Introduction

The primary purpose of the Government is to serve and protect the people. The police power of the state is
primarily for the benefit of those who cannot defend themselves. Thus, the city also has the duty of protecting the
country in times of war, and the Government may require the citizen to render military service. The youth as the
future builders and leaders in this country, the Government should ensure that the youth shall develop their physical,
moral, intellectual, and social well-being and enhance the nationalism and uplift their awareness about the different
social issues. The Government recognizes the vital role of the youth in nation-building, and because of this
recognition, the state-mandated the subjects which will develop their holistic personality. As the hope of the
motherland, the youth should be productive and be ready to fulfill their duties as a good citizen of the country. And to
produce this kind of citizen. All college students should have undergone the National Service Training Program
(NSTP).

Article 1, section 3 of of the RA 9163 states that:

 It is a program that aims at enhancing civic consciousness and defense preparedness in the youth by
developing the ethics of service and patriotism while undergoing training in any of its three (3) program

components. Its various components are specially designed to enhance the youth's active contribution to the
general welfare.

Components of NSTP

 ROTC- Reserve Officers Training Corp


 Provides military training in order to motivate, train, organize and mobilize students for national defense
preparedness.
 The skills being developed among the cadets are military leadership, basic combat; map reading,
militaryintelligence, artillery operations, unconventional warfare, marches and bivouac training.

 CWTS- Civic Welfare Training Service


 Refers to the activities contributory to the general welfare and betterment of life for the members of the
community or theenhancement of its facilities, especially those devoted to improving health,
environment, entrepreneurship, safety, recreation and moral of the citizenry. Students participate in
several communitydevelopment activities like shelter-building,tree planting, medical missions and
thelikes.

 LTS- Literacy Training Service


 Trains the student to teach literacy andnumeracy skills to school children, out-of-school youth and other
segments of societyin need of their servicesStudents hold tutorials and other non-formaleducation
related activities in public schoolsand underprivileged communities therebypromoting the importance of
educationamong grade school and high schoolstudents, even adults, who were not giventhe chance to
study.
Who are covered by the NSTP Law?

All incoming freshmen students, male and female, starting school year (SY) 2002-2003, enrolled in any
baccalaureate and in at least two (2) year technical-vocational or associate courses, are required to complete
one (1) NSTP component of their choice, as a graduation component.

All higher and technical-vocational education institution must offer at least one (1) of the NSTP Components

State Universities and Colleges (SUCs), shall offer the ROTC component and at least one (1) other NSTP
component.

The Philippine Military Academy (PMA), Philippine Merchant Marine Academy (PMMA), Philippine National
Police Academy (PNPA), and other SUCs of similar nature, in view of the special character of these
institutions, are exempted from the NSTP.

Private Higher and Technical-Vocational education institutions with at least 350 students’ cadets, may offer the
ROTC component and consequently established/maintain a Department of Military Science and Tactics
(DMST), subject to the existing rules and regulations of the Armed Forces of the Philippines (AFP).

What is the duration and equivalent course unit of each of the NSTP COMPONENT?

 Each of the NSTP components shall be undertaken for an academic period of two (2) semesters for 54 90
training hours per semester. It shall be credited for three (3) units per semester.
What fees shall be charged to students taking any of the NSTP component?

 No other fees shall be collected except basic tuition fees, which should not be more than 50% of the charges
of the school per academic unit.
Who are covered by the suspension of the ROTC requirement?

 The completion of ROTC training as a requisites for graduation is set aside for students who have completed
all their academic requirements for their respective courses as certified by the school on or before the
effectively of the NSTP Act of 2001, which is March 23, 2002. The concerned students may apply graduation
with their respective schools.
What happens to male students who are currently enrolled and have not taken nor completed the ROTC
requirements for graduation?

Male students who are not covered by Section 12 of this rule and are currently enrolled but have not taken any
Military Science (MS), Civic Welfare Service (CWS), or Law Enforcement Service (LES) programs shall be
covered by the NSTP Law.

Male students who have completed two semesters of the expanded ROTC (E-ROTC)/National Service
Program (NSP) are deemed to have complied with the NSTP requirement.

