ABSTRACT

The main object of this research is to recommend a new system for

Computer Studies Department that can give advantage and efficiency in

tracking information when implement. Advantage of the newly

implemented program. Instructor takes longer time in Monitoring the

Attendance of the students. We take a deep study of the newly

implemented program and deliberate its features thoroughly.

We come to up a solution that will aid the problem of the instructor

in checking their attendance. We create a system that will monitor the

attendance and payroll of every staff in company.

As we observed employee’s staff and personnel consumed long

span of time in monitoring payroll and the attendance of the clerks. We

took a deep study, and came up to an idea, to create a program, and

deliberate its features thoroughly.

This system can help ease and lessen time, in checking attendance,

searching for files, looking for archives, tracking documents and so forth.

Chapter 1

INTRODUCTION

Today, many industries are experiencing technological


advancement and changes in the mode in which they carry out their
business processes. With the rise of globalization, it is becoming essential
to find an easier and more effective system to help an organization or
company improve their employee’s productivity. In spite of this matter,
there are still business establishments that use the old-fashioned way or
the manual process of recording employee’s attendance. Staff attendance
management system is an easy way to keep track of attendance of staffs
within an organization. It covers the requirements of the personnel
department in terms of day to day monitoring of staffs, calculation of
overtime and transfer of relevant information to the payroll system and
manpower analysis. Hence, staff attendance is an important issue every
kind of organization must take into consideration in order to be
productive. Also, a report from the Department Of Labor stated that staff
productivity is greatly affected by the attendance of staffs. According to as
stated in Human Resource Magazine (2011) that, company staffs succeed
in stealing the company’s productivity without the management even
noticing through absenteeism and buddy punching. The use of the
traditional methods for staff attendance and payroll monitoring, for
example staffs signing on attendance sheet on entering the organization
also contribute to the poor performance of the company’s productivity,
though the impact of staff absentee and staff running late vary differently

amongst different market sectors. It was further stated that “employee


absence and buddy punching directly cost the UK economy nearly 17
billion pounds which equates to 27 million working days. This
demonstrates the negative effect of buddy punching and staff
absenteeism on a company’s productivity which can be solved by the
introduction of a biometric technology system.
Attendance and Payroll Management System Project in PHP/mysql with
the database. This system is meant to supply the power to line up all the
tasks of employee payment. At first, the user has got to undergo login
system to urge access, then the user can add, list, update and take away
the employee’s record. This system deals with the financial aspects of
employee’s Salary, Deductions, allowances, Net pay. The user can view
the account of each and every employee’s and update their payments,
and the user can also manage deductions, modify overtime and salary
rate. Each and every detail about employee’s payment is displayed which
includes: Name with deduction, overtime, bonus and net pay. This system
makes easier to the user for managing payroll system as it is not time-
consuming. This project is not difficult to operate and understood by the
users.
PROJECT CONTEXT
 Orange & Bronze Software Labs Inc.(O&B) is a privately owned
computer software development company based on the Philippine.
The company delivers software consulting, product engineering,
and IT training service with a focus on Java technology. Their
mantra is to successfully create software and provide technology
solution that work

 O&B use attendance sheet in checking the attendance of their


employee which adds up to their workload. Manual attendance
system can possibly cause in accuracy in the working hours of an
employee which can lead to insufficient/excess salary and possible
data loss
 This research is to create a attendance and payroll system to have
a efficient and accurate time in and time out of how they have
been used in the past till the present time, especially on the issue
of staff attendance system in various organizations. Also, the study
highlights various factors that are to be considered when
implementing a online attendance and payroll system for a
particular purpose.

PURPOSE AND DESCRIPTION

 Manage everything having to do with the process o paying


employees and filing employment taxes. They are out in
place to keep track of worked hours, calculating wages,
withholding taxes and other deductions, print and delivering
checks and paying govermnet employee taxes.

OBJECTIVES:
• This project aims to simplify the task of maintaining records of the
Employees of Company.
• To develop well-designed database to store employee information.
• Provides full functional reports to management of Company.
• The objective of this project is to provide a comprehensive approach
towards the management of employee information and employee salary

SCOPE AND LIMITATION


The proposed Attendance and Payroll Management System produce
the employee’s ID Number, then copy ID Number to Time in, them it will
automatically also get attendance at the time you already time in.The
proposed Attendance and Payroll System will cover many aspects of time
keeping and payroll process. This includes the capture of information
based on the employee’s work schedule, daily time worked and daily time
rendered. The payroll process and compasses all activities necessary to
report employees’ time worked. The system will convert the current
company’s time keeping and online payroll system using PHP/MySQL.
The system will have a file management where it covers the records of
employee and system transaction log. The system also covers the Payroll
Processing and Reporting which includes the pay calculation of salary slip
and time off tracking. The employee will use a given employee’s ID to
time-in and time-out for recording of timekeeping.

