ANR Management

 Operation and maintenance (O&M) of radio access networks has become increasingly
complex, difficult, and costly because of the huge number of network elements, the
implementation of different radio access technologies (RATs), and the coexistence of
multiple equipment vendors and telecom operators. To address this, 3GPP Release 8
introduces the self-organizing network (SON) solution. The main functions of SON are
self-configuration, self-optimization, and self-healing. Automatic neighbor relation
(ANR) is a self-configuration function. It automatically maintains the completeness and
validity of the neighbor relationships to reduce the number of handovers to abnormal
neighboring cells and improve network performance. In addition, ANR reduces manual
intervention while decreasing the costs of network planning, network optimization, and
O&M.

ANR Management

 Intra-RAT ANR handles neighbor relationships of E-UTRAN cells with other E-UTRAN
cells. It automatically maintains the completeness and validity of the neighbor
relationships to reduce the number of handovers to abnormal neighboring cells and
improve network performance. In addition, ANR reduces manual intervention while
decreasing the costs of network planning, network optimization, and O&M. Intra-RAT
ANR automatically adds and maintains intra-RAT neighbor relationships.
 Inter-RAT ANR handles neighbor relationships of E-UTRAN cells with UTRAN,
CDMA2000, GERAN, and NG-RAN cells. It automatically maintains the completeness
and validity correctness of the neighbor relationships to reduce the number of
handovers to abnormal neighboring cells and improve network performance. In
addition, ANR reduces manual intervention while decreasing the costs of network
planning, network optimization, and O&M.

ANR Management

 ANR requires that a UE read the CGIs of neighboring cells. The feature group indicators
(FGI) field related to ANR is defined in 3GPP Release 8. UEs that comply with 3GPP
Release 8 or later can support ANR. The FGI field in an RRC_UE_CAP_INFO message
indicates the capability of a UE to read the CGIs of neighboring cells. For details, see
section B.1 "Feature group indicators" in 3GPP TS 36.331.
 If the UE_EUTRA_Capability IE includes fields defined in 3GPP Release 15, then:
 If the reportCGI_NR_EN_DC field is included in the IE, the UE supports ANR with
NG-RAN when EN-DC is configured.
 If the reportCGI_NR_NoEN_DC field is included in the IE, the UE supports ANR
with NG-RAN when EN-DC is not configured.
 If the utra-GERAN-CGI-Reporting-ENDC field is included in the IE, the UE
supports ANR with UTRAN and ANR with GERAN when it is configured with EN-
DC.
 The UE reads the CGIs of neighboring cells when both the eNodeB and the UE enter
the DRX mode. This process does not require the DRX feature to be activated. The ANR-
dedicated long DRX cycles for intra- and inter-RAT ANR measurements are specified by
the following parameters:

 3GPP Release 9 defines CGI reading using autonomous gaps for UEs capable of
autonomous gaps. When the LTE_AUTON_GAP_CGI_SW option of the
CellAlgoSwitch.AnrAlgoSwitch parameter is selected, the eNodeB instructs UEs to read
CGIs of only intra-RAT neighboring cells using autonomous gaps.

 After intra- or inter-RAT ANR is activated, the eNodeB can automatically add external
cells to NCLs, remove external cells from NCLs, or update the information about the

 An NRT includes the following neighboring cell information:


 SN: denotes the number of a neighbor relationship. For an E-UTRAN cell, both
its intra-frequency and inter-frequency NRTs can include 32 neighboring cells.
Huawei eNodeBs support a total number of 256 intra-frequency and inter-
frequency neighboring cells.
 Local cell identifier (LCI): identifies the local cell, which can be configured by
using Cell.LocalCellId.
 Target cell PLMN: identifies the public land mobile network (PLMN) of the
operator who owns the target cell.
 eNodeB ID: identifies the eNodeB that serves the target cell.
 Cell ID: identifies the target cell.

 No Remove: indicates whether ANR can remove a neighbor relationship from the NRT.
The No Remove attribute is specified by the No remove indicator parameters on
Huawei eNodeBs. The default value of these parameters is PERMIT_RMV_ENUM.
 If the No remove indicator parameter is set to FORBID_RMV_ENUM for a
neighbor relationship, ANR cannot remove the neighbor relationship from the
NRT.
 If the No remove indicator parameter is set to PERMIT_RMV_ENUM for a
neighbor relationship, ANR can remove the neighbor relationship from the NRT.
 No HO: indicates whether a neighbor relationship can be used for handovers. The No
HO attribute is specified by the No handover indicator parameters on Huawei eNodeBs.
The default value of these parameters is PERMIT_HO_ENUM.
 If the No handover indicator parameter is set to FORBID_HO_ENUM for a
neighbor relationship, the neighbor relationship cannot be used for handovers.
 If the No handover indicator parameter is set to PERMIT_HO_ENUM for a
neighbor relationship, the neighbor relationship can be used for handovers.