Male students who are not covered by Section 12 of this rule and have taken only one (1) semester of basic
ROTC or E-ROTC/NSP shall take one more semester of any of the of the NSTP components to qualify for
graduation

Students who want to qualify for enlistment in the Reserve Force or attend the advanced ROTC program shall
undertake a special program for this purpose.

How are clustering and cross-enrollment done?

Clustering of students from different education institutions during semestral or summer periods may be done
for any of the NSTP component, taking into account logistics, branch of service and geographical locations.
The host school shall be responsible in managing the Program.

Schools that do not meet the required number of students to maintain the optional ROTC and any of the NSTP
components, or do not offer the component chosen by the students, shall allow their students to cross-enroll to
other schools, irrespective of whether such school is under CHED or TESDA; and in case of the students
taking the ROTC component, irrespective of whether the two semesters shall be taken from different schools
whose ROTC are managed by different branches of service of the Armed Forces of the Philippines (AFP).

Students intending to cross-enroll shall subject to the existing rules and regulations of the school of origin and
the accepting school

Who will manage the NSTP implementation?

The school authorities shall exercise academic and administrative supervision over the design, formulation,
adoption and implementation of the different NSTP components in their respective schools.

In the case of the ROTC, the school authorities and Department of National Defense (DND), subject to the
policies and regulations and programs of DND on the military component of training, shall exercise joint
supervision over its implementation.

Schools which have contacted CHED-accredited or TESDA-recognized Non Government Organizations


(NGOs) to formulate and administer training modules for any of the NSTP components shall jointly exercise
such academic and administrative supervision with the NGOs.

CHED Regional Offices, TESDA Provincial/District Offices and DND-AFP (Through the Major Service Reserve
Commands), shall oversee and monitor the implementation of the NSTP under their respective jurisdiction, to
determine if the trainings are being conducted in consonance with the objectives of the NSTP Law.

What are the guidelines for the accreditation of NGOs to formulate and administer training modules?

CHED/TESDA shall jointly accredited NGOs which satisfy the following:

 Duly registered with the securities and exchanged commission (SEC)/Cooperative Development Authority
(CDA).
 Have good track record of community service;
 Have qualified personnel with experience in program implementation
 Viable and sustainable organization, and
 Program of Instruction (POI)/Curriculum Program for Civic Welfare for Training Service (CWTS) which should
include the dimension s of development such as Health and Nutrition, Safety and Security, Recreation,
Education and Training, Entrepreneurship and Social Welfare and Concerns particularly Dangerous Drug
Prevention and Control, Voters Awareness and Poverty Alleviation.
 Accreditation Certificate shall be issued for a maximum period of three years subject to renewal/revocation
upon periodic evaluation.
What are the basic guidelines for the formulation of the NSTP Curriculum?

The curriculum shall be formulated by the Program Coordinator duly approved by the school authorities, copy
furnished CHED/TESDA Regional offices. It shall comply with the intent and requirement of the NSTP and its
components.

It shall provide for both lecture and practicum activities. NSTP Practicum activities shall be separate from the
practicum requirements of other subjects/ courses.

The course syllabi shall clearly define the objectives, contents, activities, requirements and student evaluation
system.

Program Coordinators and instructors/lecturers shall be duly qualified in terms of training and experience, to
handle their respective assignments.

What is CMO No. 5, s. of 2003?

It is the Utilization of the NSTP trust Fund wherein:

NSTP Fees collected shall constitute a Trust Fund, 70% of which shall be exclusively for the operation of the
program;

The remaining 30% retained by the school, shall serve as contingency funds especially in unprogrammed
activities not originally included in the Program of Expenditures (POE) prepared by the ROTC Commandant or
CWTS/LTS Coordinator and approved by the school head;

The remaining fund balance shall be carried over to the next semester;

Expenditures/Disbursements shall be subjected to periodic audits by the proper school authorities and
concerned NSTP officers and

ROTC Commandants/CWTS and LTS Program coordinators shall submit a comprehensive report on the
utilization of the NSTP Funds to their respective school heads and Reserve Unit

Commanders/Program Heads, two (2) weeks after the end of every semester.

What is NSTP-One Summer Program (NSTP-OSP)?

