PLAGIARISM DECLARATION

1. I know that plagiarism means taking and using the ideas, writings, works
or inventions of another as if they were one’s own. I know that plagiarism
not only includes verbatim copying, but also the extensive use of another
person’s ideas without proper acknowledgement (which includes the
proper use of quotation marks). I know that plagiarism covers this sort of
use of material found in textual sources and from the Internet.

QUESTION 1: INVESTIGATIVE REPORT

Investigative report into the feasibility of repairing the community hall.

1. Terms of Reference

Dr Dunge requested the Chairperson of the Sports, Arts and Recreation Portfolio to

conduct an investigation into the feasibility of repairing damages and renovating the

community hall in the shortest time and least expense. The report is to be submitted by

12 August 2021 to the Councilor.

2. Procedures (4-5 procedures)

2.1 A team was selected to do the field research on the requirements of repairing

damages and renovating the community hall. A team of 6 experts in different fields

was brought together including an engineer and the architectures.

2.2 An assessment was conducted to find out the damages that are currently at the

community hall and how the time that will be required to fix and renovate the hall

2.3 The team conducted an investigation on the prices and availability of the labour

that will be required to fix and do the renovations of the community hall.

2.4 A questionnaire was sent to the community members to find some volunteers who

would like to help in the renovation of the community hall.

2.5 The finance department was approached to find out if there can be some funds

available for the renovations.

3. Findings

Based on the procedures laid out above, the following was found:

3.1 From the assessment that was done by the engineers on the community hall, it

was found that there were so many things that have to fixed and other to be

changed completely. It was found that the water pipes were leaking and three of

the toilets are blocked and not working completely. All the lights need replacement
as they are not working at all. The roof was damaged and is leaking that most of

it need to be fixed. Some of the electric wiring was destroyed by the torrid storms

and needs fixing. Also, some of the tiles needs replacement and the whole

building requires painting.

3.2 The team collected some quotations from different suppliers on the material

required. The total budget required to fix and replace all the damages is R300 000

excluding labour. It was found that to complete the work, the human resources

required include an electrician, plumbers, tilers, painters and roofers. It was also

found that it can approximately take 20 working days to complete the project with

the right human resources.

3.3 From the questionnaire that was send to the community members, it was found

that only few individuals who are willing to help with the renovations have the

necessary skills required for the work.

3.4 From the meeting that was held with the finance department, it was found that the

funds only available for the project is R250 000

4. Conclusions

From the findings above, the following conclusions were drawn:

4.1 There is much work that need to be done at the community hall and requires

enough time and proper human resources with the required skills.

4.2 Most of the available human resources do not have the required skills to complete

the job and there is need to hire the qualified individuals. Hiring the human

resources is not budgeted for and that will be a constraint to the project.

4.3 The available budget is not enough to cover all the expected expenses that will

make it difficulty to complete the project within the stipulated timeframe and

required quality.

5. Recommendations

It is recommended that

5.1 To adjust to the available budgets, renovations must start with major issues as
the lights and fixing the leaking pipes and toilets. Painting can be done at a later

stage when funds available.

5.2 Some of the government employees can be allocated to this project who have

the required resources to avoid the human resources expenses.