The system will have a report consist of summary of time sheet, summary
of Payroll Computation, Summary of Tax Refund and Withholding Tax,
SSS, and Pag-IBIG Contributions.
Limitations:
The employee’s salary will not be sent through Automated teller machine
(ATMs) or cheques, for the reason that the company insisted that salaries
must be on a cash basis. No other currencies are computed in the system
but Philippine Peso only. The proposed system cannot be accessed online
and it focuses only on the employees’ Time Keeping and Payroll System of
the Blanco Family Academy. The Deduction of necessary required

remittance form given by the SSS, PAG-IBIG, PHILHEALTH will be


remitted manually. This proposed system is only applicable and can only
be used by the management of any company. Then base in your position
the worked of hours being calculated base per hour or schedule of your
work Base on your position in the company the system gives all the
information base on record weekly or monthly.

The proposed system covers many aspects of attendance and payroll


process. This includes the capture of information based on the
employee`s work schedule, daily time worked and daily time rendered.
The payroll process encompasses all activities necessary to report
employees time worked. The system will convert the current company`s
payroll into visual basic program.

The proposed system provides fast and general report weekly and
monthly in terms of their information and the transaction of their
employers in the admin. The attendance and payroll system includes
storing of information based on the employees work schedule daily time
worked and daily rendered. The attendance and payroll process
encompasses all activities necessary to report employees’ time work. This
system provides user friendly interface in each every usability features of
the system. The system helps tracking records of the employers .The last

The said system is a web based platform designed and developed in PHP
and MySQL.

According to the researchers Aguilera Bronzas and Marqueses (2010) a


great payroll is really one of the most important issues to pay attention in
almost every company. It is impossible to handle payroll responsibilities
with a pen, ledger sheet and calculator, but nowadays it is more
convenient for most companies to use computerized payroll software .

 Computerized Payroll System of Department of Health


(DOH)

The Computerized Payroll System of Department of Health is a window


based program especially designed to facilitate and simplify the monthly
preparation of general payroll and related reports such as Standard
computerized payroll system for use in all DOH offices. It allows faster and

more accurate computation of monthly gross income, deductions and net


salary, less-resource-consuming generation of General Payroll and other
payroll related reports and security and integrity of payroll data and
information. The features of computerized payroll system of DOH are
graphical user interface interactive and menu-driven program, systematic
maintenance and retrieval of employee records .

 Attendance Monitoring using Biometric with Payroll System

According to the University of California (May 15, 2016) in modern world


there are many systems that are implemented to some industries in order
to improve the manual transaction of the university. As new generation
comes, a new technology has developed to provide the users fast and
reliable transactions. This study tells the use of computer that will lessen
the time and effort for updating and other ways of processing in accurate
ways. Our propose system is for the Faculty Members of Cavite State
University Silang Campus which we got curiosity on how the Faculty
Members make a process that is why we make a system that we hope it
might help a lot for the Faculty members. We are going to develop this
system to improve our skills and make it useful for others especially with
our target client. Biometrics has long being touted as a powerful tool for
solving identification and authentication issues for immigration and
customs, physical security and computer security .

According to Kenan Kalagho writer of Business Weeks in Dar Es Salaam,


Tanzania the Payroll System saves Tanzania’s Government $927 Million.
The government is currently saving some $927 million (Tsh1.5 billion)
after introducing a new payroll system. Speaking in Dar es Salaam last

week, the Assistant Director in the President’s Office, Public Service


Management Peter Mushi said: “We have been able to solve to a larger
extent the issue of ghost workers where the government was losing a lot
of monies in salary,” Mushi said. He said the new system allows managers
to monitor any changes that have been made on an individual’s
information. Most countries in the region are battling with the issue of
ghost workers which has been costing governments dearly. Mushi said the
money saved is being used for other government development projects.
The system has helped the government to eliminate and save cash in
terms of salaries to some 34, 645 public servants from government payroll
who were either already retirees’ or were already demised but had their
monthly salaries updates in the former system .

 Nyanmaru Computerized Payroll System

According to the researcher of Nyanmaru Computerized Payroll System


(2013), nowadays all establishment are becoming modernized, they use
modern technologies to make their transaction fast, easy and accurate in
order to avoid waste of time and for the sake of safety and security. It
also helps human to solve and understand complex problem and analysis
such us the computational need of humans. Especially to business
establishment or corporation processing enormous data complex
transaction.

