Questions for Land Surveying Proposal:

Question #1:

What is the acreage to be surveyed for both sites?

Answer:

That is the purpose of the assignment. The NHLC seeks to obtain accurate and certified information
as specified relative to the referenced subject real properties. See answer to Questions 4 and 16.

Question #2:

On Page 3, Part I, Section 4: Store #73 on the Southbound side of I-95 appears to be entirely on Tax
Map 171, Lot 1 (±26 acres). Please confirm Map 171, Lot 1 is the intended limits of survey for Store
#73. Please see attached for Tax Map (last page).

Answer:

We do not know. A title search will have to be performed to determine what the state owns. See
answer to Questions 4 and 16.

Question #3:

On Page 3, Part I, Section 4: Store #76 NB I-95 appears to be located primarily on Tax Map 172, Lot
9 (±36 acres). However, it appears that some of the parking and access may be located on other
properties including Tax Map 199, Lot 2 (±23 acres); Map 199, Lot 1 (±3 acres). Please see attached
for Tax Map. Please clarify the limits of survey for Store #76.

Answer:

The limits of the surveys will have to be determined by a title search and / or a review of documents
provided by the state. This is one of the purposes of the assignment.

Question #4:

On Page 3, Part I, Section 4: What is the intended use of the survey plans? In particular, will we be
required to provide ground surveyed topography for the entire site or would flown topography be
acceptable for the undeveloped areas? The intended use will inform this decision.

Answer:

The initial project would not require ground surveyed topography. The state is trying to determine
what it owns, what is developable, and based on all current local, state, and federal regulations, what
the building envelope would be.

Question #5:

On Page 3, Part I, Section 4: Do the plans prepared need to be suitable for recording at the
Rockingham County Registry?
Answer: Not at this time.

Question #6:

Is collection of underground utility information required? If so, does the NHLC have record utility
plans available? (See Project Deliverables, page 4, 4C, Survey Report)

Answer:

If the location of utility easements impacts the development feasibility of the property and/or the
building envelope, yes.

Question #7:

We would be carrying a wetlands scientist as a subcontractor. Does NHLC have a pre-approved list
of environmental firms? (See Project Deliverables, page 4, 4Bb and page 5, 4.12)

Answer:

No.

Question #8:

Is there a required method of collecting the existing condition topographic information (traditional
total station vs newer technologies) (See Project Deliverables, 4Bc.)

Answer:

No.

Question #9:

Will "topo" be required in the wooded areas and if so, how dense? (See Project Deliverables, 4Bc.)

Answer:

Based on the purpose of the assignment, whatever the surveyor decides is necessary to answer the
questions of development feasability and a building envelope determination are the criteria.

Question #10:

Does the survey need to be in conformance with NHDOT survey standards? (See Project
Deliverables, page 4, 4C, Survey Report)

Answer:

Yes as well as any and all other trade/industry recognized standards of practice.
Question #11:

Are Autodesk Civil3d or Microstation electronic files required? (See Project Deliverables, page 4,
4C, Survey Report

Answer:

Not in the initial assignment but NHLC reserves the right to request at a later time.

Question #12:

In addition to conventional on-the-ground survey equipment and procedures, will the use of remote
sensing techniques also be allowed (aerial photography, laser scanners, drones, etc.)?

Answer:

Yes.

Question #13:

Part I Section 4.12 does not allow for the use of subcontractors without prior approval. Our firm does
not have licensed Wetland Scientists on staff, and would need to retain the services of a sub
consultant to perform wetland delineation. Is there a way to have a particular sub consultant pre-
approved prior to submitting a final response to the RFP?

Answer:

No.

Question #14:

Can you please provide a graphic depicting the approximate limit of both the boundary and
topographic survey?

Answer:

This is why the state is hiring a surveyor. Any such material(s) currently available to NHLC are
inconclusive; however they may be reviewed by the successful bidder. Post award. Please see
response to question 16.

Question #15:

Regarding Part I, Section 4 in whole-Deliverables:


a. Do you require electronic copies of the survey (i.e., AutoCAD .dwg, .pdf, etc.)?
b. Do you require the survey to be tied to a specific horizontal (i.e., NH State Plane
Coordinates NAD83) or vertical datum (i.e., NAVD88)?
c. How many copies of the completed plan of the survey do you require?
d. Do you require a Mylar suitable for recording in the Rockingham County Registry of
Deeds of the boundary survey?
Answer:

a. Yes, PDF at a minimum.


b. Not at this time.
c. 2.
d. Not in the initial assignment. NHLC reserves the right to require at an additional expense at a
later time.

Question #16:

Regarding Part I, Section 4, Item B, sub-item a – Boundary Line Survey:


a. Seeking confirmation of the properties to be surveyed. Please confirm or correct that the
properties to be surveyed are Tax Map 171 Lot 1, Tax Map 172 Lot 9, Tax Map 199 Lot
1, and Tax Map 199 Lot 2.

Answer:

We believe the following:

Southbound:
 Map 171, Lot 1 (tax card indicates 26 acres)

Northbound:
 Map 172, Lot 9 (tax card indicates 36 acres)
 Map 199, Lot 2 (tax card indicates 23 acres)
 Map 199, Lot 1 (tax card indicates 28 acres)

The state recognizes that there is flood plain and/or tidal flat / marsh on both sides of Interstate 95.
The state does not require those areas to be surveyed as long as there is no useful information that
would be required to determine developable land area, etc.

Question #17:

Regarding Part I, Section 4, Item B, sub-item c – Topography:


a. Please specify the desired contour interval (1 foot, 2 foot, etc.).
b. Is it acceptable to use photogram metrically derived topography for the site, with the
developed/developable areas supplemented with on the ground verification?

Answer:

a. 2 foot is fine.
b. Yes.