 ANR cannot remove neighbor relationships in the HO blacklist and whitelist. They can
only be configured manually and neighbor relationships can only be manually removed
from the lists.
 An RRC blacklist includes neighboring cells that UEs are not allowed to measure. ANR
cannot automatically detect the neighboring cells in the RRC blacklist. The RRC blacklist
can only be configured manually.
 A black neighboring relation table list (BT list) contains the neighboring cells that UEs
are allowed to measure but are not allowed to be handed over to. ANR automatically
detects the over-distant neighboring cells in the NRTs and adds them to the BT list. The
BT list can also be configured manually. eNodeBs support BT lists including blacklisted
neighbor relationships with E-UTRAN and UTRAN cells. The main information in the BT
is LCIs, cell global identifications (CGIs), and automatic configuration flags of the
blacklisted neighboring cells.

 The Control Mode parameter can be set to AUTO_MODE or MANUAL_MODE for an


external cell or a neighbor relationship that is manually added.
 The Control Mode parameter is automatically set to AUTO_MODE for an external cell
or a neighbor relationship that is automatically added by ANR. External cells and
neighbor relationships for which the Control Mode parameter is set to AUTO_MODE
can be maintained automatically by ANR.

 When the NCellParaCfg.CellAnrOptMode parameter is set to FREE, then:


 The intra-RAT NRT optimization advice is automatically executed by the eNodeB.
 The intra-RAT BT optimization advice needs to be reported to the MAE-Access.
The optimization is subject to the manual confirmation on the MAE-Access.
 When the NCellParaCfg.CellAnrOptMode parameter is set to CONTROLLED, then:
 The intra-RAT NRT optimization advice needs to be reported to the MAE-Access.
The optimization is subject to the manual confirmation on the MAE-Access.
 The eNodeB cannot automatically generate the intra-RAT BT optimization
advice or report the intra-RAT BT optimization advice to the MAE-Access.

 NCL/NRT management of ANR takes effect on a per eNodeB, cell, or frequency basis,
each controlled by eNodeB-, cell-, and frequency-specific ANR parameters.
 eNodeB-specific parameters: eNodeB-specific parameters must be set to
implement intra-RAT ANR.
 Cell-specific parameters: If intra-RAT ANR is required for a cell served by an
eNodeB with intra-RAT ANR enabled, the INTRA_RAT_ANR_SW option of the
CellAlgoSwitch.AnrFunctionSwitch parameter must be selected for this cell.
 Frequency-specific parameters: ANR can be further enabled for neighboring cells
on different frequencies of a cell.
• The Cell.IntraFreqAnrInd parameter specifies whether to allow ANR
management of external cells on the serving frequency and neighbor
relationships with these cells.
• The EutranInterNFreq.AnrInd parameter specifies whether to allow ANR
management of external cells on a neighboring E-UTRAN frequency and
neighbor relationships with these cells.

 The procedure is as follows:


 The source eNodeB delivers the measurement configuration to the UE,
instructing the UE to measure adjacent cells to detect missing neighboring cells.
 The UE detects that cell B meets the measurement requirements, so the UE
reports the physical cell identifier (PCI) of cell B to the source eNodeB. Note that
the UE does not report the PCIs of the cells in an RRC blacklist to the eNodeB.
 The source eNodeB checks whether cell B has the strongest signal and whether
cell B is an unknown cell or a PCI-confusion neighboring cell. The
ANR.EventAnrMode parameter specifies how the source eNodeB checks whether
a cell is an unknown cell or a PCI-confusion neighboring cell.
 When this parameter is set to NOT_BASED_NCL, the source eNodeB
proceeds to the next step if the combination of the operating frequency
and PCI of cell B does not exist in the NRT or is mapped to multiple
neighbor relationships in the NRT. Otherwise, the procedure ends.
 When this parameter is set to BASED_NCL, the source eNodeB proceeds
to the next step if the combination of the operating frequency and PCI
of cell B does not exist in the NCL or is mapped to multiple external cells
in the NCL. Otherwise, the procedure ends.
 The source eNodeB instructs the UE to read the ECGI, tracking area code (TAC),
and PLMN list of cell B.
 The UE reports the ECGI, TAC, and PLMN list of cell B to the source eNodeB.

 The source eNodeB sends a handover request message to the target eNodeB.
 After obtaining the UE history information from the message, the target eNodeB checks
whether the ECGI of the last visited cell (in this example, the source cell A) exists in the
intra-RAT NCL and an intra-RAT NRT of the target eNodeB.
 If the ECGI exists in the NCL but does not exist in the NRT, the target eNodeB
adds the neighbor relationship with the source cell to the NRT and the
procedure ends.
 If the ECGI does not exist in the NCL, the target eNodeB reports the ECGI of the
cell A to the MAE-Access.
 The MAE-Access queries the PCI, TAC, and PLMN list of the source cell identified by the
reported ECGI and sends the results to the target eNodeB.
 The target eNodeB adds the cell A to the intra-RAT NCL of the target eNodeB.

 When event-triggered ANR detects a missing neighboring cell by using UE


measurements, the eNodeB adds the detected cell to the NCL and the neighbor
relationship with the detected cell to the NRT based on the reported PCI or ECGI of the
cell in the intra-RAT handover measurement report and the ANR.EventAnrMode
parameter setting.
 When this parameter is set to NOT_BASED_NCL, the eNodeB adds the missing
cell to the NCL and the neighbor relationship with this detected cell to the NRT
according to the ECGI reading result.
• If the reported ECGI of the detected cell is included in the NCL, the
eNodeB directly adds a neighbor relationship with the detected cell to
the NRT.
• If the reported ECGI of the detected cell is not included in the NCL, the
eNodeB adds the detected cell to the NCL of the eNodeB and adds the
neighbor relationship with the detected cell to the NRT of the local cell.

