Conventions
Mandatory clauses
The following convention is used to indicate mandatory clauses.

Mandatory clauses are differentiated from the main text of this document by use of a ‘black box’. They
contain the word ‘shall’ to indicate their status as a requirement.

Departures
Any intention to not comply with a mandatory clause is considered to be a departure from this Technical
Standard. It is recommended that the designer discusses any proposed departures with the ‘standard
owner’ at a very early stage.

Guidance
The following convention is used to indicate guidance.

1 Purpose
1.1.1 This Technical Standard defines the design and construction interfaces between the
geographically based Main Works Civil Contracts (MWCC) and Rail Systems for tunnel
ventilation and intervention shafts and intervention only shafts, hereafter referred to as
‘shafts’ and the tunnel portal fire fighting points, hereafter referred to as ‘portal’ buildings.

1.1.2 The principal Railway Systems Contracts for Phase 1 are:

 HRS01 – Track and Overhead Catenary Systems

 HRS02 – Tunnel and Lineside M&E including Ventilation, cross passage doors, cross
passages services and fit out, tunnel lighting, tunnel small power, tunnel emergency
signage, permanent tunnel ventilation, open route small power, open route lighting and
points heating.

 HRS03 – Traction and Non-Traction High Voltage Power;

 HRS04 – Communications; including distribution networks for HS2 and the mobile
network operators.

 HRS05 – Command, Control and Signalling; and

 HRS06 – Washwood Heath Depot and Network Integrated Control Centre, including
the shell and core of the building.

1.1.3 Within this Technical Standard the Rail Systems Contractors will be referred to by the
Contract number, e.g. HRS02, in the case of tunnel and line side M&E.

1.1.4 This Technical Standard provides requirements for design and co-ordination with Rail
Systems and constitutes part of the MWCC’s Works Information. These are in addition to the
requirements provided in the Works Information series of documents.

1.1.5 This Technical Standard standardises the Rail Systems that are common across the different
HS2 tunnels to meet HS2 operation and maintenance requirements and defines the Rail
Systems inputs into the MWCC designs.

1.1.6 This Technical Standard provides details of the required Rail Systems spatial provisions, the
associated coordination requirements and works responsibilities.

1.1.7 This Technical Standard provides references to other Technical Standards that describe
MWCC and Rail Systems interfaces in further detail.

1.1.8 This Technical Standard defines the Rail Systems interfaces to the extent that requirements
specified and assumptions made within it for MWCC design will become constraints on the
Rail Systems Contracts.

1.1.9 This document and the referenced standards will be used by both the MWCC and Rail
Systems contracts throughout the life of the delivery phase of HS2 and are part of the Works
Information for the MWCC and all of the Rail Systems Contractors.

1.1.10 The contracting arrangements for Phase 2A are not determined at the last revision of this
standard. In the interim the general principles of interfaces with the Rail Systems should be
adopted on the basis of the principles established for Phase 1. However, this standard may
require updating to suit the specific Phase 2A contracting strategy once it is decided.

2 General
2.1 Applicability
2.1.1 Any proposed departures from this technical standard requires the acceptance of ‘standard
owner’.

2.1.2 This document shall apply to the intervention shafts and combined ventilation and
intervention shafts associated with long (> 5km) tunnels.

2.1.3 This document shall apply to the fire fighting points associated with the long (> 5km) and
short (<5 km) tunnels.

2.1.4 General requirements for the Contractor’s design and delivery of the works shall be as per the
Works Information.

2.1.5 This standard retains the use of the term ‘fire fighting point’ based on the description given in
the COMMISSION REGULATION (EU) No 1303/2014 concerning the technical specification for
interoperability relating to ‘safety in railway tunnels’ of the rail system of the European
Union), (referred to hereafter as the TSI-SRT). In the 2019 of the TSI-SRT this term has been
changed to ‘evacuation and rescue point’. HS2 documents will be progressively updated to
account for the change in TSI but this revision (P03) of this standard retains the terminology of
the 2014 TSI-SRT.

2.1.6 All tunnels greater than 100m long will have at least one fire fighting point located at one of
the portals (which is more than the minimum requirements of the TSI-SRT). All tunnels
greater than 1km long will have fire fighting points at both portals.

2.1.7 Room requirements for Phase 2A tunnels are described in Appendix D of this standard.

2.1.8 General HS2 requirements related to Operation, Maintenance and replacement, Training,
Environment/aesthetics/sustainability/carbon footprint, Health and safety/safety by design,
Design life, Whole-life costs and BIM and asset management considerations shall be as
described in other HS2 standards referenced in the Standards Baseline as part of the Works
Information.

2.2 Relationship with and between HS2 shaft and portal building
standards and specifications
2.2.1 This Technical Standard describes key interfaces between Rail Systems and MEPH systems,
plant and materials that the MWCC will install within shafts and portal buildings.

2.2.2 In cases where the interfaces are complex and/or require more detailed description, the
detailed interface requirements have been included in the most relevant HS2 Technical
Standard for the MEPH systems, plant and materials.

2.2.3 HS2 has prepared Technical Standards for key shaft and portal building MEPH systems, plant
and materials in the following documents:

 Technical Standard – Shaft and Portal Building Electrical Services (HS2-HS2-EL-STD-

2.2.4 The preceding Technical Standards primarily cover key functional and performance
requirements for the associated systems, plant and materials.

2.2.5 Technical Specifications – MWCC MEPH Shaft and Portal Building Materials and
Workmanship (HRS08-WSP-ME-SPE-000-000001 to 000004) shall be used as materials and
workmanship requirements associated with this Technical Standard.

2.2.6 It is recognised that the preceding standards do not cover all of the MEPH systems, plant and
materials that the MWCC will provide. HS2 has provided these standards only in cases where
they consider it important for reasons that include: achieving a high degree of consistency
between the facilities provided by different Contractors; where there is operational criticality;
where there are high degrees of freedom in design; where industry common practice can be
variable; where there are significant numbers of interfaces between systems; where lessons
have been learnt from other similar installations; and, for improved asset management.

2.2.7 For MEPH systems, plant and materials that are not covered by HS2 Technical Standards and
Specifications for Shaft and Portal Buildings each MWCC shall develop the required Standards
and Specifications.

2.2.8 In addition to the Technical Standards outlined in Clause 2.2.3Error! Reference source not
found. related to MEPH systems, plant and materials, HS2 will produce Technical Standards
for Rail Systems. In cases where information about those Rail Systems is very important for

the MWCC Works this standard references key Rail Systems standards to which the MWCC
must refer. Key Rail Systems standards that are cited in this Technical Standard are:

 Technical Standard – Tunnel Cross Passages (HS2-HS2-ME-STD-000-000002)

 Technical Standard – Tunnel Ventilation (HS2-HS2-RV-STD-000-000001)

2.2.9 The Technical Standard cited for Tunnel Cross Passages is no longer used by Rail Systems and
is instead replaced by separate standards on tunnel cross passage doors and tunnel cross
passage services. The information is these two new standards, insofar as it relates to MWCC
scope, has not changed from Technical Standard – Tunnel Cross Passages and hence that
standard will remain for sole use by the MWCC.

