Case Study: Barangay ilang
Community mapping in Barangay ilang began in March 2015 following a training
workshop facilitated by Alliance partners from manila. The project was a result of the
participation of the barangay captain in an Alliance workshop on mapping in Iloilo some
months previously, and his interest in using the process to come up with a barangay wide
plan for the numerous informal settlements present there.

Process and Applications of the theory


Mapping
Community-led mapping is to respond to these data gaps. This data forms the basis for
planning; to know what problems to target, the scale and significance of issues, and to
advocate for change and improvements.
Stages of Community Mapping use in Barangay ilang:
Core Team
In the Case Study of Barangay ilang the Philippine Alliance create a core team forming
with a barangay captain and barangay officials to help them on doing the mapping.
Orientation
With the core team created by the Philippine Alliance orientation has been held to guide
the core team on the things they need to consider for the mapping.
Settlement Mapping
During the mapping an issue has been revealed because of the process had been
instigated by the barangay itself. This led to some difficulties in mapping one purok of the
settlement, which had an ongoing dispute with the barangay over a Presidential
Proclamation which officially issued land to them.
Strategies
Despite the issue across other puroks the alliance was able to identify and work closely
with community leaders to gain supports, access, and information. The process was
lengthy, with the density of the settlement causing problems creating and validating maps.
Area Evaluation
The settlement area is divided into two area: Muslim and Christian. The settlement area
is along the coastal shore.
Base Map
With the use of a base map the Alliance encountered a very diverse community in terms
of tenure status, livelihoods, social groups, and as a result, needs and aspirations for the
future. Many residents wish to stay because of their livelihoods like fishing and associated
businesses, and for historical reasons because many residents have been living there
since the 1960’s.
Community Mapping
The mapping revealed many nuances within the settlement. The settlement is a
contiguous piece of land, and it is clearly divided into two areas: Muslim and Christians.
It was made clear by officials and residents that these were two very distinct and separate
areas.
Data Encoding
Because of the Presidential Proclamation in the area in 2001. This causes another factor
in terms of some residents wish to stay and develop the area and others wish to relocate
to dry land within the Barangay ilang due to coastal hazards and the insecurity of tenure
they experience.
Data Validation
The cost and labor of changing wooden house foundations yearly was cited as a major
reason for wanting to move, as were garbage and polluted seashore the houses are
situated above, where all household waste is currently flushed.
Presentation of Data
Community workshop acted as a starting point for wider discussions with a larger group
of people, residents broke into smaller groups to discuss and prioritize their issues and
identify stakeholders who might be able to help them.

Insights
The case study of Barangay ilang highlights the important of mapping, the mapping
revealed many nuances within the settlement. Studying the case, it is clearly that the
barangay ilang is divided into two areas which is the Muslim and Christians. However,
mapping revealed several Christian families living within the Muslim puroks and vice
versa. There were no issues at them at all because other said it was a peaceful area, and
that they experienced no problems with their neighbors.
Because of the important of mapping, it reveals the main problem of the barangay
ilang in terms of land tenure security, sanitation, and the cost and labor of replacing house
foundations and pathways situated over the water. Thus, it led to the way that some
residents want to be relocated in the dry land but within the barangay ilang and others
want to stay and wish to develop the area.
The importance of mapping would always be a great tool for these kinds of cases
because of its deeper gathering of required data’s and it can also initiate mobilization,
increase awareness of local issues, and build the technical and organizational capacity
of community leaders and members.
