1. The Department of Education – City of San Fernando (P) announces the ranking for the vacant
Administrative Officer II – Human Resource Management Officer I position in the Schools
Division Office of the City of San Fernando (P).

2. The Qualification Standards (QS) for this position are as follows:

Education: Bachelor’s degree relevant to the job


Experience: None required
Training: None required
Eligibility: Career Service Professional (Second Level Eligibility)
Salary Grade: 11
Monthly Salary: P 25, 439.00

3. The duties and responsibilities for this position are the following:

a. Key Result Area # 1: Recruitment, Selection, and Placement


i. Monitor and maintain a list of current and future vacancies in the Schools
Division based on retirement dates and inputs from HRD career planning and
succession data so as to periodically apprise management of upcoming
vacancies.
ii. Announce vacancies to appropriate media pursuant to existing CSC rules and
regulations and accept applications for vacant positions.
iii. Conduct initial evaluation of qualification of applicants and candidates for PSB
deliberation.
iv. Schedule applicants for interview by PSB and prepare supporting documents,
data, and materials needed in the selection process.
v. Supervise and participate in the preparation of short-listed qualified applicants
and the line-up of applicants in the PSB deliberation.
vi. Compute and analyze the results of the PSB deliberation for them to be able to
submit the short list of candidates for selection, including the one
recommended for the position.
vii. Posts a list of newly appointed/promoted employees pursuant to existing rules
and regulations.

viii. Process hiring requirements for newly appointed personnel.


ix. Entertain queries and complaints on selection and appointments.
x. Act as a secretariat of PSB to provide guidelines and opinions on recruitment,
selection, and hiring of personnel.

b. Personnel Actions
i. Process documents on personnel actions such as appointments, promotion,
transfer, reclassification, separation, resignation, and retirement and give
copies to units and personnel concerned.
ii. Recommend actions to the AOV through the AOIV to enforce personnel policies
and regulations (e.g. reports of habitual absenteeism/tardiness) and prepares
corresponding documents.
iii. Recommend to the management actions to be taken regarding grievances in
conformity with existing rules and regulations and prepare corresponding
documents.

c. Salary Administration and Personnel Records


i. Check the accuracy of salaries and benefits given to employees on a periodic
basis and respond to queries about salary to salary /benefit claims.
ii. Submit to RPSU pertinent documents for payment of salaries, allowances, and
benefits.
iii. Compute necessary deductions for inclusion in the monthly payroll.
iv. Compute salary adjustment based on the new salary schedule, and
changes/adjustments in deductions, and communicate such to personnel
concerned (Notice of Step Increase (NOSI) and/or Notice of Salary Adjustment
(NOSA).
v. Process and release special orders for leaves, travel, transfers, reinstatements,
and non-compensatory time off of office personnel.
vi. Review claims of separated, retired, transferred, and resigned personnel
affected by movement in employment status and recommend appropriate
action.
vii. Support the AOIV in representing the SDO in personnel committees and
provide the required assistance/documents needed in the implementation of
compensation programs and practices.

d. Benefits Administration
i. Apply the latest issuances on personnel benefits and communicates them to
employees.
ii. Compute vacation service credits of teachers for accrual of leaves.
iii. Compute Proportional Vacation Pay (PVP) and process payroll of teachers for
payment.
iv. Process retirement/separation papers including accrued benefits and terminal
leave pay of retiring/resigning employees for benefits payment purposes.
v. Processes application for monetization of leave credits.
vi. Acts on the application of leaves (sick, vacation, study, scholarships, and
training) for approval of the SDS.