 When this parameter is set to BASED_NCL, the eNodeB performs the following:
• If the reported PCI of the detected cell is included in the NCL, the
eNodeB adds the neighbor relationship with the detected cell to the NRT
of the local cell.
• If the reported PCI of the detected cell is not included in the NCL, the
eNodeB adds the detected cell to the NCL of the eNodeB and adds the
neighbor relationship with the detected cell to the NRT of the local cell
according to the ECGI reading result.

 UEs performing voice over IP (VoIP) services do not perform fast ANR measurements. If
a UE initiates a VoIP service and sets up QCI-1 bearers after being selected to perform
fast ANR measurements, the eNodeB takes different actions on the measurement
configuration delivered to the UE depending on the setting of the
GlobalProcSwitch.VoipWithGapMode parameter.
 If this parameter is set to ENABLE, the eNodeB does not delete the fast-ANR-
related measurement configuration.
 If this parameter is set to DISABLE, the eNodeB delivers an RRC Connection
Reconfiguration message to delete the fast-ANR-related measurement
configuration.

 When the number of UEs that simultaneously perform intra-RAT fast ANR
measurements reaches a specific threshold, the eNodeB does not select new UEs for the
measurements until some UEs stop performing the measurements. This mechanism
restricts the negative impact of excessive UEs performing fast ANR measurements and
sending reports on the uplink network traffic volume.
 Considering UE power reservation the restriction of the number of UEs simultaneously
performing intra-RAT fast ANR measurements, the FastAnrRprtAmount parameter is
introduced to specify the maximum number of periodic measurement reports that a UE
can send. When the number of periodic measurement reports sent by a UE reaches this
threshold, the UE stops measurement so that the eNodeB can select other UEs to
perform the measurements. The UE report interval is specified by FastAnrRprtInterval.
 The total number of neighboring cells that meet the RSRP requirement is limited, and
fast ANR measurements have a negative impact on the uplink network traffic volume.
Therefore, the FastAnrIntraRatUeNumThd parameter is added to restrict the
accumulative number of UEs involved in intra-RAT fast ANR measurements. The
eNodeB checks whether the total number of involved UEs reaches the upper limit at a
regular interval, which is specified by the FastAnrCheckPeriod parameter. The upper
limit is specified by the FastAnrIntraRatUeNumThd parameter. If yes, the eNodeB
automatically deactivates intra-RAT fast ANR. If no, periodic UE measurements
continue. The eNodeB checks the accumulative number of UEs involved in intra-RAT
fast ANR measurements at an interval of FastAnrCheckPeriod. If the number is greater
than or equal to FastAnrIntraRatUeNumThd, the eNodeB enters the monitoring state.

 Meaning: Indicates the policy based on which fast ANR adds detected cells to
NCLs and NRTs. If this parameter is set to NCL_MODE, fast ANR adds a detected
cell that meets certain conditions to an NCL only. If this parameter is set to
NCL_NRT_MODE, fast ANR adds a detected cell that meets certain conditions to
an NCL and then adds the neighbor relationship with the detected cell that is in
the NCL to the NRT of the source cell. If this parameter is set to NRT_MODE,
fast ANR adds a detected cell that meets certain conditions and with which the
neighbor relationship is not in an NRT of the source cell to an NCL and adds the
neighbor relationship with the detected cell to an NRT of the source cell based
on CGI reading. Neighbor relationships with cells that meet certain conditions
and are in an NCL cannot be directly added to NRTs.

 When an NCL or NRT has an inappropriate or redundant entry or an entry with an


abnormal handover success rate, event-triggered ANR can automatically remove an
external cell or neighbor relationship if the Control Mode and No remove indicator
parameters for the external cell or neighbor relationship is set to AUTO_MODE and
PERMIT_RMV_ENUM, respectively. ANR now supports three types of automatic removal.
 Removal based on the handover success rate
• If the number of handovers from a cell (for example, cell A) served by
the local eNodeB to a neighboring cell (for example, cell B) reaches
ANR.NcellHoStatNum, and the handover success rate is less than or
equal to ANR.DelCellThd within a measurement period specified by
ANR.StatisticPeriod, the local eNodeB removes the neighbor relationship
of cell A with cell B. When the ANR.OptMode parameter is set to
CONTROLLED, the eNodeB reports the optimization advice to the MAE-
Access, and operators determine whether to take the advice. When the
parameter is set to FREE, the eNodeB also removes cell B from the NCL
if cell B has no neighboring cell.
• This function does not handle neighbor relationships that meet any of
the following conditions: (1) The No handover indicator parameter is set
to FORBID_HO_ENUM. (2) The neighboring cell is an inter-frequency
neighboring cell, and the CARR_DYN_SHUTDOWN_OVERLAP_IND
option of the Overlap Indicator Extension parameter is selected for the
cell.

