Statutory Nuisance E3ME-779-PR1

1.0 Purpose and Scope

1.1 To establish the minimum requirements for the management and supervision of operations and activities
and to provide guidelines to aid the development and production of project specific procedures in
regards to statutory nuisance for inclusion in the Project Environmental Management Plan. The project
specific procedures are for use in the production of method statements.

1.2 This procedure applies to all AECOM personnel and, where applicable, operational activity unless the
Safety, Health, and Environmental Director permits any variations.

4.0 Procedure

4.1 The responsibilities for carrying out this procedure are listed below.
4.1.1 Project/Site Manager/Resident Engineer

· Reviews and reports on the management and control of statutory nuisance on site.
· Ensures that the Project Environmental Management Plan includes prevention and
control of statutory nuisance.
· Ensures all contractors are made aware of and abide by statutory nuisance
guidelines.
· Liaise with the Safety, Health, and Environmental Director for all statutory nuisance
issues.
4.1.2 Safety, Health and Environmental Director

· Assists Project Manager, Site Managers and Resident Engineers in the development
of the Project Environmental Management Plan regarding statutory nuisance.
· Ensure all employees are aware of and abide by the statutory nuisance guidelines.

4.2 Operational Control Guidelines
4.2.1 The operational procedures for air pollution, contaminated land, noise & vibration and water
pollution should be followed to ensure that a statutory nuisance does not occur involving air,
land, noise, and water pollution.
4.2.2 If the site is located adjacent to residential areas then any lighting that is required is to be
located to minimize disruption.
4.2.3 All operations are to be planned and completed to ensure that no statutory nuisance arises.
4.2.4 All complaints from local residents are to be collated and where appropriate actions taken to
prevent problems occurring in the future. These will be reported to the client as required.
4.2.5 In the event of an incident involving statutory nuisance the Emergency Control Guidelines
below must be followed.

4.3 Emergency Control Guidelines


4.3.1 Should any incident surrounding statutory nuisance occur the appropriate operational
procedure must be followed.
4.3.2 All complaints from local residents regarding statutory nuisance must be investigated and
steps taken to eliminate the problem.
4.3.3 All complaints shall be recorded and the Safety, Health, and Environmental Director shall
be notified.
4.3.4 Where problems occur regarding site lighting then the lighting shall be relocated to reduce
the impact upon the surrounding residents.
4.3.5 In the event that a serious environmental incident occurs a report must be sent to the
Safety, Health, and Environmental Director using SH&E Incident Report Form (S3ME-716-
FM1).