According to Aishwarya Gupta (2013), AMITY University UTTAR Pradesh


that develop a system entitled with employee Payroll System is an
application that enables users to create Republic of the Philippines and
store employee’s records. This application is helpful to the organization as

it maintain data of employee’s related to that organization. Java is used to


create this application as it is a platform independent language and can be
used on a standalone machine as well as on a distributed network.
Furthermore applications developed in java can be extended to the
Internet based application. Thus java was chosen to do the front end task
to design this application. That insisted the benefits of the application
easy calculations (www.scribd.com).

 Federal Personnel Payroll System

According to the Department of the Interior’s Interior Business Center the


Federal Personnel Payroll System (FPPS) is a modern, mainframe-based,
portable, integrated, on-line, and real-time personnel and payroll system.
The system provides personnel and payroll support to numerous agencies.
The system is customer-driven, creating and generating the full life cycle
of personnel transactions, enabling agencies to maintain records
electronically. FPPS handles all current regulations including specialized
pay, garnishments, special appointment programs, and more. FPPS was
developed by the Interior Business Center (IBC) using state-of-the-art
database technology, fourth-generation language, structured development
methodology, and computer-aided software engineering tools for robust
performance and ease of maintenance. FPPS is a highly sophisticated and
comprehensive database management system providing an extensive
array of human resources (HR) and payroll automation support within its
core, including requirements prescribed by client agencies, the IBC’s
centralized Payroll Operations Division (POD), and the Office of Personnel
Management (OPM). The FPPS application supports Requesting Office,
Time and Attendance (T&A input), Servicing Personnel Office, Security,

Federal employees and Emergency Workers (Casuals).

 Cagayan de Oro City Hall Computerized Payroll System

According to sunstar.com the City Accounting Department of Cagayan De


Oro City has introduced an upgraded computerized payroll system for
permanent employees in a bid to improve its services and maximize
resources. “This project, which was conceived two years ago, basically
aims to improve our services particularly in the processing of payrolls for
permanent employees”, City Accountant Wilma Polley-Rugay told payroll
in-charge of the different departments and offices at City Hall during a
briefing and orientation on the concept of the one-month payroll system
held Friday last week at the City Council session hall in Cagayan de Oro
City. With the added features of the new computerized payroll system,
Rugay said the preparation, processing and payment of payroll system to
permanent employees would be hastened and fasttracked.

TECHNICAL BACKGROUND

all the information and also it gives design for the system. It has

attendance on the client-side and payroll on the admin side. This system

is written in pure PHP with no framework so it understandable to

beginners. This Payroll Management System in PHP manages and

calculate the employee’s payroll of certain company. This Payroll System

Using PHP/MYsql free download can compute the employee’s payroll

monthly and semi-montly and also easy to check the attendance of all

worker’s or employee of the company. Admin has full control of the

system, all the functions are to be performed from Admin panel. From

here, he/she can view attendance add, edit, remove and list employees,

manage, overtime, cash advance, schedule, deductions, position and

payroll list. The other feature is the system automatically generates the

attendance Statistics in the form of bar graph representing Number of On

time an late of each month and year. While adding employees, he/she has

to provide the First Name, last name, address, birthdate, contact info,

gender, position, schedule and upload photo. The user can also update

his/her profile, change password and profile pictures any time.While

managing Overtime of employees the user has to provide Employee’s id

with date, number of hours, numbers of minutes of rate, minutes.

Like while managing the record of Advance cash given to the employees

the admin should provide Employed id with Amount. The other important

functions include Deduction, Position, Payroll. While adding deduction

he/she should provide description and amount to be deductive. The

system automatically generates Payroll with each employee ‘net pay

including all their Gross, Deduction and Cash advance. A clean and

responsive dashboard is provide in the admin panel for the easy

management of the system .All the important features are set for this

project. Attendance and payroll system in PHP helps in easy management

of the Company for employee’s attendance and payroll.

For the employee, payroll is one of the most important departments in an


organisation. This makes it an important consideration for Human
Resources (HR) as well. Payroll must put in place a system that ensures
the timely and accurate payment of all employees. Making changes to the
payroll system requires keen attention to detail, as one glitch could result
in a cascade of issues. The following will show how to avoid system
glitches when making changes to your payroll system.
Instructions
1. Determine a test site for a pilot. The new system can be tested on a
small group of people from different areas in the organisation. As long as
the sample represents at least 10 percent of the organisation, your test
should be effective.