2.2.10 This interface standard does not cover the interface between the cross passage doors and the
civil works within tunnels. A separate interface control document will be used to describe that
interface.

3 Responsibilities
3.1.1 The MWCC shall be responsible for the provision of power supplies, cable containment,
structural fixings and supports, openings and penetrations, communications and other
provisions as defined in the Works Information and this Technical Standard and other
referenced Technical Standards.

3.1.2 The Rail Systems Contractor(s) shall be responsible for the design and delivery of the Rail
Systems element and working with and providing the information necessary to allow the
MWCC to prepare an integrated Rail Systems/Civil design spatial arrangement.

3.1.3 Prior to the appointment of the Rail Systems Contractor(s) the Rail Systems input shall be
provided by HS2 or their nominated representative.

3.1.4 HS2 will appoint the Rail Systems Contractor(s) to prepare the final design, to install and
commission the Rail Systems.

3.1.5 The integrated design prepared by the MWCC will define the parameters and constraints
within which the Rail Systems Contractors will have to work.

4 Design coordination
4.1.1 The MWCC is responsible for preparing a fully integrated, clash free design that provides
sufficient space for the efficient installation, commissioning, operation, maintenance and
replacement of the Rail Systems.

4.1.2 The MWCC shall show on their design drawings and in BIM models the provisions made for
Rail Systems, including cable containment routes and sizes and major equipment sizes, for
example tunnel ventilation fans, dampers, airways, drives, transformers and HV switchgears.

4.1.3 The MWCC shall show on their design drawings and in BIM models the tunnel ventilation
ductwork, dampers, fans and other equipment up until the time that HS2 appoints the Rail
Systems Contractor responsible for the tunnel ventilation system final design (HRS02), after
which that Contractor’s proposals will be adopted in the models.

4.1.4 The MWCC shall coordinate the input of the Rail Systems Contractors and liaise with them
throughout the design and construction of the works.

4.1.5 Notwithstanding the review and assurance requirements in other parts of the Works
Information, the MWCC shall obtain written confirmation from the Rail Systems Contractors
and Others that the design is fully coordinated with the design or works to be delivered by
those parties and accounts for their requirements. An interdisciplinary design certificate shall
be signed by the MWCC and the Rail Systems Contractors and Others to confirm this.

4.1.6 The MWCC shall work with the Rail Systems Contractors, or HS2 representative, in the
preparation of their designs, particularly with respect to layouts, fixing arrangements and
spatial co-ordination as required to achieve the integration of the Rail Systems within the
shafts, tunnels and portal buildings. For example, in the arrangement of the tunnel ventilation
systems airways and equipment.

4.1.7 The MWCC shall be responsible for the coordination and provision of all horizontal and
vertical builders work penetrations for all systems within shafts and portal structures
including, but not limited to Rail Systems that include telecommunications, traction power,
non-traction HV power, tunnel ventilation and the fire main within the tunnel. This
coordination responsibility shall remain with the MWCC up until the point that the Rail
Systems Contractor becomes the Principle Contractor where upon the responsibility for
coordination shall be transferred to the Rail Systems Contractor.

4.1.8 The MWCC shall be responsible for the fire stopping of all their own penetrations within shafts
and portal buildings.

4.1.9 The MWCC shall ensure that Rail Systems penetrations are not oversized to the extent that
more than 200mm of fire stopping in any direction is required of the Rail Systems Contractor.

4.1.10 The MWCC shall identify acceptable and non-acceptable drilling and fixing locations and
maximum support capabilities to allow the Rail Systems Contractors to complete their
designs and installations.

4.1.11 In recognition of the extent of services within shafts, and their potential impact on each other
and the civil works, the scheme design shall include representation of all services with

pipework diameters over 150mm, cable containment widths over 150mm wide, HVAC ducts
with any cross sectional dimension over 150mm and any HV cables services.

4.1.12 The MWCC shall co-ordinate with the Rail Systems Contractor to confirm the ratings of the
supplies.

5 Room and spatial provisions


5.1.1 The shaft and portal structures shall be designed to provide the rooms as indicated in the
Room Schedule Appendix A for Phase 1 and Appendix D for Phase 2A.

5.1.2 The dimensions of the room shall not be less than the minimum dimensions shown in the
Room Data Sheet shown in Appendix B for the Tunnel Ventilation Control Room, HS2
Communications Room, MNO Communications Rooms, Traction Power Section Isolation
Room, Incoming HV rooms A and B, Transformer Rooms A and B, A/T Switchgear Room, A/T
Transformer Room and A/T Auxiliary and Control room.

5.1.3 The dimensions of the HV incoming rooms vary from location to location. Location specific
feeding arrangements are provided in Appendix D along with location specific minimum
rooms sizes. These dimensions shall take precedent over dimensional requirements shown in
Appendix B.

5.1.4 HV transformer rooms shall have a minimum dimension of 5m x 4m but where practicable
shall be 5m x 5m.

5.1.5 The dimensions of the of the HS2 Communications Room and MNO Communications Rooms
shall conform to the minimum dimensions shown in Appendix B but where this is not
practicable the MWCC shall collaborate with HS2 Rail Systems to understand whether
alternative arrangements may be acceptable to HS2.

5.1.6 The dimensions for the tunnel ventilation system airways and fan rooms are affected by the
nature and patterns of the airflows within the airways and hence the MWCC shall collaborate
with HS2 Rail Systems to develop airway arrangements that provide for a tunnel ventilation
design free of excessive hydraulic resistance and performance risks.

5.1.7 The MWCC shall undertake a space proofing exercise to confirm the required dimensions of all
rooms except those described under Clause 5.1.2 and 5.1.6 above.

5.1.8 The MWCC shall then provide rooms of sizes adequate for the operation and maintenance of
the equipment proposed within them.

5.1.9 The usable space within plant and switch rooms either be rectilinear, or when not rectilinear
shall be demonstrated at all design submittals to be able to accommodate all major
equipment with adequate space for access and maintenance and replacement and submitted

to HS2 for acceptance. Room entrances and thresholds shall be free of steps and obstructions
that would prevent the use of trolleys for equipment movement.

5.1.10 With the exception of risers, floors shall be solid. Risers may include for grated floors subject
to any Fire Compartmentation requirements being satisfied.

5.1.11 All plant and switch rooms shall be free of structural columns and other obstructions, which
reduce the usable space.

5.1.12 The doors to each room shall be sized and coordinated to easily move in and out all
mechanical and electrical plants installed within these rooms in single or multiple sections,
without the need for complete disassembly.

5.1.13 All corridor widths and bends shall take into account the need to move in and out all
mechanical and electrical plants installed within rooms accessed through the corridors
without the need for complete disassembly of the plants.

5.1.14 The bending radius of cables and the supporting cable containment systems shall be taken
into account when sizing electrical switch rooms, plant rooms, risers, corridors and horizontal
and vertical cable routes and penetrations. The form of separation of electrical switchboards
shall also be considered.

