PREFACE
It is hoped that this publication will serve as useful reference for providing
village level statistics.
Thanks are due to the officers and officials of this Directorate who extended
full co-operation for compilation and preparation of this report.
I hope this survey would go long way towards achieving the targeted goal of
decentralized planning a success.

OBJECTIVES
The pilot scheme covered around 500 Panchayats (at least one
complete District) in each State/UT. Thirty-two States participated in the first
phase of the pilot survey during 2008-09/2009-10 except Goa, Delhi and
Chandigarh.
In a large number of States/UTs, staff of the Directorate of Economic
and Statistics (DES) compiled data from the village registers and other

knowledgeable sources, in consultation with village level functionaries.
METHODOLOGY:
The scheme has been executed for collecting data in respect of the
schedule of information for „Annual (Periodic) Data‟ or Schedule A and those
of the schedule of information for „Monthly (Dynamic) Data‟ or Schedule B
related to the reference year.

The schedule A is required to be filled up once in a year. It has 13
blocks from 0 to 12. These blocks include data on Population, Household
including households below poverty line, Morbidity and Disability, Literate
persons, Enrolment and drop outs in school, Land utilization in the village,
Market outlets etc.
The schedule B is required to be filled up on monthly basis. It has 20
blocks and they include data on Live births, Still births, Deaths, Deaths of
Women, Pregnant women, Migration, Outdoor and indoor patients and their
details, Marriages, Street Children, Sex workers, Beggars, Incidence of
violence against women, Small scale enterprises and workers therein etc. This
schedule has not been canvassed in Goa during the study.
GLIMPSES OF GOA:
Goa is one of the smallest state of the Indian Union by size admeasuring 3702
Square kilometres ( 0.11 % of the total area of India) and population
of14,58,545 persons ( 0.12 % of the total population of India) as per 2011
Census. It is located in the West India or Western Ghats and the region is
known as Konkan. It is bounded in the north by Maharashtra and to the south
by Karnataka the two neighbouring States, its western coast is surrounded by
Arabian Sea. It has a rich and unique culture and tradition.
„Goa‟, the name seems to have been derived from „Gomanta‟ which
is referred to in the Bhishmaparva of the great epic Mahabharata and also the
Harivamsa and Skandapurana. It is referred to in old inscriptions variously as
Gomanchala, Gomanta, Gopakapura and Gove. The Madras glossary connects
it with the Sanskrit „Go‟ (a cow) in the sense of „cowherds‟ country.
According to Puranic traditions, Parshurama, the sixth incarnation of God
Vishnu, is said to have reclaimed the land of Gamanta from the Sea and the

Aryans and Brahmins of different stocks were settled by him on the banks of
the rivers Gomati and Aghanashini which are now popularly known as
Mandovi and Zuari respectively.
Goa has been ruled by different empires like Bhojas, Mauryas,
Chalukyas, Rastrakutas, Shilharas, Kadambas, Bahamanis, the Vijaynagars
and Adilshahis for over 1500 years before the advent of Portuguese in 1510
A.D. The cultural impressions left by these rulers became the traditions of this
region which can be witnessed in the folk dances, music and drama (locally
called Natak, Tiatr and Zagor). Traditional drums like Pakhwaj, Ghumot,
Tasso, Dhol, Xemol, Tabla are practiced during celebrations.A native of Goa
is called „Goan‟ in English, „Goenkar‟ in local language of Konkani, „goes‟ or
„goesa‟ in Portuguese and „Goveker‟in Marathi.
After India achieved independence in 1947, Goa along with Daman
and Diu was still under the Portuguese rule, the Government of Indiatherefore
made all possible efforts to persuade Portugal to withdrawpeacefully from
Goa which was turned down by Portuguese Government, that led Government
of India to send army to liberate Goa. This historic event that marked the end
of 450 years rule of Portuguese took place on 19th December 1961.
The Portuguese though ruled for long-time in Goa, they do not deeply
influence the indigenous art and culture of the region. Some new styles and
traditions involved within the elites but not on the entire population.
The population counting or census taking in Goa has been a long
tradition. The references available shows that the population of Goa in 1848
was 3,55,402 inhabitants. The first two official attempts to hold censuses were
made in 1850 and 1878 but no reports are available, except a volume of1881
census containing the details of population of Goa, Daman and Diu as
4,06,563 in 1850 and 4,42,883 in 1878. Since 1881 regular censuses were held
almost at a ten yearly interval up to 1960 under the Portuguese rule and then
under Indian administration. As per 2011 Census the population of Goa

recorded 14,58,545 inhabitants with overall population growth rate during
theended decade was 8.2%.The density was 394 persons per square kilometre.
As per the records available there existed 102 villagesin Goa during
1900 A.D. which number increased to 165 in 1921, 251 in 1950 and 386 in
1981 but then the number of villages started decreasing and number of towns
increased due to urbanization of the State.
Tourism is Goa‟s primary industry; it handles around 12 % of the foreign
tourists arrivals in India. In winter tourists from abroad visit Goa to enjoy the
climate while during summer tourists from across India come on holidays.
The land away from the coast is rich in minerals and ores and mining forms
the second largest industry. Mining in Goa focuses on ores of Iron, Bauxite,
Manganese, Clays, Limestone and Silica. However, Agriculture also offers
employment to a sizeable portion of inhabitants with cultivation of Paddy,
Areca nut, Cashew nut and Coconut. Fishing industry is also flourishing and
is practiced by traditional way as also by large scale mechanized trawling.
Other industries include the manufacturing of Pharmaceuticals, Chemicals,
Pesticides, Fertilizers, Tyres, Tubes, Footwear, Steel rolling, fish and fruit
canning, Cashew nuts, Breweries products etc.
The State of Goa has been divided into two Districts viz. North Goa and
South Goa for revenue administration purpose. Both the Districts are further
sub-divided into 12 sub-Districts or Talukas, six of them placing in each
District. Study during first phase of this survey reveals that there were in all
376 villages in Goa during 2010-11, of them 234 lie in North District while
remaining 142 were distributed in South District.The second phase in 2011-
12observed that the number of villages in North Goa was increased by one
number taking the strength to 235 owing to the public demand of a portion of
municipal area in Sanquelim Municipal Councilof Bicholimtaluka to allot
them rural status.