 NSTP-OSP is created under RA 9163 or the NSTP Act of 2001, specifically section 6 and jointly devised,
formulated and adopted by DND, CHED and TESDA.
 NSTP-OSP is established for the three (3) components: ROTC, CWTS and LTS. This is intended for
graduating students in baccalaureate or at least two-year technical-vocational or associate courses, who
have yet to comply with the NSTP as a requirement for graduation, as well as for the students, who will be
free of the NSTP activities during the regular semesters, thus allow them to concentrate on the academic
subject s and other co-curricular concerns.
What is the National Service Reserve Corps (NSRC)?

 NSRC is created under section 11 of RA 9163 or the NSTP act of 2001, composed of graduates of the non-
ROTC components: the CWTS and LTS. Members of this Corps may be tapped by the state for literacy and
civic welfare of Activities, through the joint efforts of DND, CHED and TESDA.

Historical Background of ULS-NSTP


The 1935 Philippines Constitution requires all able male citizens who are 18 years old and above were called
to join the military to undergo training. Those who qualified are inducted into the active service and those that are not
were placed on a reservist list. This Law was called The National Defense Act, and lately, it was amended to become
a National Service Training Program (NSTP) under the Republic Act 1963 aims to enhance civic consciousness and
defense preparedness among the youth by developing the ethics of service and patriotism while undergoing training
in any of each component: The Reserved Officer's Training Corp (ROTC), the Civic Service Training Service
(CWTS) and the Literacy Training Service (LTC) as part of the academic requirement for all first-year students in all
Higher Education Institutions.

The previous curriculum in the Tertiary Education in which ROTC was the only subject for male students
brought several problems. Whether the students like the subject or not, they could not graduate without taking the
course.
Like any other organization, schools today must be proactive if they hope to become effective and globally
competitive. Education today is overshadowed by the universal demands for improving the school's facilities,
particularly in the curriculum. In this context of change brought about by the National Service Training Program
(NSTP) Act of 2001. RA 9163 and its IRR. As mandated by RA 9163, known as the National Service Training
Program, the NSTP Department is concerned with the proper implementation of the IRR on civic consciousness
ROTC among the youth by developing the ethics of service and patriotism during training.
After 20 years of implementing the said program, a Revised Implementing Rules and Regulation of the
Program was issued by the Commission of Higher Education (CHED), National Defense, and the Technical
Education Skills Development Authority (TESDA). It is specifically stipulated that all higher education institution,
including State Universities and Colleges and Technical-Vocational Education institutions must offer upon enrollment
all the three (3) NSTP Components, the Program of the study (syllabus) and enrollment forms shall bear the NSTP
without stating therein the three components and all first-year students in the first semester shall be made to undergo
a common module phase for 25 hours training period. Subjects covered are: citizenship training, drug education,
disaster awareness, preparedness and management, environment protection, and other national security concerns.
Upon completing the common module phase, the student must select the NSTP program component that she/he will
pursue. In view thereof, the Regional NSTP Implementers Association and CHED Region 02 sought it important to
update the skills and knowledge of all implementers of both military and non-military program components on NSTP.
The National Service Training Program (NSTP) was implemented by the University of La Salette, Inc. (ULS)
in accordance with the Republic Act (RA) 9163, an Act Establishing The National Service Training Program (NSTP)
for Tertiary Level Students, enabling the government to create a program that will encourage the youth to actively
participate in civic welfare and literacy initiatives as well as defend the country in times of war.
In the year 2001, the University NSTP Coordinator, through its nstp Coordinator and Faculty Extension
Coordinators/Instructors, are the prime movers of the NSTP Department; hence the NSTP Curriculum was
developed. The CWTS component was proposed to all Tertiary Education institutions. The topics are on Self-
Awareness, Communalism and Nationalism, Security and Defense Preparedness, Values Development, Health
Education, Environment sanitation, Safety Disaster Preparedness, and other Social Welfare concern are done and
implemented thru workshops, seminars, and lectures/discussions.
During the First Semester of S.Y. 2011-2012, a 3rd Regional NSTP Implementer’s Congress with the theme
Empowed NSTP 02: “Soaring together in Synergy of Directed Leadership” was held at University of La Salette,
Center for Professional Development, Santiago City. The objectives of the Congress are: To have a common