5.1.15 The locations of the rooms relative to each other shall take account of their functional
relationship required for the operation of the Rail Systems in the shafts. This shall be agreed
with the Rail Systems Contractor(s).

5.1.16 For example, LV Rooms and their associated Battery Rooms should be adjacent to each other,
HV Incoming Rooms and Transformer Rooms should be adjacent to each other and above
ground, Tunnel Ventilation Control Rooms should be near the Tunnel Ventilation Fan Rooms
and Shaft LV Services Rooms should be near the entrance.

5.1.17 Multiple instances of each room type shall be provided based on the design of the MEPH
services. For example, multiple mechanical rooms may be required depending on the location
of the room in relation to the duct routes, spaces served and the function of the rooms.

5.1.18 Service risers shall be provided within shafts and sized based on the services needs and access
requirements.

5.1.19 Service risers shall be physically segregated between traction/non- traction HV power cables,
LV cables, communications cables and wet services/HVAC.

5.1.20 Service risers shall be further physically sub-divided if further design development indicates
that this is necessary for the improved resistance to failure of cables or components from
adjacent cable failures including but not limited to as required by BS8519.

5.1.21 Service riser access shall be provided and shall account for the need to allow future installation
access for the Rail Systems Contractors.

5.1.22 HVAC shall be provided to maintain the environmental conditions described in the Room Data
Sheets in Appendix B of this Technical Standard and as described elsewhere in other HS2
Technical Standards and associated HS2 Technical Specifications.

5.1.23 In providing the HVAC and electrical services it shall be recognised that the services must
operate as a system. Services shall be arranged in a manner that accounts for their
interactions and connectivity and provides for efficient and effective operation, maintenance
and replacement.

5.1.24 No water, drainage or services susceptible to condensation build up shall be routed though
the plant rooms, switch rooms and comms rooms with electrical equipment.

5.1.25 Fire engineering and related inputs shown in Appendix A, B, C and D are preliminary. The
MWCC shall be responsible for the design and provision of fire engineering and fire
compliance of facilities associated with the shafts and portal buildings and shall adapt the
shafts and room provisions to suit.

5.1.26 Fire Engineering Requirements are described further in the document HS2 Technical Standard
– Shaft and Portal Building Passive and Active Fire Safety Provisions.

6 Environmental conditions
6.1.1 Outside environmental conditions shall assume a future climate in the 2080s using data
provided by the UK Climate Change Impacts Programme and based on a medium carbon
emissions scenario at 50% modelling uncertainty.

6.1.2 Future summer 1 % and 0.4% exceedance dry bulb temperatures shall be assumed to be 31.59
and 33.1°C respectively. Future extreme temperatures shall be assumed to be 48°C in summer
and -9.3°C in winter.

6.1.3 Summer tunnel environmental conditions for the long tunnels shall be assumed to transition
from approximately outside conditions at the tunnel entry portal to typically 35°C, but may
reach up to 40°C, at the tunnel exit portal. The exit conditions for shorter tunnels shall be
between the bounds of outside temperature and 35°C.

6.1.4 Winter tunnel environmental conditions for the long tunnels shall be assumed to transition
from approximately outside ambient conditions at the tunnel entry portal to 30°C at the
tunnel exit portal. The exit conditions for shorter tunnels will be between the bounds of
outside temperature and 30°C.

6.1.5 Tunnel relative humidity shall be assumed to vary between 30% and 50% during summer at
the cool end of the tunnel and 20% to 30% at the warm end of the tunnel during winter.

6.1.6 Equipment shall operate without failure under the vibration forces including vibration caused
by the movement of rolling stock and the operation of the railway and associated plant..

6.1.7 The railway is subjected to the inherent vibration from the movement of trains. The locality of
the equipment near the railway will experience vibration due to this movement. The various
tracks will cause different vibrations at the shaft.

6.1.8 Equipment at shafts exposed to tunnel airflow or close to the tunnels shall be capable of
operations in the summer and winter tunnel environmental conditions.

6.1.9 Equipment within equipment rooms shall be capable of functioning within the room
environmental conditions described in the Room Data Sheets in Appendix B of this Technical
Standard.

6.1.10 Equipment within the tunnel ventilation airways that are required to allow operation of the
shaft in support of train movements and signalling, communications, tunnel ventilation and
fire fighter intervention or fire safety shall be capable of operating in an environment of 150°C
for three hours.

6.1.11 The tunnel ventilation modelling has indicated that smoke temperatures downstream of the
fire and in the tunnel ventilation airways may reach these temperatures for the given fire heat
release rate. It is stressed that such conditions are not intended to be considered as tenable
for passengers or staff.

6.1.12 Systems, both active and passive, exposed to train aerodynamic forces of passing trains shall
withstand these pressure effects.

6.1.13 Pressure leakage through features such as tunnel ventilation system dampers and doors may
allow partial transmission of train aerodynamic forces to areas beyond the trackway. These
aerodynamic forces and pressures shall be accounted for.

6.1.14 Equipment exposed to tunnel pressures shall withstand the fatigue associated with the tunnel
pressure patterns given in Appendix E for the Service Life of the system and equipment.

6.1.15 A margin of 1 kPA shall be added onto the pressure differentials given in Appendix E to
account for calculation uncertainties and local pressure effects.

6.1.16 The data in Appendix E accounts for rolling stock parameters that are anticipated as being
operated on HS2. However, they do not account for the least aerodynamic rolling stock that is
credible. Neither do they account for pressures arising from higher density air on cooler days
nor modelling uncertainty. For these reasons the following data provides data for ultimate
structural loading purposes and includes a service factor of 1.4 to account for these
considerations.

6.1.17 Elements within tunnels exposed to tunnel to tunnel differential pressures, for example track
isolation dampers and supporting structure, floors/walls between tracks or between tracks
and plenums and cross passage doors shall be rated against fatigue effects for a differential
pressure loading of 13.0 kPA for bored tunnels and 15.4 kPA for cut and cover tunnels.

6.1.18 It is clarified that for cross passages at the base of shafts, where the cross passage is
hydraulically shared with a fire fighters lift, the pressure leakage through naturally occurring
gaps around the lift doors is expected to relieve this pressure and result in pressure
fluctuations of less than 100 Pa in these spaces.

6.1.19 Elements connected to tunnels via leakage paths, but that are not subjected to tunnel to
tunnel differential pressures, shall be rated for an ultimate differential pressure loading of 6.6
kPA for bored tunnels and 10 kPA for cut and cover tunnels.

6.1.20 In the above clause it shall be assumed that doors and track isolation dampers are leakage
paths. Such elements shall include fan isolation dampers, tunnel ventilation ductwork, tunnel
ventilation plenum walls and bypass dampers. Such elements shall not include internal riser
walls where they are permanently sealed at interfaces with tunnels and do not include
potential leakage paths such as tunnel-facing doors.

6.1.21 Differential pressure loadings shall be assumed to regularly fluctuate between positive and
negative values, for example from +13.0 kPA to -13 kPA depending on the relative positions of
the trains.