 Removal based on redundant neighbor relationships


• Removal of redundant neighbor relationships is triggered only when the
number of neighboring E-UTRAN cells is greater than the limitation on
the minimum number of neighboring cells specified by the
NCellParaCfg.NcellNumForAnr parameter (intra-frequency neighboring
cells) or EutranInterNFreq.NcellNumForAnr parameter (inter-frequency
neighboring cells).
• A neighbor relationship will be removed if all of the following
conditions are met within each of ANR.StatPeriodCoeff consecutive
measurement periods defined by ANR.StatisticPeriodForNRTDel:
1. The total number of handover attempts from the local cell to all its
neighboring E-UTRAN cells is greater than or equal to the
ANR.StatisticNumForNRTDel parameter value.
2. The number of handovers from the local cell to this neighboring
cell is 0.
3. The neighboring cell is not configured as an SCell for any UE in the
local cell.
• This function does not apply to the neighbor relationships that meet any
of the following conditions:
1. The Blind handover Priority parameter is set to a non-zero value.
2. The Overlap Indicator parameter is set to YES.
3. The No handover indicator parameter is set to FORBID_HO_ENUM.
4. The neighboring cell is an inter-frequency neighboring cell, and the
CARR_DYN_SHUTDOWN_OVERLAP_IND option of the Overlap
Indicator Extension parameter is selected for the cell.
5. The Plmn List Type parameter is set to GREY_LIST.

 Specification-based removal
• ANR removes a certain neighbor relationship when the number of
entries in the intra- or inter-frequency NRT of a cell or the total number
of entries in intra- or inter-frequency NRTs of an eNodeB has reached
its maximum. Specification-based removal is triggered when ANR
attempts to add a new neighbor relationship in the preceding scenario.
• The eNodeB considers the factors such as number of handovers and
number of times a neighboring cell is successfully configured as an SCell
for UEs in the local cell. The candidate neighbor relationships are sorted
by order, and the eNodeB removes the neighbor relationships listed at
the end of the list.

 Meaning: Indicates the intra-RAT neighbor relationship removal evaluation


period during which the eNodeB collects statistics on whether an intra-RAT
neighboring cell has been detected by UEs and the number of handovers to the
intra-RAT neighboring cell. The eNodeB uses the statistics to determine whether
to remove the neighbor relationship when the number of neighbor relationships
in the intra-RAT NRT has reached the maximum and a new neighbor
relationship needs to be added to the NRT by ANR. This parameter is also used
to determine whether to remove an external cell from an intra-RAT NCL. If there
are four consecutive periods in which an external cell in the NCL has no
corresponding entry in any inter-RAT NRT, and if the local eNodeB is not
configured with an X2 interface with the peer eNodeB providing the external cell,
the eNodeB removes the external cell from the NCL. This parameter is also used
to determine periodic removal of redundant neighbor relationships from an
intra-RAT NRT. The neighbor relationship with the intra-RAT cell to which no
UEs are handed over from the local cell within N consecutive periods is removed
from the NRT. N is specified by the StatPeriodCoeff parameter. It is
recommended that this parameter be set to a multiple of 5. If this parameter is
not set to a multiple of 5, the actually effective parameter value is extended to a
multiple of 5.
 NcellHoForNRTDelThd
 Parameter name: Handover threshold for delete NRT
 GUI value range: 1~10000
 Actual value range: 1~10000
 Unit: None
 Meaning: Indicates a threshold for removing a neighbor relationship from an E-
UTRAN NRT. When the NRT reaches its capacity and ANR needs to add a new
neighbor relationship to the NRT, ANR removes an old neighbor relationship
with a cell from the NRT if the number of handovers to this cell is less than the
threshold. If this parameter is set to 0, ANR removes the neighbor relationship
with a cell from an NRT not based on the number of handovers to this cell but
based on the number of measurement reports on this cell. If this parameter is
set to another value, ANR can remove the neighbor relationship with a cell from
an NRT if the number of handovers to this cell is less than the threshold.

an intra-RAT handover containing the frequency and PCI of that cell within the
next measurement period specified by the ANR.StatisticPeriod parameter. If this
cell is an unknown cell, the eNodeB adds this cell to the NCL and adds the
neighbor relationship with this cell to an NRT.
• The number of handovers from the local cell to the neighboring cell is
greater than or equal to the ANR.NcellHoStatNum parameter value.
• The success rate of handovers from the local cell to the neighboring cell
is less than or equal to the ANR.HoSucRateForCgiRead parameter value.
• The Control Mode parameter for the neighbor relationship is set to

If ECGI reading is not triggered, the eNodeB performs the following operations
within the current measurement period: If all of the following conditions are met,

set to CONTROLLED and the NCellParaCfg.CellAnrOptMode parameter is set to
CONTROLLED), the ControlledModePciCheckSw option of the
ENodeBAlgoSwitch.AnrSwitch parameter specifies whether to enable PCI
confusion detection based on the handover success rate in controlled mode. If
this option is deselected, PCI confusion detection based on the handover success
rate in controlled mode is disabled. In a measurement period specified by the
ANR.StatisticPeriod parameter, the following is true if this option is selected:
If all of the following conditions are met, the eNodeB instructs the UE to read
the ECGI of this neighboring cell after the UE has sent a measurement report for
an intra-RAT handover containing the frequency and PCI of that cell within the
next measurement period specified by the ANR.StatisticPeriod parameter. If this
cell is an unknown cell, the eNodeB adds this cell to the NCL and reports the
NRT optimization advice to the MAE-Access. The optimization is subject to the
manual confirmation on the MAE-Access. Note that this function does not
handle the setting of the No handover indicator parameter. ECGI reading is not
triggered if all of the following conditions are not met: If ECGI reading is not
triggered or no unknown neighboring cell is detected after ECGI reading is
triggered, the eNodeB does not perform any processing.
• The number of handovers from the local cell to the neighboring cell is
greater than or equal to the ANR.NcellHoStatNum parameter value.

optimization of neighbor relationships with cells having abnormal intra-RAT handover
success rates.

