LEA4- Law Enforcement Operations and Planning with Crime Mapping

COURSE DESCRIPTION : The course deals with the study of principles underlying the organization
and administration of the various law enforcement agencies with particular focus on the Constitutional
mandate and current laws governing the various law enforcement agencies such as the PNP, BFP, BJMP, and
other allied law enforcement bodies. It includes the organizational structure and administration of these
bureaus, both nationals and locals levels. Emphasis is given on direction, supervision, coordination and control
of all law enforcement. It includes the basic management functions in so far as these are applied to the law
enforcement organizations
CREDIT UNITS : 3 units
CONTACT HOURS : 3 hrs/week (Lecture)
COURSE PRE-REQUISITE None
COURSE LEARNING OUTCOMES: At the end of the course, the students are expected to;
1. Explain and execute the principles and elements of planning; types of plans; classification of plans
and law enforcement plans, steps in police planning and operations.
2. Internalize and adopt the constitutional and statutory rights of persons affected by law
enforcement operations.
3. Demonstrate and explain the police operations, BFP operations, PCG operations, and other law
enforcement units.
4. Describe, analyze, and apply crime mapping, place, and environmental design, types of crime
mapping and crime analysis, crime incidents situation and the geographic information of crimes.

Introduction to a Law Enforcement Operations

a. Legal bases of Law Enforcement Operations
b. Principles underlying Law Enforcement Operations
c. The PNP, BFP, PCG, BJMP, NBI, PDEA Operations
Learning Outcomes
At the end of the topic, the learner was able to:
1. Explain and apply the legal bases and principles of law enforcement operations
2. Identify and explain the different law enforcement agencies operations

Introduction
Law enforcement agencies is the first pillar of the country’s Criminal Justice System (CJS). This
comprise of various agencies under the umbrella of Department of Interior and Local Government (DILG) and
Department of Justice. These law enforcement agencies are statutory created (as previously discussed). And
each of the agency’s operations are basically constitutionally and statutory based.

Instruction: Remember the laws as we discussed creating the different law enforcement agencies (as
stated in the table). Identify each agency operations, then write the basis of the operation, its strength and
weaknesses on the column provided. You may add more space.