6.1.22 Equipment shall be capable of operating for its design life in the conditions in which it will be
exposed.

6.1.23 Equipment and materials exposed to tunnel air shall be capable of operating for its design life
in a railway environment, including possible contamination from mineral dust particles and
construction products dust particles present during commissioning and pre- tunnel cleaning.
Evidence shall be provided of sustained successful operation under such conditions.

6.1.24 During the initial operation phase in the HS2 tunnels, where higher levels of dust associated
with construction are likely to be present, there may be additional challenges arising from
dust from construction and metal particle dust from rail grinding. The dust concentration shall
be monitored and reported to HS2 and the need for additional temporary filtration and/or
additional cleaning identified.

6.1.25 It is assumed that there is minimal risk of gas ingress into the tunnels and shafts and that the
tunnels and shaft walls will include a high degree of sealing. Accordingly, the Rail Systems
equipment are not specified as being suitable for hazardous environments.

6.1.26 During the construction, testing and commissioning works the tunnel and shaft environment
shall be monitored for the ingress of noxious, explosive or any other gasses that may be
hazardous to health

6.1.27 Any ingress of such gasses, for example carbon dioxide, methane or hydrogen sulphide, shall
be immediately reported to HS2 and the MWCC shall conduct a risk assessment in accordance
with the Dangerous Substances and Explosive Atmosphere Regulations.

6.1.28 If the risk assessment determines that mitigation is required the nature of the mitigation shall
be agreed with HS2.

7 Reliability, Availability, Maintainability


and Safety
7.1.1 To the greatest extent practicable, systems shall comprise of line replaceable units (i.e.
modular components that can be replaced at the location) that are common across the entire
railway.

7.1.2 System shall be based on proven equipment that can be demonstrated to have operated in
similar operational environments for a period of not less than five years.

7.1.3 Equipment that has not been proven to operate successfully in a similar environment may
only be proposed when accelerated end of life testing has been carried out to demonstrate to
HS2’s satisfaction that the equipment may be suitable for the operating conditions.

7.1.4 Similar equipment shall be sourced from the same equipment suppliers for all locations within
any contract. For example, all of the UPS systems should be similar equipment from the same
supplier for all shafts and portal buildings.

7.1.5 Equipment shall be sufficiently reliable and available to meet the overall project objectives
and performance.

7.1.6 A failure modes and effects criticality analysis shall be undertaken by the MWCC to identify
and mitigate against failures that may negatively affect the ability to meet any sub system
reliability targets.

7.1.7 An analysis shall be undertaken by the MWCC to evaluate what spare parts provision would be
required to be procured and stored to achieve the required mean times to repair.

7.1.8 The reliability analysis shall identify what testing, maintenance and repair works are specialist
tasks that are not normally within the competence of railway systems maintainers and what
additional service contracts may be required.

7.1.9 To the greatest extent practicable, it shall be possible to carry out planned preventative
maintenance of the systems during traffic hours, including replacement of a tunnel ventilation
fan or drive.

7.1.10 A maintenance analysis shall be carried out to identify which tasks would be undertaken
during traffic hours and which tasks would be undertaken during the hours of 2400 and 0500.

8 CDM & hazards


8.1.1 The Principal Designer duties will be held by the HS2 Head of Project Engineering for each
area up to a defined date, when it will switch to the HS2 Head of Project Engineering for
Route Wide Systems.

8.1.2 The client’s representative role will be held by the HS2 Programme Director for each sector up
to a defined date, when it will switch to the HS2 Programme Director for Route Wide
Systems.

8.1.3 The MWCC shall acts as Principle Contractor during their works.

8.1.4 HS2 will provide access to either the Rail Systems Contractors or appointed representatives to
contribute towards hazard identification, review and mitigation activities.

8.1.5 The MWCC shall provide any hazard mitigation measures required insofar as they relate to the
general scope of works attributed to the MWCC.

8.1.6 The MWCC shall take account HS2’s Health and Safety Policy and HS2’s Procedure for health
and safety in design (Document no: HS2-HS2-HS-PRO-000-000004) and follow a safety by
design philosophy.

8.1.7 Health and safety risks shall be identified and where possible eliminated. This applies to
foreseeable risks occurring during construction, operation and maintenance. Where it is not
possible to eliminate risks, the general ‘principles of prevention’ shall be applied as defined by
the CDM Regulations and brought to the attention of the Principal Designer. In doing so, pre-
construction information shall be taken into account, and residual risks shall be clearly
recorded on the design risk register and communicated to HS2 Ltd.

8.1.8 HS2 Ltd has committed to treat the health risks to those constructing, operating, maintaining
the HS2 railway, and those affected by it, on parity with associated safety risks. In fulfilling
the duties of the designer and in applying the ‘principles of prevention’, equal consideration
shall be given to health as to safety risks

8.1.9 The Rail Systems Tunnels M&E Contractor will take over the role of Principal Contractor from
the MWCC following the sectional completion of the MWCC shaft fit-out works at any shaft
location and prior to the commencement of the Rail Systems Tunnels M&E Contractor ‘s shaft
works and throughout the trial operations works.

8.1.10 The Designer shall request from HS2 any existing or prior CDM hazard records and account for
these in the design.

8.1.11 The Designer shall take ownership of any existing hazards and any additional hazards
identified or introduced by the design and shall take measures to eliminate, reduce, inform or
control them.

9 Equipment weights and loadings


9.1.1 Rail Systems equipment weights are provided in the Technical Standards for each Rail
Systems discipline. Transformer weights are including in the Room Data Sheets within this
standard.

9.1.2 Prior to completion of the appointment of the tunnel ventilation system detailed designer the
MWCC shall assume the following for determining the weights of the tunnel ventilation
components:

 Each 200 m3/s axial fan has a weight of 11,000 kg.

 Each sound attenuator has a mass of 150 kg/m3 volume

 Each damper has a mass of 80 kg per m2 face area.

 Sheet metal ductwork is 6mm thick steel plus 25% additional weight for
flanges and bracing.

9.1.3 The MWCC shall use the equipment weight information provided for the design of the
structure and shall account for equipment and plant movements during maintenance.

9.1.4 The MWCC shall account for equipment installation, operation (including vibration and
fatigue), removal, maintenance and replacement routes when developing the structural
loading design criteria.

9.1.5 In addition to the equipment specific loads the MWCC shall account for a 10 kPA uniformly
distributed load in rail systems rooms along with a 20 kN point load on a 300 x 300mm square.

10 Co-ordination and on-site works


10.1.1 The MWCC shall ensure that the design, installation, testing and commissioning activities
associated with the MWCC works are fully integrated and compatible with the design,
installation, testing and commissioning works of all others.

10.1.2 The MWCC shall be responsible for the provision of heated, cooled, lit, clean and dust-free
spaces for the Rail Systems Contractor(s) prior to the Rail Systems Contractors setting their
systems to work.

10.1.3 Where the Rail Systems connects to equipment provided by the MWCC, for example low
voltage switch boards, if the MWCC has not yet demobilised from site they shall be in
attendance and inspect the completed works to the extent required to maintain the MWCC’s
warranties on any equipment.

