Every Book has two separated documents:
(1) Standard Specification is the typical specification for all RHDHV projects
(2) Particular Specification is the specific specification issued for a particular project by altering the
standard specification:
giving specific information as required by the standard specification;
modification of text in the standard specification;
adding or omitting text/clauses in the standard specification.
Non-altered clauses shall be noted with “Referred to Standard Specification”. Therefore, Particular
Specifications shall be used alongside the Standard Specifications.
Any specific requirements stated in the project Particular Specifications override requirements
given in Standard Specifications.
Specifications define minimum criteria chosen by the Engineer and the Employer. Any alternative or
deviation from the Specifications shall be submitted to the Engineer for consideration and acceptance.
It is important to emphasize that The Engineer’s acceptance shall not relieve the Contractor from any
duty obligation or responsibility the Contractor has under or in connection with the Contract.
Contractors shall always receive ‘Book A – General Requirements’ and other relevant Books
corresponding to the Contractor’s scope of work.
Languages: Specifications are written in English and could be translated to local languages if required.
English shall be prevailed in case of any conflict.
Abbreviations:
▪ CDE: Common data environment (such as Box, Asite, BIM360, SharePoint, etc.)
Project summary
Project summary describes the overall scope of the project and is specified in Book A Particular
Specification.
Scope of works
A detailed description of the scope of works is given in Book A Particular Specification. The description
is not exhaustive and shall be read in conjunction with all other documents in the Contract.
The works included in the Contract comprise the furnishing and installing of all materials and equipment
necessary to form the complete construction of the works shown in the contract documents, which
include but not limited to drawings and Specifications.
The construction materials, equipment, finishes, fixtures etc. shall be the same or closely similar to those
shown on the contract drawings and/or described in Specifications.
All works shall be constructed in accordance with this Specification and its particularized one as well
with the contractual drawings.
The Contractor shall be responsible that all materials and items, mentioned and/or described in this
Specification and its particularized one and/or shown on the drawings and/or deemed necessary for the
proper and workman like execution of this project will be purchased, delivered, supplied, processed,
fixed, finished and tested by himself or under his authority unless specifically stated otherwise in the
Contract documents.
Where the Contractor is required in this Specification and its particularized one or other Contract
documents to purchase, deliver, provide, make available, allow or pay for installations, services, etc., it
shall be deemed that such costs have been provided for and included in the Contract Sum unless stated
otherwise.
▪ Other internationally accepted standard where specifically mentioned on the drawings or in this
Specification;
Required standards shall be specified in Particular Specifications.
▪ Surveys, also pre-award such as site visits (to get acquainted with the site characteristics);
▪ Environmental surveys;
▪ Movement monitoring;
Temporary drainage
The Contractor shall provide the following with respect to temporary storm water and wastewater
drainage system:
▪ Septic tanks;
▪ Holding tanks;
▪ Sewage pumping;
▪ Drainage infrastructure;
Site accommodation
The Contractor shall provide and erect all temporary offices, stores, fabrication yards, etc. that may be
necessary for the construction works. The Contractor shall provide the following as part of his site setup.
▪ Computers as laptops or desktops with sufficient quality for working for his staffs;
Security
The Contractor will be required to supply all day and night security and protection of the Works that he
may deem necessary, during the whole performance of the Contract, and he will be held responsible
for all losses or damage to his own materials on site or work in progress or to materials on site or work
in progress of his own sub-contractors.
Refer to more security requirements in Chapter 05.
Security lighting
The Contractor shall provide all temporary artificial lighting required for the security of the works. The
Contractor shall provide and maintain all temporary panels, cables and wiring, and shall arrange for the
clearing away at completion of all temporary provisions.
Lightning system
Contractor shall install a temporary ear-thing system for lightning protection to cover the complete
construction area. Ground resistance for lightning system must be below 10 ohms. Drawings for the ear-
thing system shall be submitted for approval before installation.
Prevention of trespass
The Contractor is to confine his operations to the actual construction site and is to prevent any trespass
on adjoining areas by the workers engaged on the construction site.
Protection
Protection of works
The Contractor will be solely responsible for the safety of the whole of the works including the materials
and plant on site until the Contract is accepted by the Employer as complete. He is to allow for supplying
all necessary materials and effectively protecting the whole of the works from damage, from whatever
cause arising, and is to allow for keeping the works free from storm water, subterranean water and
flooding by protecting with suitable covering, pumping, baling or as otherwise required or directed.
In areas with combustible materials and where otherwise directed by the Engineer, sufficient numbers
