LESSON 1: BACKGROUND, RATIONALE, AND DEVELOPMENT OF MELCS


ACTIVITY
1.
Answer the following reflective questions in your Study Notebook:

1. The closure of schools around the world due to the global pandemic posed serious

challenges on the delivery of quality basic education. As a teacher, what do you think are

the fundamental concerns in terms of curriculum standards that need to be addressed in

order to ensure learning continuity? Cite a specific example. Do you think these concerns

could be solved by teachers alone? Why or why not?

Answer: Upon the effect of the great world-renown pandemic COVID-19, as it affects across

different fields such as health, industries, and education. As an educator, the fundamental

concerns that need to be addressed are: Ensuring the quality of learning, Delivery of instruction,

and Safety of Teachers and Learners. Facing these hard challenges hinder all the stakeholders

most especially the learners in attaining high quality education. Thus, it cannot be solved by

teachers alone but cooperation from all the stakeholders is essential in solving these problems

and making the impossible, possible.

2. Even prior to the spread of COVID-19 that eventually led to the closure of schools

nationwide, the congested curriculum has been a perennial problem of teachers (Andaya,

2018). This is perceived to be one of the hindering factors on the poor performance of

Filipino learners. Do you agree with this observation? Why or why not?

Answer: Philippines is an archipelago and has many remote areas and islands having limited

access to the quality instruction, and our country doesn’t meet the objective of the curriculum.

Originally, K-12 Curriculum is adopted from most countries that have been implementing this

kind of curriculum for a long time. It is not a question of having congested or decongested

curriculum but a question of having enough preparation, readiness, and solid implementation

which includes complete learning materials, high quality technical facilities, and well-established
fundamentals. If all those aforementioned are nowhere to be found, that will result to the poor

performance of the learners whether a Filipino or not.

ACTIVITY 2.

Familiarize yourself with the course reading on the Development and Design of the MELCs.
After going through the document, provide a brief and concise response to the following guide
questions. Write your answers in your Study Notebook.

1. What are the general and specific purposes of the development of MELCs?

Answer: MELCs aims to identify the basic competencies that the learners need to know. It
provides easier way to both teachers and learners to be in-synched with the curriculum.

2. How does curriculum review aid in the identification of essential learning competencies?

Answer: In everything we do, we should always put child as the center of the curriculum. We
call this, Learner-centered Curriculum. We need to review the subject we teach, and know the
scale of our curriculum, the things need to improve, and the things to be added for the benefit of
the learners. Knowing the curriculum helps identify the most essential competencies for the
growth of our dear learners. This is how the basis of enhancing what is already implemented,
since curriculum changes from time to time. Curriculum implementers must see to it that all
learners will develop these skills and showcase their evident growth through performance-
based assessment or summative assessment.

3. What is the difference between essential learning competencies and desirable learning
competencies?

Answer: The difference between essential and desirable learning competencies can be
compared to wants and needs. In Essential learning, competencies are needed to be taught
while in desirable, competencies can be taught or not

4. How were the most essential learning competencies identified? What were the decisions
made in order to trim down the number of the essential learning competencies further?
Answer: Usually, summative assessment is conducted in order to identify if the learner really
obtained the necessary competencies. The results serve as the medium in identifying the most
important learning competencies. It serves as the gauge which competency is necessary to the
needs of the learner.

5. What is the importance of the MELCs in ensuring the delivery of quality instruction?

Answer: MELCs serves as the light, direction, and pathway for both the teachers and learners.
It is the guidance to the road where they are heading to. In addition, it sets the most effective
competencies that is helpful to the development of our learner physically, mentally, socially and
holistically. For the quality instruction, learning competency must be set clearly.

LESSON 2: UNPACKING AND COMBINING MELCS INTO LEARNING OBJECTIVES

ACTIVITY 1.

Familiarize yourself with the course reading on Unpacking and Combining the MELCs. After reading the
document, provide a brief and concise response to the following guide questions in your Study Notebook:
1. What is the importance of unpacking and combining the MELCs?
Answer: The importance of unpacking and combining the MELCs is identifying the most
basic and essential learning competencies to a precise, concise and effective delivery of
instruction.

2. What considerations must be taken in unpacking and combining the MELCs? Explain each.
Answer: Combining and unpacking the MELCs plays a vital role in the delivery of
instructions. And so, availability of learning materials, set of learners, and mode of delivery
of instruction are to be considered.

3. Do all the MELCs need to be unpacked or combined? Why or why not?


Answer: MELCs contains the learning competencies that provide basic lifelong learning skills.
There are certain times when there are competencies that need to be unpacked depending
upon on the set of learners.

ACTIVITY 2.

1. Form a group of four members within your LAC, preferably with fellow teachers in your
respective learning area.
2. Using the curriculum guide and a list of the MELCs, choose MELCs in the first quarter and
unpack these into learning objectives.
3. Each team will present their unpacked learning objectives. Discussion and processing will follow
each presentation. Suggestions and insights from each group will be considered in enhancing the
learning objectives. Repeat the above process but instead of unpacking, each team will now
combine at least two MELCs of their choice. Group deliberation will be observed in order to
arrive at a consensus. Discuss and jot down the synthesis of the presentations in your Study
Notebook.

Reflection
Day -2 , Module 2 “ Most Essential Learning Competencies”
The 2 nd day of our LAC Session was very comprehensive since we tackle about the
most essential learning competencies, how to deliver it amidst crisis and how the teacher
will deliver quality instruction to meet the required competencies best suited to the needs
of our learners. We have first to identify the background and basic process of the
identification and development of the MELCs, make sense of the function of MELCs as an
educational response to a global pandemic and appreciate the MELCs as support for
teachers during this time. The closure of schools around the world due to the global
pandemic posed serious challenges on the delivery of quality basic education. As a teacher,
we will encourage also the partnership of the school and community, encourage also
ourselves to commit ourselves especially during this time that our efforts are greatly
needed. I underscore the word “commitment” and “handwork”.

The fundamental concerns in terms of curriculum standards that need to be


addressed in order to ensure learning continuity is the quality instruction how teachers
will deliver it to this new alternative delivery mode but teachers are very resourceful and
we never stop learning or our children and for our personal growth. Another concern was
the non-readers parents and guardians, so the possible remedy for that is the home
visitation. Teachers will ensure that the children should meet the competencies set. So
this problem cannot be solved by the teacher alone it should have community linkages and
a strong connection of parents and teachers to addressed the problems. I learn also that
the congested curriculum pre-covid are hindering factors on the poor performance of
Filipino learners. We lagged behind the implementation of K 12 since many countries are
already implemented this curriculum.

The unpacking and combining of the MELCs depends on the topic if it is broad or
specific, can be achieved by the learners or not. We need to simplify the competencies to
meet learners’ need.