10.1.4 The MWCC shall maintain their design to account for changes in Rail Systems requirements.
For example, discrimination studies and circuit breaker settings shall be reviewed and
updated in response to improvements in the confidence of the Rail Systems electrical loads.

10.1.5 If the MWCC has not yet demobilised from site the MWCC shall be in attendance during any
integrated testing, for example integration with Network Integrated Control Centre (NICC),
and shall carry out any remedial works associated with their systems that become apparent.

11 Construction aspects
11.1.1 As a minimum the guidance provided in HSG 168 - Fire Safety in Construction, BS 6164 – Code
of Practice for Health and Safety in Tunnelling in the Construction Industry and JCOP 8th and
9th Editions – Fire Prevention on Construction Sites shall be adopted during the construction
phase.

11.1.2 A construction phase fire strategy and fire safety management plan shall be developed.

11.1.3 The construction phase plans shall be regularly reviewed and updated based on the phase of
the works and the actual situation on site.

11.1.4 Simultaneous construction activities at any location shall only be carried out when under the
control of the Principal Contractor. A fire risk assessment shall be undertaken by the Principal
Contractor and where identified by the risk assessment works shall be separated by fire
resisting partitions or enclosure.

11.1.5 All permanent fire stopping shall be uniquely identified and recorded and be inspected and
signed-off by the Contractor’s Fire Engineer and be available for inspection by HS2 before
being concealed in any void or service riser.

11.1.6 During the works temporary fire stopping shall be employed to limit the risk of fire spread
during construction activities.

11.1.7 The electrical system shall include temporary power supplies to allow testing and
commissioning during any period where incoming supplies from the HV Auxiliary power
supply is not available.

12 Testing and commissioning


12.1.1 Testing and commissioning shall be in accordance with HS2’s Testing and Commissioning
Procedure (HRS01-HS2-PR-ITT-000-000027) and Contract Requirements/Works Information.

12.1.2 The testing and commissioning shall consider the shaft and portal buildings as part of the
‘system’ named ‘Tunnel Systems’ and shall identify elementary systems within this system
type. For example, shaft and portal building HVAC would be a typical elementary system.

12.1.3 Testing and Commissioning of systems and equipment provided by the MWCC shall be carried
out in advance of the Rail Systems Testing and Commissioning where the associated sub
system is required to support Rail Systems operation.

12.1.4 For example, HVAC systems shall be Tested and Commissioned prior to the energisation of
the Rail Systems equipment in rooms such that an adequate thermal environment can be
provided for the Rail Systems equipment to operate in.

12.1.5 Testing and Commissioning of the systems and equipment provided by the MWCC shall be
repeated or amended where the subsequent Testing and Commissioning of Rail Systems
equipment may affect the settings or operation of the equipment provided.

12.1.6 For example, protection settings of upstream circuit breakers may require adjustment once
the power demands of the Rail Systems equipment have been verified by on site.

13 Maintenance
13.1.1 The MWCC shall be responsible for the exercising/operating and maintaining their equipment
and systems from installation and commissioning to handover to the Rail Systems Tunnel
M&E Contractor at any site or locations.

13.1.2 A continuous record of all maintenance shall be kept detailing all activities and any corrective
maintenance or replacement parts. Records and logs shall be maintained and be available for
inspection at any time.

13.1.3 Operating and Maintenance Manuals shall be updated to take account of the actions taken
and lessons learnt during the maintenance period prior to handover.

13.1.4 Operating and Maintenance Manuals shall include all statutory and electrical safety
information needed to allow HS2 and subsequent Contractors to safely and efficiently
understand, plan and carry out maintenance activities.

14 Interfaces and interface matrix


14.1.1 The MWCC shall be responsible for providing design management, co-ordination, verification
and validation to ensure that the interface requirements are in accordance with the HS2
requirements.

14.1.2 General responsibilities regarding the MWCC and Rail Systems shall be as per HS2-HS2-SY-
ICD-000-000001 Main Works Civil Contract Railway Systems Contract Interface Definition.

14.1.3 Specific works responsibilities regarding MWCC and Rail Systems works and interfaces shall
be as per the Interface Matrix provided in Appendix C, the supporting Technical Standards

listed in the Interface Matrix and as per other HS2 Technical Standards and Works
Information.

14.1.4 The MWCC shall identify the interfaces and scope boundaries between their works, the Rail
Systems Contract(s) and other works packages.

14.1.5 The MWCC shall review the HS2 Interface Matrix in Appendix C and advise of any missing
interfaces, including with Rail Systems, or any anticipated or actual incompatibility or lack of
integration.

14.1.6 The MWCC shall proactively manage interfaces to achieve the successful integration and
delivery of the works.

14.1.7 The MWCC shall provide information to the Rail Systems Contractor identifying the provisions
that have been made to accommodate their works. This shall include design information, BIM
models and physical labelling of the assets on site.

14.1.8 Design deliverables relevant to each interface and project stage shall be as per Appendix C.
General deliverables and evidence shall be as described in the Works Information.

15 Specific responsibilities related to


security
15.1.1 The MWCC shall design the security systems to the detailed design stage to comply with
HS2’s Technical Standard – Security.

15.1.2 HS2 are developing options for the line wide management of security. Options under
consideration include the MWCC providing and installing the security system, a separate
supplier providing equipment for installation by the MWCC or a separate party supplying and
installing equipment for connection onto the Security LAN. Such options may include another
party further designing the security system subject to the constraints imposed by the detailed
design that was used to determine the Security LAN requirements.

15.1.3 The MWCC shall provide the infrastructure for a local area network (LAN) for Security as
described in Technical Standard – Shaft and Portal Building Communications and Building
Management Systems.

15.1.4 HS2 will instruct the MWCC as to the preferred option for implementation of the Security
systems delivery prior to the agreement of the scope and costs for the Stage 2 works.

16 Specific responsibilities related to tunnel


ventilation
16.1 Employer
16.1.1 HS2 has divided the works responsibilities for the tunnel ventilation system between HS2’s
system wide ventilation analysis team under contract HRS08, the MWCC and other Rail
Systems works.

16.1.2 HS2 will represent the Rail Systems Contractor (HRS02) until that party is permanently
engaged.

16.1.3 HS2 will retain the services of a system wide tunnel ventilation analysis team responsible for
identifying the ventilation airflow capacities, number of fans required, mode tables, reliability
requirements and tunnel airflow requirements during testing/commissioning for the long
tunnels.

16.2 MWCC Works


General

16.2.1 The MWCC shall design the shafts to account for the tunnel ventilation system arrangements,
sizes, weights, access, access hatches and maintenance provisions as advised by HS2 Rail
Systems.

16.2.2 Within the constraints of the number of fans, airflow rates, air speeds and sound attenuator
lengths, the MWCC may propose different spatial arrangements for the tunnel ventilation
system fan rooms and airways if they consider it will improve the integration of the system
with the design of the shafts and/or reduce whole-life costs or project risks.

16.2.3 The MWCC and HS2 shall collaborate with each other to determine the acceptability of any
MWCC proposed design changes to the tunnel ventilation system.

