WHO: Barangay officials

 BARANGAY CAPTAIN / CHAIRMAN / PUNONG BARANGAY


- They perform many official government duties, and execute minor judicial powers as part of
the Barangay Justice System, such as settling disputes between neighboors.
- The Punong barangay as the authority to constitute / appoint the lupon members.
- Mediation is done by the Punong barangay

Function / Duty (KP):

- He shall receive all written/verbal complaints made by individuals personally before him
against other individuals.
- He shall then notify the complainant of the date of initial hearing and shall within the next
working day, issue summons to the respondent/s to appear before him not later than five
(5) days from date thereof for a mediation of their conflicting interests.
- He shall then mediate all disputes within his jurisdiction.

 LUPONG TAGAPAMAYAPA
- The Lupon Tagapamayapa is the body that comprises the barangay justice system and on it
sit the barangay captain and ten (10) to twenty (20) members.
- Appointed by the barangay chairman.

Function / Duty (KP):

- In case the barangay captain fails to amicably settle the dispute, the matter shall referred to
the lupon for conciliation.
- Exercise administrative supervision over the conciliation panels.
- Meet regularly once a month to provide a forum for exchange of ideas among its members
and the public on matters relevant to the amicable settlement of disputes, and to enable
various conciliation panel members to share with one another their observations and
experiences in effecting speedy resolution of disputes.

 PANGKAT NG TAGAPAGKASUNDO
- Comprises of three (3) members coming from the Lupon, and chosen by the parties
concerned. If the parties fail to agree on the members of the Pangkat, then a draw lots will
be done by the Lupon Tagapamayapa Chairman to determine the members of the Pangkat.

Function / Duty (KP)

- It is the Pangkat which conducts barangay mediation after mediation efforts by the Lupon
chairman fails.
- Bring opposing parties together and effect amicable settlement differences.
WHERE: Malolos City, Bulacan

- Malolos is a coastal component city in the province of Bulacan. It serves as the provincial
capital.
- Its population as determined by the 2020 Census was 261,189. This represented 7.04% of
the total population of Bulacan province, or 2.10% of the overall population of the Central
Luzon region.
- The household population of Malolos in the 2015 Census was 248,330 broken down into
57,541 households or an average of 4.32 members per household.
- Malolos is politically subdivided into 51 barangays that are spread over a land area of 7,725
hectares (19,090 acres) consisting of agricultural, commercial, industrial, residential, bodies
of water, fishponds, marshes and roads.
- The City of Malolos is quickly becoming commercialized due to its proximity to Metro Manila
and for lying between Manila and Clark, Pampanga. Many corporations have put up
commercial sites and banking establishments in various places around the city. Many of the
businesses and industries in the city include Banking; Business Process Outsourcing; Courier
Service; Education; Food Service; Hospitals; Hotels, Resorts & Restaurants; Information and
Communications Technology; Insurance; Manpower; Realty/Real Property Development;
Trade; Transport Services; Travel & Tours; and other services. Robinsons Place Malolos is a
major shopping mall owned and operated by Robinsons Malls, the Philippines' second
largest mall operator. The mall is located at MacArthur Highway, Barangay Sumapang
Matanda. Other shopping malls in Malolos include the Maunlad Malls 1 and 2, both owned
and operated by the Union Bank of the Philippines, Graceland Mall, owned and operated by
RMR Group of Companies, and Bulacan Eco-Commercial Complex, owned by the Provincial
Government of Bulacan.
- Malolos also serves as the Banking Capital of Bulacan, having the highest number of banking
institutions in the province (the city hosts around 46), majority of these are located
prominent areas of the city, particularly along Paseo del Congreso Avenue.