 Meaning: Indicates the mode in which the ANR algorithm works. If this
parameter is set to FREE, the eNodeB automatically optimizes neighbor
relationships using ANR. If this parameter is set to CONTROLLED, the eNodeB
reports the neighbor relationships to be optimized to the MAE-Access and the
optimization is subject to manual confirmation. However, whether the eNodeB
reports neighbor relationships with E-UTRAN cells, UTRAN cells, and GERAN
cells is further controlled by the OptModeStrategy parameter. No parameter is
designed to determine whether to report neighbor relationships with CDMA2000
cells.

 Meaning:
 NCELL_CLASS_HO_POLICY_SW: If this option is selected and the
NCellClassLabel parameter value is EXTENDED in intra-RAT neighboring
cells, the target cells for handovers are determined based on ECGI
reading. ECGI reading helps detect potential neighboring cells with
conflicted PCIs but affects user experience. If this option is deselected, the
efficiency of detecting potential neighboring cells with conflicted PCIs
decreases, and the probability of handovers to inappropriate cells with
conflicted PCIs increases. As a result, the handover success rate decreases.
 INTRA_RAT_NCELL_CLASS_SW and NCELL_CLASS_PCI_CONFLICT_SW:
The settings of these options have no impact on network performance.
 EXTENDED_NCELL_MNG_SW: If this option is deselected, neighboring
cells whose NCellClassLabel parameter value is EXTENDED in the
memory are discarded, and CGIs of these neighboring cells must be re-
read if handovers to these neighboring cells are initiated. CGI re-reading
decreases UE throughput and delays handovers. As a result, service drops
may occur. Selecting this option has no impact on network performance.

 After receiving an X2 SETUP REQUEST message from eNodeB 1, eNodeB 2 adds all cells
served by eNodeB 1 to the NCL of eNodeB 2 if the ADD_NCELL_CFG_SW option of the
GlobalProcSwitch.X2BasedUptNcellCfgSwitch parameter is selected for eNodeB 2.
 eNodeB 2 responds with an X2 SETUP RESPONSE message. After receiving this message,
eNodeB 1 adds all cells served by eNodeB 2 to the NCL of eNodeB 1 if the
ADD_NCELL_CFG_SW option of the GlobalProcSwitch.X2BasedUptNcellCfgSwitch
parameter is selected for eNodeB 1.

 If a cell is added to the local eNodeB or the cell configuration (downlink EARFCN, PCI,
ECGI, TAC, or PLMN list) of the local eNodeB changes, the local eNodeB sends an ENB
CONFIGURATION UPDATE message to the peer eNodeB through the X2 interface to
inform the peer eNodeB of the change. The peer eNodeB automatically adds the new
cell to its NCL or updates the cell configuration in its NCL and NRT based on the types
of IEs contained in the message.
 When a cell is added to or modified in eNodeB 1, eNodeB 1 sends an ENB
CONFIGURATION UPDATE message to eNodeB 2.

 eNodeB 2 performs one of the following operations:


 If the NCL of eNodeB 2 does not contain the cell and the ADD_NCELL_CFG_SW

 If a cell served by the local eNodeB is removed, the local eNodeB sends an ENB
CONFIGURATION UPDATE message to the peer eNodeB through the X2 interface to
inform the peer eNodeB of the change. The peer eNodeB automatically removes the
cell from its NCL and removes the neighbor relationship with the cell from its NRT.
 When a cell served by eNodeB 1 is removed, eNodeB 1 sends eNodeB 2 an ENB
CONFIGURATION UPDATE message that contains the IE Served Cells To Delete.
 Considering the ECGI in the IE Served Cells To Delete, eNodeB 2 performs one of the
following operations:
 eNodeB 2 removes the external cell and the neighbor relationship if the
following conditions are met:
• The ECGI is included in both an NCL and an NRT of eNodeB 2.
• The No remove indicator parameter is set to PERMIT_RMV_ENUM for
the neighbor relationship with the external cell identified by the ECGI.
• The Control Mode parameter is set to AUTO_MODE for the external cell
and neighbor relationship.
 If the ECGI is included in the NCL but not any NRT of eNodeB 2, eNodeB 2
removes the external cell identified by the ECGI from the NCL.
 eNodeB 2 responds to eNodeB 1 with an ENB CONFIGURATION UPDATE
ACKNOWLEDGE message.