16.2.4 The MWCC shall respect and act upon the advice provided by HS2 and develop the ventilation
elements of the shaft design based on the outcome accepted by HS2.

16.2.5 The MWCC shall comply with the technical requirements for permanent tunnel ventilation
that are described in the section Civil, Structural and Architectural Requirements for
Permanent Tunnel Ventilation within Technical Standard – Tunnel Ventilation.

16.2.6 The MWCC shall collaborate with HRS02 to optimise the use of cast-in situ or preformed
concrete ducts (rather than sheet metal ducts) for the tunnel ventilation system.

16.2.7 The MWCC shall convert the equipment weights into loadings for use in their calculations.
These loadings shall account for plant movements during maintenance.

16.2.8 The MWCC shall provide openings within the concrete structures of the tunnels, shaft
structure and head house for the tunnel ventilation equipment to the sizes and/or dimensions
shown requested by HS2 for tunnel ventilation system maintenance.

16.2.9 All openings associated with the tunnel ventilation system shall be constructed within a
tolerance of +/- 10 mm.

16.2.10 All shafts associated with tunnel ventilation airways at locations where sound attenuators are
built into the airway shall be constructed within a tolerance of +/- 10 mm.

16.2.11 All other tunnel ventilation airways shall be constructed within a tolerance of +/- 25 mm.

16.2.12 The MWCC shall provide cast-in frames to permit the connection of tunnel ventilation system
components to civil openings and structures without the need for drilling the structure.

16.2.13 Concepts for cast-in frames are provided in drawings C240-PBR-RV-DDE-000-000001-FD,


C240-PBR-RV-DDE-000-000002-FD, C240-PBR-RV-DDE-000-000003-FD and C240-PBR-RV-
DDE-000-000004-FD. The MWCC shall review these concepts and either develop them further
and adopts them or proposes their own designs to suit their preferred construction methods.
HRS02 shall collaborate with the MWCC to agree a design for the cast-in frames.

16.2.14 The MWCC shall design the system to ensure safety in operation and maintenance and submit
their proposals to demonstrate that his design has minimised the residual access risks during
the operation and maintenance of the project.

16.2.15 The MWCC shall coordinate with Others to achieve, where possible, a standardised approach
to the provision of access into the system, to facilitate safe working practices.

16.2.16 The MWCC shall demonstrate adequate access, maintenance and removal of the tunnel
ventilation equipment (e.g. fans/drives/damper modules) and the traction power section
isolation switchgear using 3D BIM modelling to demonstrate the removal path for all major
components.

16.2.17 The MWCC shall demonstrate that the maintenance access is co-ordinated with their
provision of fixed or portable lifting equipment.

16.2.18 The MWCC shall be the primary point of liaison between the local authority and HRS02 in
terms of system noise. The responsibility shall be transferred to HRS02 upon completion of
MWCC works. The interface for the acoustic design shall be compliant to Technical Standard -
Acoustic System Interfaces (document no. HS2-HS2-SY-STD-000-000003).

16.2.19 The MWCC shall calculate the noise levels at nearby receptors, accounting for the ventilation
system noise and transformer noise compliant to Technical Standard – Acoustic design of
stationary systems (document no. HS2 HS2-EN-STD-000-000004), and be the primary party
responsible for determining compliance with the objectives of HS2 Information Paper E22
(document no. LWM-HS2-HY-PPR-000-000056).

16.2.20 Prior to the appointment of the Rail Systems Contractors MWCC shall assume noise
ventilation system levels as advised by HS2.

16.2.21 The MWCC shall liaise with HS2 to present their calculation results in terms of noise levels to
the local authority and proactively assist in gaining acceptance of the outcome from the HS2
calculations and modelling.

16.2.22 The MWCC shall provide predictions of the noise impacts at receptors for both the collective
operation of the Rail Systems plant and materials and the MWCC plant and materials such
that the acceptability of the installed noise of the MWCC plant and materials can be
ascertained in advance of the Rail Systems Contractor’s commissioning.

Supports and access platforms

16.2.23 The MWCC shall develop the design of the primary and secondary support of the tunnel
ventilation system to the Detailed Design Stage.

16.2.24 The MWCC shall incorporate maintenance and inspection platforms to allow the inspection of
the tunnel ventilation equipment into the design of the secondary support steelwork.

16.2.25 The location of the platforms shall be in accordance with those advised by HS2 during design
development.

16.2.26 The MWCC shall incorporate in the design of the secondary steelwork any ladders required to
access any gantries.

16.2.27 The MWCC shall provide the primary connection points between the civil structure and the
secondary support steelwork of the tunnel ventilation system and indicates clearly within their
design the connection methods and maximum loads.

16.2.28 The HRS02 may either adopt the MWCC’s design for secondary support steelwork or propose
a design of their own subject to the constraints of the primary support attachment.

16.2.29 The HRS02 shall provide the secondary support steelwork and maintenance access gantries
associated with the secondary support steelwork.

16.2.30 The MWCC shall assume that the connections between the secondary support steelwork and
the tunnel ventilation systems and equipment will be as per the standard details shown in
drawings C240-PBR-RV-DDE-000-000001-FD, C240-PBR-RV-DDE-000-000002-FD, C240-
PBR-RV-DDE-000-000003-FD and C240-PBR-RV-DDE-000-000004-FD.

16.2.31 The MWCC shall provide the primary support structure for the fans to mount upon.

16.2.32 The MWCC shall account for a vibration isolation device between the fan and primary support
with an isolation efficiency of not less than 95%.

16.2.33 The MWCC shall undertake and submit for approval a vibration analysis to ensure that
objectionable vibrations shall not be transmitted by or amplified by the primary structure or
result in fatigue failure over the design life of the structure(s).

16.2.34 The MWCC shall account for fans that are balanced to not worse than Grade 6.3 as defined in
ISO Standard 14694.

16.2.35 The MWCC shall undertake an impact test on the as constructed support structure to
determine the natural frequency of the structure and to validate the predictions of the
vibration analysis. In the event of significant differences between the analysis and as
constructed results, the analysis shall be updated and any remedial works carried out to limit
the probability of objectionable vibration transfer.

Tunnel ventilation fan control room (shafts)

16.2.36 The MWCC shall provide space for the variable speed drives, damper power supply auto
changeover switch, damper power distribution board and tunnel ventilation control panel
within the tunnel ventilation fan control room.

16.2.37 The MWCC shall develop the HVAC and associated cable containment design within and
beyond the room, and also co-ordinate this with the equipment within the room.

16.2.38 The MWCC shall amend the equipment arrangement within the room, if required, to suit the
cable containment and HVAC.

16.2.39 The MWCC shall assumes each variable speed drive is 2.45m long x 0.7m deep x 2.4m high.

16.2.40 The MWCC shall assume that the damper power distribution board panel is 1.2m wide x 0.6m
deep and is wall mounted and the ventilation control panel 1.2m wide x o.6m deep and is wall
mounted.

Tunnel ventilation fan control room (portal)

16.2.41 The MWCC shall provide space for the soft starters arranged in MCC, step-up transformer,
damper power supply auto changeover switch, damper power distribution board and tunnel
ventilation control panel within the tunnel ventilation fan control room.

