B. Detailed Proposal
a. Rationale
Given how commonplace gender-based sexual harassment in public
places is, immediate and firm action is required. Women, LGBTQ+
individuals, and other vulnerable groups are always at risk of intimidation,
harassment, and assault in public places, and this is true in Alicia Isabela as
well as other places. Republic Act 11313, also known as the Safe Spaces Act,
was passed in an effort to combat this threat by implementing a number of
comprehensive strategies, such as educational programs meant to increase
awareness, alter attitudes, and encourage appropriate and safe behavior. But
simply putting these initiatives into action is insufficient. To make sure they
are actually improving the daily lives of Alicia residents and making their
streets safer, and public and private areas, we must carefully assess how
effective they are.
Every barangay resident is sure to notice changes if the target
individuals are reach to inform them and efforts are made to counteract this
kind of treatment to change some of their attitudes and behaviors, Conducting
the evaluation provides valuable insights for improvement. By identifying
strengths and weaknesses, we can refine and adapt the initiatives to better
address the specific needs and challenges of Barangays in Alicia.
Policymakers, barangay officials, and program organizers would be
able to make data-driven decisions and maximize future initiatives with the
help of the findings. Additionally, the community itself may benefit from the
evaluation. Alicia citizens may take charge of their safety and hold
stakeholders responsible for realizing the important goals of the Safe Spaces
Act by actively engaging in the research process and sharing the results.

b. General Objectives
This project proposal tends to measure the change in knowledge,
attitudes, and behaviors regarding Gender-Based Public Spaces Sexual
Harassment (GBPSH) among target beneficiaries in Alicia barangays
following the implementation of educational initiatives, contributing to a safer
and more respectful environment.

c. Specific Objectives
a. Evaluating the effectiveness if the initiatives are successful in increasing
reporting rates, providing adequate support services, and promoting healing
for survivors.
b. Measure the initiatives are reaching these groups effectively, increasing
awareness of Gender-Based Public Spaces Sexual Harassment (GBPSH) and
preventive measures, and promoting safe behavior in public spaces.
c. Assess the initiatives are creating a positive cultural shift in the community,
reducing tolerance for Gender-Based Public Spaces Sexual Harassment
(GBPSH), and encouraging bystander intervention.
d. Examine the initiatives are providing adequate support and training for
barangay officials to effectively enforce the Bawal Bastos Law and manage
Gender-Based Public Spaces Sexual Harassment (GBPSH) cases.

This concept aforementioned indicates that the necessary needs with the
help of agencies and units to conduct the program analyze the environment of Alicia
Isabela, and through finishing those needs now it can be Implement, and engage to
community to transfer the knowledge they need in order build, improved the safety of
the community and to identify existing attitudes towards GBPSH, gender norms for
appropriate interaction with others.

In order to ensure long-term impact of this research and sustainability


of the plan for maintaining progress and scaling up effective GBPSH prevention
efforts in Alicia Isabela barangay, the following elements must observed and consider.
a. Establish responsible individuals with Barangay Officials, SK Officials
Residents, GBPSH survivors and Barangay youth representatives to provide feedback
for the program sustainability.
b. Conduct of One to Two Days seminars per barangay every trice a
month.
c. Support and collaborate with other agencies to spread out information
and Disseminate research findings through diverse channels like barangay bulletin
boards, local radio interviews, public forums, and social media campaigns.