interpretation of the latest revision of IRR; To strengthen the capacity to implement the program; To generate ideas,
opinions of coming up with a common module/manual of operations/POI/ concrete action plan relative to the NSTP
Immersion Activities, where all NSTP Director, Coordinator, ROTC Commandant, Component Coordinators, Corps
Commander and Advanced ROTC Officers developed NSTP-CWTS curricula and training program for a unified
training program for barangay immersion.
After the students' empowerment through seminars and workshops, before the assumption of their roles,
they were handed each their corresponding authority with their accompanying obligations. In school activities, the
NSTP students participated in the different activities: Trees for life: Million Seedlings Green Philippine Highways with
DENR Region 02 for Planting and Nurturing Project Vegetable Garden, Operation Linis and Alay sa Belen.
The ULS- NSTP students also had their tutorial and remedial teaching (once a month) wherein the parents
are their primary concern to equip them with the basic communication, computation, reading, and writing skills.
Throughout these modified programs, functional literacy programs, education on pressing issues, environmental
care, sustainable development, and promotion of a culture of peace and other projects were implemented.
ULS-NSTP Office introduced community organizing and project development to the students for the
succeeding years and started community-based projects. Partner communities included selected barangays in the
City of Santiago. Each college in the University has adopted one (1) barangay to cater to. The NSTP Office, in
coordination with the Office of Extension Services, had continuously undertaking community services/outreach
activities in the different adopted barangays in Santiago City.
To organize and formalize student activities documentation, the NSTP-CWTS Office developed report
templates and assessment and evaluation instruments. Online report submission and transactions were also
established for more efficient document processing. Relevant societal concerns were discussed in the class to create
awareness and civic consciousness. Orientation/seminars and discussions were also done to understand the current
issues besetting the country.
Currently, the ULS NSTP-CWTS continues to enhance its curriculum in training the students to become
responsible citizens who could greatly contribute to the country's general welfare. It utilizes the student's ‟ talents and
technical expertise in assisting the community‟s development. The program is constantly changing and adjusting to
the needs of the students and the community.
Vision
The ULS-NSTP envisions Salettinian leaders and citizens serving as agents towards attaining quality of life,
sustaining peace, unity, cooperation, and growth of the adopted communities. "so that they may have life and have it
to the full (John 10:10)”.
Mission

The ULS NSTP is a dynamic service that provides capability enhancement for civil welfare geared towards
encouraging youth to improve their knowledge, skills, and values on various endeavors deepening their commitment
to community service and responsiveness in attaining peace towards nation-building.
Goals
Enhance civic consciousness and national defense preparedness among the Salettinian youth, specifically
conforming to their total development as nation-building agents.
Objectives
1. Promote civic consciousness among the Salettinian youth;
2. Develop the Salettinian youth's physical, moral, spiritual, intellectual, and social well-being;
3. Inculcate ideology of patriotism, nationalism, and set forward their involvement in public and civic affairs;
and
4. Motivate, train, organize and involve the youth in civic welfare programs and other related endeavours in
the service of the nation.
Coverage and Duration of NSTP
All incoming freshmen students, both male, and female enrolled in any baccalaureate and at least two (2)
year technical-vocational or associate courses must complete one (1) NSTP component of their choice graduation
requirement. The NSTP shall be undertaken for an academic period of two (2) semesters, credited for three (3) units
per semester, and with a contact period from 54 to 90 hours per semester.
Components of ULS-NSTP
The University of La Salette, Inc., implements the Civic Welfare Training Service (CWTS ) and Literacy
training Service (LTS) to hone the civic consciousness of the students by developing the value of service and
commitment for the welfare and the betterment of all members of the community and uphold to fortify the student’s
active and productive participation in the program and activities intended to elevate the various extents of
development in relation with our institutional mission vision and Salettinian Core Values.
5. Civic Welfare Training Service (CWTS) - refers to activities contributory to the general welfare and the
betterment of life for the members of the community or the enhancement of its facilities, especially those
devoted to improving health, education, environmental, entrepreneurship, safety, recreation and moral of
the citizenry and other social welfare services.
6. Literacy Training Service (LTS) - is designed to train the students to teach literacy and numeracy skills to
school children, out-of-school youth, and other segments of society in need of their services.