The taluks‟ in North Goa are Pernem, Bares, Tiswadi, Bicholim, Sattari
andPonda while in South District they are Salcete, Mormugoa,Quepem,
Sanguem, Dharbandora and Canacona.
The staple food of a Goan is fish-curry and rice; however vegetables
and meat are also consumed.
The weather is moderate ranging between 20 to 34 degrees
centigrade from winter to summer with high precipitation averaging to 3000
mm from mid-June to September.
Goa is very popular all over the world known for its beaches,
temples, churches, music, spices, greeneries of vegetation etc. and this is well
witnessed in the rural parts of the State.
The population recorded in both the Districts as per 2011 Population
Census was 8.18 lakhs and 6.41 lakhs respectively of which rural population
was 3.25 lakh or 40 % in North Goa District while in South District it was
2.27 lakh or 35 % of the district. Panchayati Raj system is prevalent in rural
Goa; there were in all 189 Village/Gram Panchayats comprised of 376
villages as enumerated during 2010-11 and 190 Village Panchayatscomprised
of 377 villages as per study in 2011-12. District wise distribution of Village
Panchayats were 120 Village Panchayats with 234 villages and 69 Village
Panchayats with 142 villages in North and South District respectively during
2010-11 while the number in North Goa District during 2011-12 pertaining to
Village Panchayats was 121 and villages was 235 due to allotment of rural
status to a portion of municipal area. Thus the villages were 376 and 377
during 2010-11 and 2011-12 respectively.

The number of villages in North Goa has increased from 234 to 235during
2011-12 due to the demand of the residents of Harvalemward in Sanquelim
Municipal council of BicholimTaluka to restore themselves with rural status.
The villages located in both the Districts of the State were 62 % and 38 %
respectively in North and South District.

Soon after the liberation of Goa, the industrialization of the region took
momentum due to the favourable administrative policy adopted by
theGovernment. Factories and establishment businesses recorded in the rural
areas of the state were 1278 and 183 respectively during 2010-11 which
number increased to 1301 and 203 during following year. The number of
orchards planted during 2011-12 increased by 8 % over the previous year
while Government declared forest did not alter during the reporting period.
It may be seen in the above table the percentage of villages (rural) in Goa that
had majority ofpucca houses were 54 % and 57 % respectively during 2010-11
and 2011-12. The percentage of villages with houses having individual sanitary
latrine,which is hygienically very essential, was found to be 68 % and 70 %
respectivelyduring both the years of study. The detailed distribution of these
assets/facilities may be referred in statement section.

As may be seen in the above table thatjust over 50 % of the villages in Goa had
Panchayat Headquarters within their boundary.Seventeen villagesin the State
were away from the Taluka Headquarters by less than three kilometres. 85 %
of the villages had a bus stop within thejurisdiction of their village, over 93 %
of the villages were paved with metalled road while justbelow three percent of
the villageswere deprived of all weathered road.
Above three tables give the account in brief the basic amenities available
to the rural residents at the doorstep of their house. The development of any
area depends upon the facilities available to its residents.

The 48 % villages of the State had a Government Health care centre and 26 to
28 percent villages were equipped with Medicine shops to take care of the
health of the inhabitantsrespectively during the years in discussion. The
percentages of Villages set up with Post Offices were stable on 43 % while the
percentages of Banks were 36 % and 42 % respectively during both the years.
The number of villages having Fair Price shops was 196during 2010-11 have
improved by 7 % in the following year as compared to 2010-11. There were 42
weekly markets (38 % in the North and 62 % in the South District). 48
Fertilizer shops in the State (44 % in North and 56 % in the South District)
increased to 56 in 2011-12 due to new fertilizer shops opened in the rural
parts(1in North District and 7 in South District) as per information collected
during the survey period.

The total Operational holdings in the State were 77271out of which 59900 or
77.5 % were marginal holdings who operated area below one hectare, the
balance 22.5 % was shared by Small (18.8 %), Medium(2.9 %)and Large(0.8
%) Operational Holdings. The percentage of total holdings in North Goa and
South Goa were 58.6 % and 41.4 % respectively.

The number of livestock and poultryreared in the State during the survey
recorded an increase in their production in the following year. Cattle, Buffalo
and Goats are reared for milk purpose while pigs and hens for consumption of
flesh by the inhabitants.

The percentages of self employed in the villages of the State was 22 % during
2010-11 under Agricultural activities and 19 % under Non-Agricultural
activities, the year 2011-12 witnessed a marginal variation in South Goa
District where the self employed under Agriculture activity decreased and the
non-agriculturalactivity increased.Wage paid employees, Rural Labours and
unemployed had a mixed behaviour.The percentage of persons not coming
under the purview of labour force such as children, old aged, sick and disabled
persons was 3%as observed during the survey period.
