ABSTRACT

The goal of this case study is to investigate out-of-school youth situations and educational
methods provided by related organizations. According to the findings of this study, the
problems of out-of-school youth include a low quality of life, a lack of life skills and social
skills, and behavioral issues. Poverty, low academic achievement, and behavioral issues
that result in school dismissal are the root causes. A suitable education and vocational skills
training system must be provided for them by related organizations. According to a study
released by the US Agency for International Development in November 2021, the number
of out-of-school youth in the Philippines increased at the start of the pandemic from 16.9
percent in January 2020 to 25.2 percent three months later in April 2020. The Department
of Education now has a program for out-of-school youth called the Alternative Learning
System (ALS), which allows all non-schoolers to pursue schooling. Even those who are
already married can participate in this program if they want a certificate that will help them
find a better job. Those who drop out of elementary and secondary school may also be able
to attend the Tertiary level if they pass the examination.