AN ACT ESTABLISHING THE NATIONAL SERVICE TRAINING PROGRAM (NSTP)

FOR TERTIARY LEVEL STUDENTS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7077 AND
PRESIDENTIAL DECREE NO. 1706, AND FOR OTHER PURPOSES

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title - This Act shall be known as the "National Service Training Program

(NSTP) Act of 2001".ch

Sec. 2. Declaration of Policy - It is hereby affirmed the prime duty of the Government to serve and protect its citizens.
In turn, it shall be the responsibility of all citizens to defend the security of the state and in fulfillment thereof,
the Government may require each citizen to render personal, military or civil service. Recognizing the
youth's vital role in nation-building, the state shall promote civic consciousness among the youth and shall
develop their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth
patriotism, nationalism, and advance their involvement in public and civic affairs. In pursuit of these goals,
the youth, the most valuable resource of the nation, shall be motivated, trained, organized and mobilized in
military training, literacy, civic welfare and other similar endeavors in the service of the nation.

Sec. 3. Definition of Terms - For purposes of this Act, the following are hereby defined as follows:

(a) "National Service Training Program (NSTP)" is a program aimed at enhancing civic consciousness and
defense preparedness in the youth by developing the ethics of service and patriotism while undergoing
training in any of its three (3) program components. Its various components are specially designed to
enhance the youth's active contribution to the general welfare.
(b) "Reserve Officers' Training Corps (ROTC)" is a program institutionalized under Sections 38 and 39 of
Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate,
train, organize and mobilize them for national defense preparedness.
(c) "Literacy Training Service" is a program designed to train students to become teachers of literacy and
numeracy skills to school children, out of school youth, and other segments of society in need of their
service.
(d) "Civic Welfare Training Service" refers to programs or activities contributory to the general welfare and
the betterment of life for the members of the community or the enhancement of its facilities, especially
those devoted to improving health, education, environment, entrepreneurship, safety, recreation and
morals of the citizenry.
(e) "Program component" shall refer to the service components of the NSTP as enumerated in Sec. 4 of this
Act.
Sec. 4. Establishment of the National Service Training Program. - There is hereby established a National Service
Training Program, which shall form part of the curricula of all baccalaureate degree courses and of at least
two (2)-year technical vocational courses and is a requisite for graduation, consisting of the following service
components: (1) The Reserve Officers' Training Corps (ROTC), which is hereby made option and voluntary
upon the effectivity of this Act;

(2) The Literacy Training Service; and

(3) The Civic Welfare Training Service The ROTC under the NSTP shall instill patriotism, moral virtues, respect
for rights of civilians, and adherence to the Constitution, among others. Citizenship training shall be given
emphasis in all three (3) program components. The Commission on Higher Education (CHED) and
Technical Education and Skills Development Authority (TESDA), in consultation with the Department of
National Defense (DND), Philippine Association of State Universities and Colleges (PASUC), Coordinating
Council of Private Educational Associations of the Philippines (COCOPEA) and other concerned
government agencies, may design and implement such other program components as may be necessary in
consonance with the provisions of this Act.

Sec. 5. Coverage - Students, male and female, of any baccalaureate degree course or at least two (2)-year technical
vocational courses in public and private educational institutions shall be required to complete one (1) of the
NSTP components as requisite for graduation.n

Sec. 6. Duration and Equivalent Course Unit - Each of the aforementioned NSTP program components shall be
undertaken for an academic period of two (2) semesters.

In lieu of the two (2) semester program for any of the components of the NSTP, a one (1)-summer program

Sec. 7. NSTP Offering in Higher and Technical-Vocational Educational Institutions - All higher and technical-
vocational institutions, public and private, must offer at least one of the program components; Provided, that
State universities and colleges shall offer the ROTC component and at least one other component as
provided herein; Provided, further, that private higher and technical-vocational education institutions may
also offer the ROTC if they have at least three hundred and fifty (350) cadet students.In offering the NSTP
whether during the semestral or summer periods, clustering of affected students from different educational
institutions may be done, taking into account logistics, branch of service and geographical considerations.
Schools that do not meet the required number of students to maintain the optional ROTC and any of the
NSTP components shall allow their students to cross-enroll to other schools irrespective of whether or not
the NSTP components in said schools are being administered by the same or another branch of service in
the Armed Forces of the Philippines (AFP), CHED and TESDA to which schools are identified.hanrobles

