DIVISION MEMORANDUM

1. The Schools Division Office of Camarines Sur adopts the guidelines on study
leave privileges pursuant to the following:

A. OBJECTIVE
The availment of study leave privilege aims to regulate the grant of study leave
to employees of DepEd Camarines Sur consistent with the thrust of CSC to make
the division more dynamic and responsive.
B. DEFINITION OF TERMS
1. Study Leave shall be referred as a time-off from work with pay granted to
qualified employees to help them prepare for bar or board examinations or
complete their master's degree.
2. Vacation Leave Credit shall refer to leave credits earned on the basis of one
(1) day credit for every twenty-four (24) days of actual service or a fraction
thereof computed in accordance with Section 27 of CSC Memorandum
Circular No. 14, s. 1999
C. GENERAL GUIDELINESs
1. Employees may apply for study leave to prepare for bar or board examinations,
or to complete master's degree;
2. The following are the qualification requirements for study leave application:
a. Must have bachelor's degree that requires the passing of the bar or a
board licensure examination for the practice of profession;
b. Personnel should only complete a master's degree, not to enroll or to start
a master's degree;
c. The profession of field of study to be pursued must be relevant to the
mandate of the Department of Education, or to the duties and
responsibilities of the concerned personnel;
d. Must have rendered at least two (2) years of government service with at
least Very Satisfactory performance for the last two (2) rating periods
immediately preceding the date of application;
e. Must have no pending administrative or criminal case;
1. Must not have any current foreign or local scholarship grant;
g. Must have fulflled the service obligation of any previous training,
scholarship or study leave grant.
3 Teachers shall be entitled to study leave not exceeding one school year after
seven years of service;
4. During the period of such leave, the teachers shall be entitled to at least sixty
those
percent of their
(60% salary; subject to the condition that
monthly
teachers take the regular study load and passes at least 75% of his courses.
6. Application for study leave may be for a number of months less than the
maximum herein allowed. However, a fraction of a month shall be considered
one (1) month for purpose of determining the service obligation of personnel;
8. The extension beyond the maximum period of study leave, which is either
be
against vacation leave credit or without pay, shall no longer
chargeable
covered by a contract and the personnel will not incur service obligation.
