A RESOLUTION IN THE MATTER OF RESPECTFULLY REQUESTING

THE HONORABLE GELACIO R. MANALANG, CITY MAYOR, TO
DIRECT THE OFFICE OF THE CITY ADMINISTRATOR TO CONDUCT
OCULAR INSPECTION OF ALL WAITING SHEDS CONSTRUCTED
ALONG THE MAIN THOROUGHFARES OF TARLAC CITY AND CLEAR
THE STRUCTURES OF ANY VENDORS IN ORDER TO PRESERVE ITS
PRIMARY PURPOSE OF PROVIDING SHELTER TO PEDESTRIANS AND
COMMUTERS ESPECIALLY DURING RAINY SEASON AND EXTREME
HEAT DURING SUMMER

WHEREAS, the City Government of Tarlac appropriated and spent local funds
for the construction and maintenance of waiting sheds along strategic locations in the
main thoroughfares of Tarlac City which aim to provide comfortable shelter for
pedestrians and commuters during unpredictable weather disturbances and extreme
heat;

WHEREAS, due to its prime location, some waiting sheds in Tarlac City have
become a viable place for hawkers or vendors, and eventually became a permanent
place for their businesses thereby diminishing the space to comfortable accommodate
ideal numbers of persons that these waiting sheds are designed for;

WHEREAS, it is deemed necessary for all waiting sheds which are constructed
by the City Government of Tarlac, to be cleared from vendors and illegal hawkers in
order to best serve the needs of the pedestrians and commuters, especially the
schoolchildren, who may be looking for shelter during heavy rains and/or extreme
heat during summer to avoid illnesses;

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991 provides that: Every local government unit shall exercise
the powers expressly granted, those necessarily implied therefrom, as well as powers
necessary, appropriate, or incidental for its efficient and effective governance, and
those which are essential to the promotion of the general welfare x x x and shall
ensure and support, among other things x x x to promote health and safety xxx of its
inhabitants;

NOW THEREFORE, on motion of Councilor Glen Troy S. Caritativo, duly

seconded;

RESOLVED, that a request shall be respectfully made to the Honorable Gelacio

R. Manalang, City Mayor, to direct the Office of the City Administrator to conduct
ocular inspection of all waiting sheds constructed along the main thoroughfares of
Tarlac City and clear the structures of any vendors in order to preserve its primary
purpose of providing shelter to pedestrians and commuters especially during rainy
season and extreme heat during summer.