of fire extinguishers, to the approval of the Engineer, shall be provided.
The Engineer may require specific adjacent structures to be surveyed and photographed in detail before
the commencement of the works and for all existing cracks in the structure to be recorded and
dimensioned on a drawing.
No construction, foundation, working area, etc. is to exceed the boundary of the site.
▪ The Contractor shall be responsible for general watching but each contractor shall be responsible
for the watching of his own tools and materials stored on the building site or the materials already
incorporated in the works;
▪ The Contractor is to obtain from all other Contractors’ full particulars of their requirements with regard
to chases, recesses, concrete supports and other such details, and is to supply them with all
necessary dimensions and other information to enable their works to be correctly carried out and
subsequent alterations avoided.
Alterations necessitated by the Contractor's failure to supply requisite information will be at his own cost.
The Contractor shall, in addition to his programme of works, prepare short term schedules for his own
and his subcontractors’ works which shall contain clear indications of works that have to be done by
other contractors or installers in order to prevent delay in the works, and the Contractor shall submit
copies of his short term planning sheets to all involved parties, including the Employer and the Engineer.
If required, the Contractor shall vary his programme of works and/or his detailed planning schedules to
allow for special circumstances or changes in the requirements of the Employer.
The Contractor shall closely watch the performance of each party engaged on the project and shall
immediately inform the Engineer in writing about occurrences that will or could influence the scheduled
progress. The Contractor shall also report in writing to the Engineer immediately whenever he suspects
or becomes aware of insufficient cooperation or performance of any of the other contractors and/or
installers or of circumstances that will affect the required quality and rate of progress of the works.
ADMINISTRATIVE MANAGEMENT
Communication
If the Employer does not have any specific request on any particular communication system which
should be applied in the project, the Engineer shall instruct its system through a Procedure / Plan,
which should be complied by all parties.
Minutes of Meetings
The Engineer shall call site or project meetings in accordance with paragraph 3.5.
These meetings shall be under the direction of the Engineer and decisions made during these meetings
shall be binding and included in the minutes of meeting.
Should the Contractor disagree with the contents of any minutes of meeting, he may make his comments
as soon as possible or in the next project meeting latest, and such comments will then be recorded in
the minutes of that meeting.
Digital communication
Communication can be made digitally via emails, messaging applications, etc. However, only
communication via emails is official. Specific digital communication protocol shall be agreed upon.
Official letters
All official letters (e.g. pertaining to contractual matters) shall be prepared and signed by an authorized
person of a party submitting the letter. Same way, official letters shall be addressed to an authorized
person of a party receiving the letter. All personnel that should be informed about a letter’s subject, shall
receive the letter as well.
Verbal communication
All verbal communications are considered as unofficial unless written Instructions are received by the
instructed party(ies) or in relevant minutes of meeting.
▪ Applicable Common Data Environment (CDE) platform to store and exchange documents between
parties. CDE can be Box, Asite, BIM360, etc. or the combination of multiple platforms, where project
participants are able to access within their granted permission;
▪ File Naming Convention is how document / file should be named in the way of ensuring recognition
and revision control;
Site records
The Contractor should keep site records in an orderly manner by proper document control.
Hard copies shall be kept orderly in cabinets according to project’s filing system. Hard copies shall be
scanned and saved by the Contractor in agreed CDE.
Soft copies shall be kept orderly in server or CDE according to project’s filing system.
Filing system shall take into account project completion documents and as-built drawings.
Reporting
The Contractor shall submit following reports to the Engineer as minimum requirement.
Report Requirements
• The Contractor shall keep a diary on the site, in which shall be recorded with site daily
operation such as workers on site, materials and equipment related, drawings, special
Daily report / Work diary occurrences, etc.
• A copy of the diary shall be submitted daily to the Engineer for his perusal. The original
diary shall become the property of the Employer.
The Contractor shall submit Weekly Reports, which reflect weekly progress of works
Weekly report execution on the basis of performed volumes in comparison with what was planned and with
analyses of deviations, so as forecasts provided for the next construction periods.
The Contractor shall submit Monthly Reports to the Engineer and the Employer. Monthly
Reports reflect monthly progress of works execution with regards to Health, Security, Safety
Monthly report and Environment, summary report of work performed, any delay, progress compared to plan,
updated schedule, key milestones, labour resources, any variations, financial status, risk
assessment and works planned for next month, etc.
The Contractor shall submit Accident / Incident report to the Engineer and the Employer
whenever any accident / incident happening on site. In the report, the Contractor shall