 When a handover is triggered, the source eNodeB checks whether an X2 interface is


available. If it is, the source eNodeB performs an X2-based handover. If it is not, the
eNodeB triggers an S1-based handover and also an X2 self-setup over S1 procedure.
 The source eNodeB sends an eNB Configuration Transfer message to the MME. The
message contains the following information (For message details, see 3GPP TS 36.413):
 Source eNodeB information, including the Global eNB ID and Selected TAI IEs
 Target eNodeB information, including the Global eNB ID and Selected TAI IEs
 Control-plane and user-plane IP addresses of the source eNodeB
 The MME sends the target eNodeB an MME Configuration Transfer message,
containing information about the source eNodeB. For message details, see 3GPP TS
36.413.
 Upon receiving the message, the target eNodeB responds with an eNB Configuration
Transfer message, which contains the control-plane and user-plane IP addresses of the
target eNodeB. Meanwhile, the target eNodeB automatically creates related MOs to set
up control-plane and user-plane transmission links.
 The MME sends an MME Configuration Transfer message to the source eNodeB.
 Upon receiving this message, the source eNodeB automatically creates related MOs to
set up control-plane and user-plane transmission links.
 The source and target eNodeBs send X2 setup requests and X2 setup responses to
establish the X2 interface.
 After the X2 interface is set up, subsequent handovers will be performed over it.

 Upon receiving this message, the target eNodeB sends an Configuration_transfer
message to the MAE-Access, which contains the control-plane and user-plane IP
addresses of the target eNodeB. Meanwhile, the related MOs are automatically
generated to set up transmission links for the control plane and user plane.
 The MAE-Access forwards this message to the source eNodeB.
 Upon receiving this message, the source eNodeB automatically generates related MOs
and sets up transmission links for the control and user planes.

 Neighbor relationship management of inter-RAT ANR takes effect on a per base station,
cell, or frequency basis, each controlled by eNodeB-, cell-, and frequency-specific ANR
parameters.
 Base-station-specific ANR parameters: To implement inter-RAT ANR, operators
must turn on eNodeB-specific ANR switches.
 Cell-specific ANR parameters: To implement inter-RAT ANR for a local cell after
base-station-specific ANR switches are turned on, cell-specific switches must be
turned on for this cell.
 Frequency-specific ANR parameters: After cell-specific ANR takes effect for the
local cell, frequency-specific ANR parameters control whether ANR takes effect
for neighboring cells on a specific neighboring frequency of the local cell.

 In this function, ANR optimizes the BlindHoPriority parameter settings for neighbor
relationships with UTRAN and GERAN cells based on inter-RAT handover statistics.
 This figure shows an example, in which the coverage area of a UTRAN or GERAN cell
includes that of an E-UTRAN cell. In this example, the UTRAN or GERAN cell can be
configured as the target cell for blind handovers from the E-UTRAN cell. Therefore,
ANR sets the blind handover priority to 1 for the neighbor relationship of the E-UTRAN
cell with the UTRAN or GERAN cell.

inter-RAT neighboring cell measurement statistics, respectively.
 Automatic optimization of measurement priorities for neighbor relationships with
UTRAN and GERAN cells is activated if the UTRAN_SWITCH and GERAN_SWITCH
options of the ENodeBAlgoSwitch.NCellRankingSwitch parameter are selected,
respectively.
 After this automatic optimization function is enabled, a measurement period specified
by the ANR.PeriodForNCellRanking parameter starts.
 The measurement reports involve measurements for circuit switched fallback (CSFB),

default. Neighboring cell selection for handovers does not take these priorities

this parameter be set to a multiple of 5. If this parameter is not set to a multiple

measurement report for an inter-RAT handover containing the NR-ARFCN and
PCI of that cell within the next measurement period (defined by
ANR.StatisticPeriod).

reaches the ANR.NcellHoStatNum parameter value.
 The success rate of handovers from the local cell to the neighboring cell
is less than or equal to the ANR.HoSucRateForCgiRead parameter value.

If this cell is an unknown cell, this cell is added to the NCL and the neighbor
relationship with this cell is added to an NRT.
If CGI reading is not triggered and all of the following conditions are met within
the current measurement period, then the eNodeB automatically selects the
NO_HO_FLAG option of the Aggregation Attribute parameter for the neighbor
relationship. If CGI reading is triggered, the cell is not considered as an unknown
cell, and all of the following conditions are met within the next measurement
period, then the eNodeB automatically selects the NO_HO_FLAG option of the
Aggregation Attribute parameter for the neighbor relationship.

minute period:
 If no cell configuration changes, the gNodeB enters the next monitoring period,
and the eNodeB takes no action.
 If its cell configuration changes, then:
• If an NG-RAN cell is added or the configuration of an NG-RAN cell
(including the PLMN ID, PCI, NR-ARFCN, TAC, NR architecture option,
secondary-operator PLMN IDs, secondary-operator TACs, secondary-
operator NR architecture options, secondary-operator gNodeB IDs,
secondary-operator cell IDs, and others) is changed, the gNodeB sends an
EN-DC CONFIGURATION UPDATE message over the EN-DC X2 interface to
inform the eNodeB of the change. When receiving the message, then:
• The eNodeB is triggered to update the existing external cells and
neighbor relationships based on the information about the NG-RAN cells
contained in the message if the MOD_NR_NCELL_CFG_SW option of the

function does not add a newly configured NG-RAN cell to the NRTs and
NCL.
• The eNodeB is triggered to update the NR architecture options of

option of the GlobalProcSwitch.X2BasedUptNcellCfgSwitch parameter is
selected.