2. Back up records. Manual backup records should be maintained for at


least three months after total system conversion.

3. Hire or assign a part-time payroll clerk to make manual changes.


Depending on the size of the organisation, you may require more than
one clerk. Once the system is fully implemented, the part-time payroll
clerk can be terminated or assigned elsewhere.

4. Eliminate manual record keeping. Once the pilot is completed, the


payroll supervisor can eliminate the need for manual record keeping.

5. Develop a procedures manual. The payroll supervisor will need to


develop procedures for the new system. These should be kept in a central

location. Training sessions should also be provided on a rolling basis,


based on the procedures manual.

6. Develop a timeline for complete conversion. Once you have an idea for
how well the initial pilot is going, the payroll supervisor can develop and

DESCRIPTION OF PROTOTYPE

A prototype is an early sample, model or release of a product built to test

a concept or process or to be replicated or learned from. It is a term used

in variety of contexts, including semantics, design, electronics and

software programming.

SECURITY AND BACK-UP PLAN

 Manage access to the payroll system -restrict to necessary staff

only. Use timeout features to log employees out of the system after

a period of inactivity

 Segregate duties within the payroll team- if possible, have at least

two people manage the payroll process. This can help avoid conflict

of interest and minimize fraud risk

 Use peer review and/or approve process-it helps to validate data

input and changes. Only make actual payment with appropriate

authorization.

 Run and Review payroll control reports, eg for system access, new

hires, leavers new bank account, etc. This can help identify

potential issues and reveal any discrepancies early, such as mistake

in inputting hours, rates of pay or other data, and of fraud.

 Implement a data retention policy-and agree procedures on

encryption, transfer, etc.

 Use and regularly update security measure such as firewalls,

antivirus and patches.

If a single person runs payroll in your business, have a back-up

plan in case that person becomes unavailable.

Keep back-up copies of the payroll system data,ideally stored

off-site with appropriate security, eg in a fireproof safe. You may

find it practical for security and continuity purpose to run payroll

software on a dedicated computer to avoid any disruption caused

USER GUIDE

1.Open the Attendance and Payroll Management System

2.Go to Employee list, click New then fill up information

3 Upload the image then, Click save

4.Copy the Employee’s Id Number, then paste it on the Time in


Homepage

5.Click Sign In

6.The system will automatically record what time and date you entered in
database.

7.If you click the attendance all the information you fill up on the
employee’s list will automatically appears on the attendance which are
Date, Employee Id Name, Time in, Time Out and Tools.

8. If you enter the position data it will appear the rate difference base on
your position in the company .

9.When you click the payroll system you will see the deduction, cash
advance, netpay and the total of your salary in 15 days.

10.Base on the system schedule it will automatic show all the day ,time in
time out, overtime and late it will deduct automatically all the cash
advance and the days of work you’ve enter on your company,

CONCLUSION AND RECOMMENDATION

This chapter includes of findings that the researcher have analyzed,

documented and recommendation that will help in calculating the

employee’s time and work and Payroll System in order to keep the record

of their in and out time during the working hours, while also being flexible

and supporting Time Tracking

 Summary

The research focus on the employee's time of in and time out at work by

using Attendance and Payroll Management System (APMS) terminals use

an employees’ to record the time in and time out at work and also

records access to certain activity. It is highly accurate and cannot be

manipulated when compared to attendance registers that are signed using

pen on paper. This Attendance and Payroll Management System (APMS)

technology when complemented with Payroll Software, provides an

accurate and error free calculation eliminating any uncalled for issues.

Payroll Software facilitates the automated calculation of employee

remuneration plans including the computation of taxation, variable pay

and deductions. This ensures timely preparation and payment of

employee salaries eliminating errors and saving time that could result

from manual calculations. Payroll Software (PS) can be automatically

linked to Timesheet Systems that track in and out times. This type of

system only requires the employer to enter the pay information, necessary

pay deductions and the work hours. The Payroll System (PS) automatically

does all the necessary calculations. Using the right Payroll Software

eliminates the unnecessary errors and cost of allocating a resource to

calculate salaries.

 Conclusion

Attendance and Payroll Management System (APMS) software developed

for a company has been designed to achieve maximum efficiency and

reduce the time taken to handle the Payroll activity. It isdesigned to

replace an existing manual record system thereby reducing time taken

forcalculations and for storing data. The system uses Asp .Net as front

end and MicrosoftSQL as a backend for the database.The system is strong

enough to withstand regressive daily operations underconditions where

the database is maintained and cleared over a certain time of span. The

implementation of the system in the organization will considerably reduce

data entry,time and also provide readily calculated reports.