16.2.42 The MWCC shall comply with the Clauses 16.2.37, 16.2.38 and 16.2.40 for these rooms

Tunnel ventilation fan power supplies and cable containment

16.2.43 The MWCC shall provide circuit protection in the Main LV Switchboards to provide power to
the tunnel ventilation fans in the shafts and to the motor control centres serving the jet fans in
the tunnels.

16.2.44 The MWCC shall allow for one shaft fan to be fed from LV Board A, one fan from LV Board B.

16.2.45 The MWCC shall allow for all the jet fans at each portal to be capable of being powered from
either LV Board A and LV Board B, depending on the availability of the power supplies.

16.2.46 The MWCC shall provide circuit protection in the Main LV Switchboards to provide power to
the ventilation damper power distribution board. The damper control panel shall be fed from
both LV Board A and LV Board with a local auto changeover facility (provided by HRS02) to
determine which main LV board to accept power from at any time.

16.2.47 The MWCC shall provide circuit protection from the essential LV supply board to provide
power to the control boards on the tunnel ventilation fan’s variable speed drives and to the
tunnel ventilation control panel.

16.2.48 The MWCC shall provide cable containment between the LV Switch Rooms and the TVCR,
between the TVCR and the tunnel ventilation fan room and between TVCR and the ventilation
dampers.

16.2.49 The MWCC shall provide the cable containment within 3m of the first tunnel ventilation
damper.

16.2.50 The MWCC shall assume power supply requirements, cable containment sizes and anticipated
cable loadings as described in the Technical Standard – Building Low Voltage Electrical
Services.

Tunnel ventilation communications

16.2.51 The MWCC shall provide a communications point of presence within the Tunnel Ventilation
Control Room for the tunnel ventilation control system to communicate with the NICC.

16.2.52 The MWCC shall provide a communications point of presence (dual CAT 6 RJ45 data outlet)
within the upper and lower lobbies at the firefighting point to allow the fire fighter ventilation
mimic panel to communicate with the NICC.

16.2.53 The Communications provisions shall be as described in the Technical Standard – Shaft and
Portal Buildings Communications and Building Management Systems.

Acoustic insulation/absorption

16.2.54 The MWCC shall undertake an acoustic analysis of the noise breakout from the tunnel
ventilation system and the noise transfer between the tunnel ventilation equipment rooms
and other spaces in accordance to Technical Standard – Acoustic design of stationary
systems.

16.2.55 The MWCC shall design the walls between rooms to include such acoustic insulation so as not
exceed the maximum noise levels specified elsewhere in this standard.

16.2.56 The MWCC shall ensure that the noise transfer caused by noise breakout from the tunnel
ventilation system does not exceed the maximum levels at external receptors as required by
HS2 standards.

16.2.57 The MWCC shall account for acoustically insulated flexible connections, but otherwise no
insulation of the fan casing or ductwork and the use of a 6mm thick steel for these
components.

Lifting equipment

16.2.58 The MWCC shall provide lifting provisions suitable for the removal to ground level and
onwards to road transportation of plant materials and equipment.

16.2.59 The MWCC shall engage a manual handling specialist to advise whether it would be
practicable to erect manual handling equipment in lieu of fixed cranes or hoists. The appraisal
includes identification of the mobilisation time to install the temporary lifting equipment and
respects the mean time to repair targets given in the Technical Standard – Tunnel Ventilation.

16.2.60 The MWCC shall provide permanent lifting equipment or hoists only where the combination
of vertical lift and weight of the fans or other major components requiring lifting, or excessive
time to mobilise portable lifting, prevents the practicable use of portable lifting equipment.

16.3 Rail Systems (Tunnel Ventilation) Works


16.3.1 HRS02 shall provide the equipment quantities, fan capacities and mode tables as identified by
HS2 and demonstrates airflow performance during testing and commissioning for all tunnels.

16.3.2 The HRS02 shall provide a ventilation control system for the ventilation equipment in all
tunnels and integrates this with the Engineering Management System at NICC.

16.3.3 The HRS02 shall liaise with the HS2 Operational teams and the Fire and Emergency Services
via the QDR process to develop further and integrate the central control philosophy and
system operational procedures.

16.3.4 The HRS02 shall provide fully functioning tunnel ventilation systems integrated with the
provisions of the MWCC.

16.3.5 The provisions of the HRS02 shall include the following:

a) Power and control cabling between the LV Switchboard A and B and the Tunnel
Ventilation Control Room (TVCR) and drives, between the variable speed drives
(or jet fan motor control centres) and the fans and between the damper control
panel and the dampers.

b) All control wiring and containment within the TVCR and Tunnel Ventilation Fan
Room.

c) All control wiring and conduit/containment between the TVCR and tunnel air
velocity sensors.

d) The damper cable containment from the termination point of the MWCC scope
(i.e. from within 3m of the first damper).

e) Auto changeover switches.

f) The motor control centre, starters, step-up transformers, cable containment,


wiring, supports and jet fans associated with the jet fans in both the long and
short tunnels.

g) The control and power circuits to the fire fighter mimic panel.

h) The Ventilation Control System.

16.3.6 The HRS02 shall proactively engage with and interfaces with HS2, the MWCC and Others to
successfully deliver the works.

16.3.7 The HRS02 shall provide a tunnel ventilation system that is both compatible and integrated
with the MWCC civil engineering designs of the shafts and tunnels which are likely to have
been effectively completed prior to commencement of the tunnel ventilation system designs.

16.3.8 The HRS02 shall liaise with the MWCC and provide detailed acoustic calculations
demonstrating their compliance with the Technical Standard – Acoustic System Interface and
Technical Standard – Acoustic design of stationary systems.

16.3.9 If requested, the HRS02 shall jointly with the MWCC present the findings of their works to the
local authority and proactively assist in gaining acceptance of the outcome.

16.3.10 The HRS02 shall accept the MWCC designs as constraints within which the tunnel ventilation
system is to be designed and constructed.

16.3.11 Examples of constraints include general arrangements and civil engineering designs, airway
and aperture sizes, power availability, weight of equipment, access hatch sizes, lifting
provisions and heat emissions from variable speed drives.

16.3.12 The HRS02 shall make themselves familiar with the constraints/interfacing requirements
posed on the MWCC and other disciplines as described in this standard, the Works
Information and as shown on the designs provided by the MWCC.

16.3.13 The HRS02 shall survey and verify on-site all the facilities constructed by the MWCC prior to
finalising the tunnel ventilation designs and prior to installing any system plant and materials
on site.

16.3.14 The HRS02 shall undertake any remedial works associated with failure to identify any on-site
departures from the expected provision or arrangements constructed/provided by the MWCC.

16.3.15 The HRS02 shall connect to any cast-in frames, flanges or fixing points provided. Any
additional spool pieces, closure plates or fill-in devices shall be provided by the HRS02.

16.3.16 Where cast-in frames are not provided the HRS02 shall undertake all drilling, bolting or fixing
works required. HRS02 shall liaise with MWCC regarding the region where these works are
feasible without causing damage to the civils works.

