1.0 INTRODUCTION
Work Environment Measurement (WEM) determines the extent of exposure to harmful levels of
physical and chemical agents as well as hazardous materials present in the workplace and it also
evaluate both actual and potential exposures to environment hazards encountered by the workers.

2.0 PURPOSE

a. To document and describe the process of performing or conducting Work Environment


Measurement (WEM) in assessing potential health risk resulting from the company’s activities,
processes, and operation. 
b. To determine appropriate controls to mitigate adverse health impacts or effects as deemed
necessary.  
c. To maintain and control the working environment in comfortable and healthy conditions for the
purpose of maintaining and promoting the health of employees.

3.0 SCOPE

a. This procedure is applicable to all business units, and departments of 2GO Group Nationwide.
b. This procedure applies to company’s activities, processes and operation associated with
potential health risk.

4.0 TERM DEFINITION AND ABBREVIATIONS


a. Work Environment Measurement (WEM) – refers to the sampling and analysis carried out in
respect of the atmospheric working environment and other fundamental elements of working
environment for the purpose of determining actual conditions (Rule 1077.2, OSHS).
b. Internal WEM – assessment or measurement carried-out by 2GO employee(s).
c. External WEM – assessment or measurement carried-out by DOLE Bureau’s /Center or other
institutions accredited by the Bureau. 
d. Threshold Limit Value (TLV) – is a level to which it is believed a worker can be exposed day
after day for a working lifetime without adverse health effects.

5.0 ROLES AND RESPONSIBILITIES

a. Safety Officers – responsible in identifying activities, processes or operations (working


environment) which have potential health risk or hazards.
b. Facilities Manager/ Supervisor/ Engineer – responsible for maintaining the required minimum
requirements.
c. Pollution Control Officers – responsible to coordinate schedule of external WEM testing with the
accredited WEM provider and keeping the records of tests conducted.
d. Department or BU Manager/ Supervisor – responsible to maintain or improve healthy working
condition under his/ her area of responsibility

6.0 PROCEDURE / GUIDELINES

a. Safety Officer shall identify activities, processes, or operations (working environment)


which have potential health risk or hazards.  He/ She shall recommend test parameters
to be subject to internal WEM for each identified area.  
b. Conduct of Internal WEM for basic test parameters:

c. Internal WEM applies to all workplace of 2GO.

d. Conduct of External WEM:

e. The criteria in the selection of area(s) to be subjected to external WEM will be based
on risk identified by Site-Safety Officer.
f. WEM shall be prioritize on the following:
 Operations with high risk 
 Warehouse
 Customer/Client Needs
g. Work Environment Measurement Responsible Dept/Persons shall be responsible for
the calibration of test equipment by accredited 3rd Party Service Provider annually.
h. Result Recording and Analysis
i. Result of measurement shall be recorded by responsible persons.
j. Result of measurement shall be analyzed by Safety Officer and Facilities Engineer/
Technician in comparison with the standard Threshold Limit Value (TLV). 
k. If the result is beyond TLV, control measure(s) shall be instituted to prevent or
minimize exposure to environmental hazards that could lead to serious occupational
illnesses and diseases and even death.

Eliminating the hazard and the risk it creates is the most effective control measure.
n. Substitution
Substitute the hazard with something safer.
o. Engineering Control
 Adequate Planning and Design
 Substitution of Materials Used
 Modification of the Process
 Isolation or Shielding
 Ventilation

p. Administrative Control
 These are the control measures that can be readily implemented by the
management.  Examples are reduction of work periods, adjusting work
schedules, employee information and training, job rotation, education of
supervisors.

q. Personal Protective Equipment (PPE)


 The use of personal protective equipment is a control directed to the receiver.  This
control is considered as the last resort and is temporarily used while pertinent
engineering control is ongoing or not yet implemented.