 Inter-RAT neighbor relationship classification is controlled by the


GERAN_NCELL_CLASS_SW or UTRAN_NCELL_CLASS_SW option of the
CellAlgoSwitch.NCellClassMgtSw parameter. This function requires that inter-RAT
event-triggered ANR or fast ANR be enabled.
 When inter-RAT neighbor relationship classification is enabled and the corresponding
frequency-specific ANR indicator is set to ALLOWED, the source cell with the
IRATNCELLCLASSMGT.RatType parameter set to GERAN or UTRAN starts a
measurement period specified by the IRATNCELLCLASSMGT.StatPeriodForNCellClass
parameter.
 If the number of times a neighboring GERAN or UTRAN cell is included in
measurement reports is greater than or equal to
IRATNCELLCLASSMGT.NCellMeasNumThd within a measurement period, the neighbor
relationship with this cell is stable. The eNodeB adds this neighbor relationship to the
NRT specified by the GeranNcell or UtranNcell MO.
 If the following conditions are met for a neighboring GERAN or UTRAN cell within four
consecutive measurement periods, the neighbor relationship with this cell is unstable.
The eNodeB moves the neighbor relationship from the NRT specified by the GeranNcell
or UtranNcell MO to the memory.
 The number of times the neighboring cell is included in measurement reports is
less than IRATNCELLCLASSMGT.NCellMeasNumThd.
 At least one neighboring cell on the operating frequency of this neighboring cell
is included in a measurement report.

specified by the UTRAN_OVERDISTANCE_SW option of the
CellAlgoSwitch.AnrAlgoSwitch parameter.
 The measurement period of management of blacklisted neighbor relationships with
UTRAN cells is specified by the IRATNCellClassMgt.StatPeriodForNCellClass parameter.
 In topology-based management of inter-RAT blacklisted neighbor relationships, the
MAE-Access obtains the latitude and longitude information about the serving cell and
its neighboring cell. If the distance between the two cells is greater than the
NCellParaCfg.NCellOdDisThd parameter value, the neighboring cell meets the
requirement.

 To check whether the handover failure is caused by an incorrect neighbor relationship


configuration, perform the following steps:
 Step 1: Start a Uu interface tracing task for the source cell on the MAE-Access client. In
the tracing result, check whether the eNodeB has delivered a handover command,
which carried the IE mobilityFromEUTRACommand.
 If the eNodeB has not delivered the handover command, go to Step 2.
 If the eNodeB has delivered the handover command, contact Huawei technical
support.
 Step 2: Run the LST UTRANEXTERNALCELL command to check whether the target cell
has been configured as an external cell on the source eNodeB. Run the LST
UTRANNCELL command to check whether the neighbor relationship between the
source and target cells has been configured on the source cell.
 If they have not been configured, go to Step 3.
 If they have been configured, contact Huawei technical support.

• PLMN_RR_INDICATION: Indicates whether cells operating on the


neighboring NR frequency support PLMN ID broadcasting in rotation
mode in RAN sharing. If this option is selected, cells operating on the
neighboring NR frequency support PLMN ID broadcasting in rotation
mode in RAN sharing, and the eNodeB needs to obtain the serving
PLMN ID list of these cells from the OSS when neighbor relationships
with these cells are automatically added. If this option is deselected,
cells operating on the neighboring NR frequency do not support PLMN
ID broadcasting in rotation mode in RAN sharing, and the eNodeB does
not need to obtain the serving PLMN ID list of these cells from the OSS
when neighbor relationships with these cells are automatically added. If
a neighboring base station serves RAN sharing NR cells in which PLMN
IDs are broadcast in rotation mode, select this option for LTE cells where
ANR with NG-RAN is enabled.
• FIRST_PLMN_RESERVED_INDICATION: Indicates whether to reserve the
first PLMN ID in SIB1 broadcast in cells operating on the neighboring NR
frequency. If this option is selected, the first PLMN ID in SIB1 broadcast
in cells operating on the neighboring NR frequency is reserved. If this
option is deselected, the first PLMN ID in SIB1 broadcast in cells
operating on the neighboring NR frequency is not reserved. This option
applies only to the scenario where cells on the neighboring NR
frequency are owned by only secondary operators and the primary
operator whose status is Reserved is broadcast in SIB1.

 PLMN ID attributes can be manually set in the NCellPlmnList MO. For each PLMN ID,
the NCELLPLMNLIST.Mcc, NCELLPLMNLIST.Mnc, NCELLPLMNLIST.RatType, and
NCELLPLMNLIST.PlmnListType parameter must be set. Of these parameters:
 The Mcc and Mnc parameters indicate the mobile country code (MCC) and
mobile network code (MNC), respectively. A PLMN ID consists of an MCC and an
MNC.
 The RatType parameter indicates the RAT of neighboring cells of a PLMN. It can
be set to EUTRAN, UTRAN, GERAN, or NR.
 The PlmnListType parameter indicates the type of a PLMN.
• If this parameter is set to BLACK_LIST for a PLMN, the eNodeB cannot
add cells of the PLMN to NCLs or NRTs by ANR.
• If this parameter is set to GREY_LIST for a PLMN, the eNodeB can add
cells of the PLMN to NCLs and NRTs by ANR. In addition, ANR
automatically sets the Neighbor Cell Plmn Label parameter to GREY for
these cells. The eNodeB does not remove neighbor relationships with
these cells from NRTs when removing redundant neighbor relationships,
preventing these neighbor relationships from being repeatedly removed.
• If this parameter is set to WHITE_LIST for a PLMN, the eNodeB can add
cells of the PLMN to NCLs and NRTs by ANR. In addition, ANR
automatically sets the Neighbor Cell Plmn Label parameter to WHITE
for these cells.

 Management of neighboring E-UTRAN frequency measurement flags is controlled by


the LTE_NFREQ_MEAS_MGMT_SW option of the CellAlgoExtSwitch.AnrOptSwitch
parameter. If this option is selected, the eNodeB automatically adjusts the setting of the
FREQ_MEAS_FLAG option of the EutranInterNFreq.AggregationAttribute parameter
based on the measurement reports of frequencies sent by UEs.
 Management of neighboring NG-RAN frequency measurement flags is controlled by
the NR_NFREQ_MEAS_MGMT_SW option of the CellAlgoExtSwitch.AnrOptSwitch
parameter. If this option is selected, the eNodeB automatically adjusts the setting of the
FREQ_MEAS_FLAG option of the NrNFreq.AggregationAttribute parameter based on
the measurement reports of frequencies sent by UEs.
 If the FREQ_MEAS_FLAG option is selected for a neighboring frequency, the eNodeB is
allowed to deliver this neighboring frequency to UEs to perform measurements such as
mobility measurements. If this option is deselected, the eNodeB does not deliver this
neighboring frequency to UEs.
 Neighboring Frequency and UE Selection
 The eNodeB selects all neighboring frequencies (defined by the
EutranInterNFreq or NrNFreq MOs) of the serving cell for periodic
measurements, and automatically selects UEs in the serving cell to perform the
measurements based on the following parameter and option:
• ANR.NFreqMeasUeNum, which specifies the number of UEs to perform
periodic measurements of neighboring frequencies.

• For management of neighboring NG-RAN frequency measurement flags,


the eNodeB automatically selects UEs to perform the periodic
measurements of the neighboring NG-RAN frequencies.
• For management of neighboring E-UTRAN frequency measurement
flags, the LTE_NFREQ_MEAS_UE_SEL_SW option of the
CellAlgoExtSwitch.AnrOptSwitch parameter specifies the type of UEs to
perform periodic measurements of neighboring E-UTRAN frequencies. If
this option is selected, the eNodeB can select 4G or 5G UEs to perform
periodic measurements of neighboring E-UTRAN frequencies. If this
option is deselected, the eNodeB selects only 4G UEs to perform periodic
measurements of neighboring E-UTRAN frequencies.

 Neighboring Frequency Measurement Period Configuration


 Each neighboring frequency measurement period starts with an active
measurement period (15 minutes) and is composed of N alternate active
measurement periods and idle measurement periods (N is specified by
ANR.NFreqMeasStatPeriodNum), as shown in the following figure. The length of
an idle measurement period is specified by the ANR.NFreqMeasIdleStatePeriod
parameter.

 Automatic Adjustment of Frequency Measurement Flags


 After management of neighboring frequency measurement flags is enabled, the
eNodeB automatically adjusts the frequency measurement flags (specified by the
FREQ_MEAS_FLAG option) of neighboring frequencies based on the
measurement results at the end of each neighboring frequency measurement
period till this function is disabled.
 When an active measurement period starts, UEs start measurements of
neighboring frequencies and send measurement reports of the neighboring
frequencies. After the active measurement period ends, UEs enter an idle
measurement period and stop measuring neighboring frequencies.
 The range of neighboring frequencies to be measured varies with the
measurement period, as shown in the preceding figure. The procedure for
automatically adjusting the frequency measurement flags of neighboring
frequencies is as follows:
• During an odd-numbered measurement period, UEs measure all
neighboring frequencies. At the end of a measurement period, if the
eNodeB does not receive any measurement report about a neighboring
frequency for which the FREQ_MEAS_FLAG option is selected, the
eNodeB deselects the FREQ_MEAS_FLAG option for the frequency.
Otherwise, the setting of the FREQ_MEAS_FLAG option remains
unchanged for the frequency. At the end of a measurement period, if
the eNodeB receives at least five measurement reports about a
neighboring frequency for which the FREQ_MEAS_FLAG option is
deselected, the eNodeB selects the FREQ_MEAS_FLAG option for the
frequency. Otherwise, the setting of the FREQ_MEAS_FLAG option
remains unchanged for the frequency.
• During an even-numbered measurement period, the eNodeB instructs
UEs to measure only neighboring frequencies for which the
FREQ_MEAS_FLAG option is deselected. At the end of a measurement
period, if the eNodeB receives at least five measurement reports about a
neighboring frequency for which the FREQ_MEAS_FLAG option is
deselected, the eNodeB selects the FREQ_MEAS_FLAG option for the
frequency. Otherwise, the setting of the FREQ_MEAS_FLAG option
remains unchanged for the frequency.