16.3.17 The HRS02 shall design and provides the secondary support steel work, ladders and gantries
and shall develop further the MWCC prior designs within the constraints of the primary
support points.

16.3.18 The HRS02 shall provide any special handling tools, for example A-frames used to install the
vertical tunnel ventilation fans and trolleys for moving fans, and refurbishes, load tests and
free-issues them to HS2 for their use in future maintenance.

16.3.19 The HRS02 shall use digital video or time lapse photography during the installation process
and provides the information in the Operating and Maintenance manuals.

16.3.20 The HRS02 shall ensure that Primary equipment suppliers inspect and certify the tunnel
ventilation fans and variable speed drive as installed in a manner suitable for use prior to any
equipment operation.

16.3.21 The HRS02 shall test, commission, integrate and set into full operational use the tunnel
ventilation system.

16.3.22 The HRS02 shall operate and maintain the tunnel ventilation system prior to the system
being accepted for operational use by HS2.

16.3.23 The Rail systems Contractor shall liaise with HS2 operation and maintenance teams to agree
working practices and documentation during this period.

16.3.24 Prior to Stage 4 (Dynamic Testing) the HRS02 shall thoroughly clean the tunnel ventilation
system to remove any visible signs of lose dust or detritus that may become suspended in the
air and to vacuum the splitters of the sound attenuators to remove materials that may
compromise the acoustic performance of the system.

16.3.25 After cleaning the HRS02 shall verify the acoustic and airflow performance of the system as
being like that during initial onsite measurements when the system is clean. In the event of
any loss of performance further cleaning shall be carried out until the performance is
recovered.

16.3.26 The cleaning and validation of acoustic performance shall be repeated prior to Stage 5 (Trial
Running) and prior to Operational Service.

17 Handover States
17.1.1 Specific deliverable requirements at each stage of the design shall be as per Appendix C.

17.1.2 General construction handover states between the MWCC and Rail Systems Contactors shall
be as given in this section.

17.1.3 Structures shall be complete, dust-free, clean and dry.

17.1.4 Construction equipment shall be removed.

17.1.5 Cross passage temporary fire doors shall be intact for later removal by Rail Systems.

17.1.6 The MWCC shall account for removal of the temporary tunnel fire main, but shall liaise with
the Rail Systems Contractors to understand the efficacy of leaving it in place. If this is agreed
to by Rail Systems the main shall be left in place for the free use and disposal of by the Rail
Systems Contractors.

17.1.7 Communications for emergency services radio and fireguard shall be left in place for later free
use and disposal of by the Rail Systems Contractor.

17.1.8 Construction stage portable fire extinguishers shall be left in place for the later free use and
disposal of by the Rail Systems Contractors.

17.1.9 Temporary DNO power supplies primary intake switchboards, transformers and breakers shall
be left in place for potential later use by the Rail Systems Contractors.

17.1.10 Tunnel surveys and track bed shall be complete and accepted by HS2.

17.1.11 All cast-in components shall be installed.

17.1.12 Access routes shall be available and clear.

17.1.13 Sumps and sump pumps within shafts shall be fully commissioned and in an operational state.

17.1.14 Remote sumps and pumps within tunnels shall be fully commissioned and in an operational
state complete with a temporary discharge pipe and power supply which will be co-ordinated
with the location of the tunnel services so as not to impede their later installation and then
removed and disposed of by the Rail Systems Contractor upon changeover to the permanent
pipes and power supplies.

17.1.15 Temporary lighting within the structures shall be available.

17.1.16 Earthing bonding systems installed by the MWCC shall be installed, tested and in fit state for
the Rail Systems to safely connect to.

17.1.17 All rooms heated, cooled and lit to the levels given in the Room Data Sheets cited in this
document.

17.1.18 All MEPH and fire assets shall be fully operational, tested, commissioned and working under
full and stable automatic control.

17.1.19 Temporary power supplies shall be used for testing and commissioning where permanent
power supplies are not available.

17.1.20 Plinths and primary structural equipment for Rail Systems shall be complete.

17.1.21 Lifts shall be fully operational and left with temporary protective panelling for later removal
by Rail Systems Contractors.

17.1.22 Defects lists reviewed and agreed with the Project Manager and all defects either closed or a
date and mechanism for closure agreed with the Project Manager.

17.1.23 Interfaces to remote monitoring systems shall be tested and proven at the point of interface.

17.1.24 Operating and maintenance manuals should be available and accepted.

17.1.25 HS2 and Rail Systems staff shall be trained in the operation and maintenance of the MEPH
assets installed by the MWCC.

17.1.26 Hatches and permanent lifting equipment installed and load tested.

17.1.27 All walls and fire compartmentation complete, except where a penetration is required to be
left open to accommodate rail systems installation.

17.1.28 All mesh decking and gantries installed within risers and other spaces where needed to
facilitate safe operation and maintenance.

17.1.29 Fire stopping of all penetrations not required by Rail Systems sealed.

17.1.30 Stairs, handrails and balustrades complete.

17.1.31 Safety and operational signage complete insofar as the services installed by the MWCC.

17.1.32 Doors’ locks and hardware installed and complete.

17.1.33 Cable troughs complete, effectively drained and provided with removable lids.

17.1.34 Floor screeds complete and all wet trades complete.

17.1.35 Finishes shall be made good.

18.1.1 Tunnel ventilation for Rail Systems construction activities shall be achieved by a combination
of early installation of the permanent ventilation and temporary fans. Rail Systems

24.1 General
24.1.1 The interpretation of peak to peak pressure changes for the short tunnels, an in particular
where both tunnel bores are separated by a single door, are affected by time interval over
which the data is analysed.

pressure range.

24.1.3 The data for the short tunnels in Table 1 has been post processed over two time intervals.
Figure 1 illustrates the time intervals and the impacts on the peak to peak pressure cycles. For
the magenta pressure trace a tunnel to tunnel peak to peak pressure cycle of 17 kPA is
predicted with a positive peak of approximately +11 kPA pressure differential across the door
and a negative peak of -6 kPA pressure differential. The interval between these two peaks is
influenced by the train separation within each tunnel bore. This has been referred to as a
‘short’ duration peak to peak in Table 2.

24.1.4 At the next train passage (blue pressure trace) 180 seconds later it is possible that the exact
opposite train passing pattern may occur which would result in a positive peak of 6 kPA and a
negative peak of -11 kPa. Again, the predicted peak to peak pressure cycle is 17 kPa.

24.1.5 When the two 180 second periods are taken together the total pressure change would be from
+11 to -11 giving a peak to peak pressure cycle of 22 kPa. Such cycles are termed ‘long’
duration cycles in Table 1. The Contractor must determine which cycle represents the
appropriate case in undertaking any fatigue calculations.

24.1.6 Table 2 and Table 3 contain a time series of predicted pressure changes over a 4.5 hour period
of randomly-ordered train operations. Minor pressure changes have been removed to provide
a filtered list of pressure changes of significant peak to peak variations.
