed by IBR authority or its approved
representative.
 For items under IBR, composition restrictions, test reports, painting, etc. shall be as
per IBR’s stipulations.
 All item under the purview of `IBR’ (Indian Boiler Regulation) shall be accompanied
with IBR certificate original in From IIIA for pipes duly approved by IBR
Authority/Local Authority empowered by Central Board of India.

11.3 Non-destructive inspection of flange shall be carried out as per latest edition.
11.4 Piping components shall be BS EN 10204 3.2 certification.
11.5 All items and their parts shall be subjected to all mandatory as well as supplementary
(wherever specified) tests and checks called for in the respective codes/standards/data
sheets.
11.6 The examining personnel shall have the requisite qualification and experience. Client
and its authorized representative reserve the right to vet and suggest changes in vendor’s
procedures.
11.7 Vendor’s works and facilities shall be accessible to the Client/Representative at all
reasonable times. Test reports for all mandatory as well as supplementary tests wherever
specified shall be furnished.
11.8 Purchaser / client have authority to ask additional testing in case of any non-
conformity/Serious observations / deviations noticed at any stage with respect to
performance delivery. All expenses shall be borne by vendor.
11.9 Client / PMC approved detailed RT procedure shall be followed for repair joints during
Radiography testing.
11.10 Client approved QAP/ ITP/ MQP, procedures / relevant standards and codes shall be
referred and implemented.
11.11 Purchaser has right to put the technical requirement in QAP/ MQP for relevant item
which will be applicable as per international industrial leading practices to get best quality
product.
11.12 UT on flanges shall be performed as per SA388.
11.13 Creep Test shall be performed for Moderate temperature (> Amb.) and higher
Temperature service piping flanges, if applicable. This is not applicable for Process (LTCS)
flanges.

12.0 QUALITY ASSURANCE:


Client approved QAP/ ITP/ MQP, procedures / relevant standards and codes shall be
referred and implemented. The manufacturer shall operate a quality system which ensures
that the requirements of this document are achieved. The quality system shall preferably be
based on ISO 9000 series of standards and the manufacturer shall demonstrate compliance
by providing a copy of the accredited certificate or the manufacturer quality manual.

13.0 DOCUMENTATION:
13.1 The manufacturer shall submit with their quotation a procedure, which shall include:
 Heat treatments details on finished flange.

 Flange face ultrasonic testing techniques with acceptance criteria.


 Details of full body ultrasonic and electromagnetic testing equipment,
techniques and calibration frequency.
 Methods of marking defects.
 Method of measuring flange thickness, dimensions, surface finish including
sensitivity and calibration technique.
 Techniques proposed for measuring sequence
 Excepted ranges of all mechanical test result
13.2 At least one copy of material certification, tally sheets and release documentation
shall be dispatched with flange to facilitate goods receiving inspection.
13.3 All dimensions, units of measurement, physical constant, etc. shall be in SI units,
unless otherwise specified.

14.0 DELETED:

15.0 MARKING:
In additional to the marking specified in the standards and Marking shall be by paint
stencilled only. Manufacturer shall ensure marking of flange for traceability with the reports
and their requirements of standards.
15.1 All items shall be marked (stamped/etched) in accordance with the applicable
code/standard/specification. In addition, the item code, if available, shall also be marked.
15.2 For ease of identification, the colour of painted strip (wherever required) shall be as per
the applicable standard.
15.3 Low Stress Punch shall be used wherever applicable.
15.4 Paint or ink for marking shall not contain any harmful metal or metal salts, which can
cause corrosive attack either ordinarily or in service.
15.5 Special items/smaller items shall have attached corrosion resistant tag providing salient
features

16.0 STORAGE, HANDLING AND SHIPPING:


All handling, and storage shall be done with care to avoid any mechanical damage or
corrosion of the fittings. Loading and shipping as per standards.
16.1 All items shall be dry, clean and free from moisture, dirt and loose foreign materials of
all kinds.

16.2 All items shall be protected from rust, corrosion, and mechanical damage during
transportation, shipment and storage. Surfaces shall be clean and dry before applying rust
preventive. Aliphatic petroleum naphtha, pure gum turpentine substitute (White spirit) shall
be used for this purpose. Paraffin (kerosene) shall not be used.
16.3 Rust preventive on machined surfaces to be welded shall not be harmful to welding and
shall be easily removable with a petroleum solvent.
16.4 Ends shall be suitably protected, and the protectors shall be securely and tightly
attached. Each variety and size of item shall be supplied in separate packaging marked with
the purchase order no., item code (if available), and the salient specification.
16.5 All externally threaded items shall be fitted with plastic thread protectors.
16.6 Piping components with bevelled ends shall be palletized and shrink wrapped or
banded with steel or plastic strapping.
16.7 The inspected items shall be stacked in appropriate method to avoid any material
damage.