Sec. 8. Fees and Incentives - Higher and technical vocational institutions shall not collect any fee for any of the NSTP
components except basic tuition fees, which shall not be more than fifty percent (50%) of what is currently

charged by schools per unit. In the case of ROTC, the DND shall formulate and adopt a program of
assistance and/or incentive to those students who will take the said component. The school authorities
concerned, CHED and TESDA shall ensure that group insurance for health and accident shall be provided
for students enrolled in any of the NSTP components.n

Sec. 9. Scholarships - There is hereby created a Special Scholarship Program for qualified students taking the NSTP
which shall be administered by the CHED and TESDA. Funds for this purpose shall be included in the

Sec. 10. Management of the NSTP Components - The school authorities shall exercise academic and administrative
supervision over the design, formulation, adoption and implementation of the different NSTP components in
their respective schools; Provided, That in case a CHED- or TESDA-accredited non government
organization (NGO) has been contracted to formulate and administer a training module for any of the NSTP
components, such academic and administrative supervision shall be exercised jointly with that accredited
NGO; Provided, further, That such training module shall be accredited by the CHED and TESDA. The
CHED and TESDA regional offices shall oversee and monitor the implementation of the NSTP under their
jurisdiction to determine if the trainings are being conducted in consonance with the objectives of this Act.
Periodic reports shall be submitted to the CHED, TESDA and DND in this regard.

Sec. 11. Creation of the National Service Reserve Corps - There is hereby created a National Service Reserve
Corps, to be composed of the graduates of the non-ROTC Components. Members of this Corps may be
tapped by the state for literacy and civic welfare activities through the joint effort of the DND, CHED and
TESDA. Graduates of the ROTC shall form part of the Citizens' Armed Force, pursuant to Republic Act No.
7077.

Sec. 12. Implementing Rules. - The DND, CHED and TESDA shall have the joint responsibility for the adoption of the
implementing rules of this Act within sixty (60) days from the approval of this Act. These three (3) agencies
shall consult with other concerned government agencies, the PASUC and COCOPEA, NGOs and
recognized student organizations in drafting the implementing rules. The implementing rules shall include
the guideline for the adoption of the appropriate curriculum for each of the NSTP components as well as for
the accreditation of the same.

Sec. 13. Transitory Provisions - Students who have yet to complete the Basic ROTC, except those falling under Sec.
14 of this Act, may either continue in the program component they are currently enrolled or shift to any of

the other program components of their choice; Provided, That in case he shifts to another program
component, the Basic ROTC course he has completed shall be counted for the purpose of completing the
NSTP requirement; Provided, further, That once he has shifted to another program component, he shall
complete the NSTP in component. A

Sec. 14. Suspension of ROTC Requirement - The completion of ROTC training as a requisite for graduation is hereby
set aside for those students who despite completing all their academic units as of the effectivity of this Act
have not been allowed to graduate.

Sec. 15. Separability Clause - If any section or provision of this Act shall be declared unconstitutional or invalid, the
other sections or provisions not affected thereby shall remain in full force and effect.chanrobles

Sec. 16. Amendatory Clause - Sec. 35 of Commonwealth Act No. 1, Executive Order No.207 of 1939, Sections 2
and 3 of Presidential Decree No. 1706, and Sections 38 and 39 or Republic Act No. 7077, as well as all
laws, decrees, orders, rules and regulations and other issuances inconsistent with the provisions of this Act
are hereby deemed amended and modified accordingly.

Sec. 17. Effectivity - This Act shall take effect fifteen (15) days after its publication in two (2) newspapers of national
circulation, but the implementation of this Act shall commence in the school year of 2002-2003.

Summary

The National Service Training Program is a law otherwise known as the Republic Act 9163 or the NSTP Act
of 2001, is a program that aims at enhancing civic consciousness and defense preparedness in the youth by
developing the ethics of service and patriotism while undergoing training in any of its three (3) program components.
Its various components are specially designed to enhance the youth's active contribution to the general welfare. The
law was implemented effective school year 2002-2003 in all Higher Education Institutions.