analyse the situation, root causes, actions taken place to correct the situation and actions to
prevent it from happening in future.
Meetings
The Engineer shall determine the types of meetings required for the management of project. These can
be, but are not limited to the meetings below.

Payment management
Payment procedure shall be according to the Contract conditions and/or as the agreed project’s
procedure.
Construction schedule
The Contractor must prepare a detailed construction schedule (the contract schedule) in agreed software
on the basis of the project schedule provided by the Engineer at the start of construction. The schedules
should be made taking project risks into account such as weather, logistics, manpower availability,
material availability, safety, etc. The contract schedule shall be submitted for the approval of the
Engineer and the Employer. The baseline schedule shall not be amended unless reviewed and approved
by the Engineer. A modification of the schedule will not constitute an extension of time claim unless the
extension of time has been specifically requested by the Contractor and approved by the Engineer and
the Employer. The Contractor is fully responsible for following up the contractual milestones and
schedule.
The contract schedule shall be in such a form, and shall use such method of planning, that delays, and
the effects of delays can be discovered at an early stage and steps can be taken to correct and prevent
such delays. The total construction period of this schedule shall be the period stated in the Contract or
such shorter period that the Contractor thinks possible. When necessary, the Contractor shall prepare
amended schedules for the approval of the Engineer.
Based upon the approved contract schedule, the Contractor shall prepare working schedules and s-
curves for each individual construction item or process. The working schedules shall detail each and
every construction item or process, on a day-to-day scale.
Progress shall be shown on the working schedules by progress lines indicating the percentage of work
done, and they shall be submitted weekly.
Other schedules
Based on accepted detailed construction schedules the Contractor shall develop and timely submit (as
agreed with the Engineer) the following schedules:
▪ Catch-up schedule;
Risk Management
The Contractor shall prepare monthly a risk management analysis to identify upcoming risks and to
prepare mitigation measures.
Staff management
The Contractor shall make available all staff members that are required to ensure the proper and smooth
running and timely completion of the project. Such staff shall have the proper qualifications and
experience for the work on which they will be engaged. Should there not be a contractual organization
chart, the Contractor shall propose, for approval by the Engineer, his senior staff members.
The Project Manager, Site Manager and Safety Supervisor/Manager of the Contractor must be able to
speak, understand, read and write English and the main communicated language in the project.
The Engineer reserves the right to instruct the Contractor to replace any of the Contractor’s staff in the
case of their misbehaviour, or if the Engineer is of the opinion that the staff are incompetent in their fields
of work.

DESIGN

Dimensions
Figured dimensions as indicated on the drawings are to be followed and in no case shall dimensions be
scaled from the drawings. Whenever possible, dimensions are to be taken from the building(s). Before
any work is commenced by specialist firms, dimensions must be checked on the site and/or the
building(s) and agreed with the Contractor, who shall be responsible for the accuracy of such dimensions
irrespective of the comparable dimensions of the drawing(s).