e. Personnel Information System


i. Maintain and update the Personnel Services Itemization and Plantilla of
Personnel (PSIPOP) to reflect the current staffing pattern of the organization.
ii. Process applications for upgrading and reclassification of positions to maintain
the accuracy and relevance of the organization’s staffing pattern.
iii. Maintain complete and updated personnel records of SDO office personnel
both in the HRIS and in the 201 files.
iv. Oversee the maintenance and updating of the Human Resource Information
Management System (HRIS) and generates reports on personnel data (from the
HRIS) as requested for various human resource management and development
decisions.
v. Oversee the maintenance of a complete and updated record of Employee
Performance Rating both in the HRIS and 201 files of employees as reference
for various human resource management and development decisions.
vi. Certify records of employment for a specific purpose (employment,
scholarships, loans, and benefits)

4. Attached is the Turn-Around-Time (Enclosure 1) for the ranking of the Administrative Officer
position. An Orientation activity will be conducted by this Office for all qualified and interested
applicants. A Computer-based Competency Examination on the Administrative Officer II Key
Result Areas shall be administered after the online orientation and training. Only applicants
who will get a rating of 60 % percentile and above shall qualify for the position and will proceed
to the assessment, evaluation, appraisal of documents, and personality test.

5. Interested and qualified applicants may apply and submit pertinent documents securely
fastened in a dark green folder and securely sealed in a clean, properly labeled two (2) long
brown envelopes to the Division Office (Records Section) with reference to DepEd Order No.
66, s. 2007 entitled “Revised Guidelines on the Appointment and Promotion of Other
Teaching, Related Teaching and Non-Teaching Positions” or before July 21, 2022, 5:00
P.M., to wit:

a. Envelope 1 (Basic Qualification Standards)

i. Letter of Intent (Addressed to Dr. Imelda P. Macaspac, Officer-In-Charge, Office


of the Schools Division Superintendent)
ii. Updated Personal Data Sheet (CSC Form 212, Revised 2017(attach detailed
and fully accomplished Work Experience Sheet with actual first and last
day of service indicated)
iii. Photocopy/ies of Transcript of Records (Certified by the University/College
Registrar)
iv. Authenticated copy of Certificate of Board Rating/Eligibility (Authenticated by
the issuing agency/office)

6. Individuals who failed to submit complete documents including supporting documents or


means of verification (Items 5. a to 5. b) on the deadline indicated in this memorandum shall
not be included in the pool of official applicants and will be given no credence to in the
evaluation and appraisal of documents. No further documents shall be accepted after the
deadline. However, non-submission of the additional documentary requirements or those that
may be required by the HRMPSB (Items 5. a to 5. b) shall not warrant exclusion from the pool
of official applicants.

7. As stated in the Civil Service Memorandum Circular No. 14, s. 2018, otherwise known as
2017 Omnibus Rules on Appointments and Other Human Resource Actions, Revised July
2018, specifically Rule VIII, Section 94:

“The HRMPSB shall maintain fairness and impartiality in the assessment of


candidates for appointment. Towards this end, the HRMPSB may employ the
assistance of external or independent resource persons and may initiate innovative
schemes in determining the best and most qualified candidate.”

“The deliberation by the HRMPSB in the NGAs, GOCCs with original charters, and SUCs
(for their administrative and support staff) shall not be made earlier than ten (10)
calendar days from the date of publication and posting of vacant positions; and in the
local government units (LGUs) it shall not be made earlier than fifteen (15) calendar
days from the date of publication and posting of vacant positions. An appointment
issued in violation of these rules shall be disapproved/invalidated.”

8. Under Item No. III.13. of DepEd Order No. 22, s. 2002 dated July 22, 2002, “Merit Selection
Plan of the Department of Education”, which states that:

Next-In-Rank Position. It refers to a position which, by reason of the hierarchical arrangement


of positions in the Department, is determined to be in the nearest degree of relationship to a
higher position as contained in the Department System of Ranking Positions (SRP).

9. Lastly, the Department of Education-Schools Division Office of the City of San Fernando,
Pampanga strictly adheres to the policy on the principles of merit, competence, fitness, and
equality. The selection of employees shall be based on their relative qualifications and
competence to perform the duties and responsibilities of the position and this Office in pursuit
to create equal opportunities for all employees who are qualified to enter the government