▪ Manpower planning and any changes in organization chart, roles and responsibilities compared to
the initial agreement;
The Contractor shall not order materials or start with any special process or method of execution of
works till the acceptance of the Engineer has been obtained. If required by the Engineer, the Contractor
shall provide him with copies of the purchase orders for such materials.
Samples
Samples required by the Engineer are to be provided without delay at the Contractor's expense and
shall be in accordance with the relevant standard method of sampling. The samples shall be taken in
such a way or by such a method that they can be considered to be representative of the full quantity of
materials or work from which they are taken. The samples, when approved, will be kept by the Engineer,
who has the right to reject all materials or workmanship that are not corresponding in quality and
character with the approved samples. Suitable, labelled boxes or containers for the storage of samples
shall be provided by the Contractor at his own expense.
Mock-up approval
Some works may require a mock-up by the Contractor, which shall be requested by the Engineer. The
Contractor shall provide mock-ups free of charge for consideration no later than required days before
intended usage of such material or execution of such work on site.
All approved samples and mock-ups shall be stored by the Contractor in a sample room/container or
shall remain on site until requested to be removed.

Subcontractor management
The Contractor shall be responsible for the work of all Subcontractors, for managing and coordinating
all the Subcontractors’ works, and for the acts or defaults of any Subcontractor, any Subcontractor’s
agents or employees, as if they were the acts or defaults of the Contractor. The Subcontractor must
follow all Specifications and site procedures.
The Contractor shall provide all necessary qualified personnel to manage its Subcontractors
Certificates
The contractor shall provide all certificates as required in the Contract Conditions and in accordance to
TCVN / QCVN regulations and/or other project requirements.
Materials and equipment shall, unless otherwise directed by the Engineer, be tested before leaving the
manufacturer's premises and the Contractor shall obtain and supply to the Engineer for his approval
certificates from the manufacturer, showing that the materials and equipment have been tested
according to the relevant specification or standards.
Testing
Factory Acceptance Test (FAT)
For main equipment and components, as per suppliers / manufacturers QA & QC system and/or as
defined by the Engineer, FAT to be performed and documented. The Contractor to invite the Engineer
to witness the FATs and to include all cost related to these FATs.
Tests
The Contract shall perform all tests as required by TCVN / QCVN regulations and as specified in design
drawings and specifications.
Testing institutes
The Contractor shall notify the Engineer which institute(s) is selected by him for the testing of
construction materials and the Engineer reserves the right to inspect the facilities and equipment of the
institute(s) and informs the Contractor which of the said institute(s) is acceptable for the said testing of
construction materials.

corrective actions and submit them to the Engineer for review and acceptance. After acceptance of
proposed corrective actions, the Contractor shall carry out necessary works/actions. After that, the works
shall be inspected and approved by the Engineer.
At taking over, all NCRs must be closed, unless otherwise decided by the Engineer.
COMPLETION
Close out and handing over
The following shall be included with respect to the project close out and handover by the Contractor:
▪ Pre-completion inspections;
▪ Final inspections;
▪ Training of the Employer’s staff in the operation and maintenance of the building and service
systems;
▪ Provision of tools and portable indicating instruments for the operation and maintenance of building
and service systems.

The documents shall be submitted to the Engineer for approval and be approved prior to the issue of
the Taking-over Certificate.
Cleaning
The Contractor shall perform a final builder’s clean upon handover of the project.
Training
The Contractor shall train the Employer’s personnel. The basis of the training shall be the final
documentation. The training shall take place with regards to:
Taking over
The Contractor is fully responsible for organization, notification and timely performed activities on
Taking-Over.
All testing and commissioning activities, outstanding works, rectification of defects and similarity (Refer
to Chapter 07) shall be completed and accepted by the Engineer in the scheduled date of Taking-Over.
The final joint inspection by the Employer, the Engineer and the Contractor shall take place on the date
of Taking-Over. If the inspection reveals additional outstanding items, decision is to be made by the
Employer – if the object can be taken over in an incomplete state or not. If the Employer agrees, then
correspondent information on newly revealed outstanding items and deadlines for their rectification shall
be mentioned in the Taking-over Certificate (TOC). In case the Employer refuses to take over any object
which is newly revealed as an outstanding item, Contractor shall rectify such and inform other parties
about a new inspection date.
The following activities shall be successfully finished by the Contractor and accepted by the Engineer
and Employer before the TOC issuance:
