I. INTRODUCTION
Indonesia has several ministers in building domestic development. one of them is the defense
minister, who will be headed by Prabowo Subianto with tenure 2019-2024. The ministers in
Indonesia, have different leadership styles in handling several cases. So we will discuss the
leadership of Prabowo Subianto in responding to the terrorism case in Papua.

II. BODY
According to the government, the conflict in Papua is included in the case of terrorism,
because of the existence of KKB or armed criminal groups. This is marked by the KKB shooting
case against Major General TNI. (Pratama, 2021)
The current conflict is not a simple problem but is rooted in a complex and complex problem.
The purpose of the KKB is because they want to break away or no longer want to be part of the
unitary state of the Republic of Indonesia.
In addition, there are several basic problems that caused the terrorism carried out by the
KKB. Among them, feelings of disappointment because Papua is part of Indonesia, the
competition felt by the Papuan elite with officials from outside Papua who have dominated the
government since the Dutch colonial era, economic development and governance in different
Papuan lands, and the marginalization of indigenous Papuans due to the presence of migrants.

The government's move to label and categorize the Papuan KKB as a terrorism group has in
fact brought about various counter attitudes that have occurred in the community. Komnas HAM
(Komnas HAM) criticized this step, because it considered that the embedding of terrorism did
not solve the problem. Just to add other names, from KKB, an armed civilian criminal group, but
the cycle of violence never stops. Besides that, the Governor of Papua also gave a stance on the
central government's move, the Papua Provincial Government asked the central government and
the Indonesian Parliament to conduct a re-examination of the labeling of the KKB as a terrorist.
In this case, Prabowo Subianto as the Minister of Defense only coordinates by ensuring the
security and peace of Papua on the one hand. Prabowo seeks to resolve the Papua issue through
international diplomacy. Because according to the Minister of Defense the most important thing
at this time is to ensure security and OPM movement in the territory, but also to ensure the
support of the Papuan people for the Republic of Indonesia, in his language winning mind and
heart of the people, and of course international diplomacy.
 III. DISCUSSION
Papua there is such a thing as KKB, which is an armed criminal group, their goal is that
they want to break away from the Unitary State of Indonesia (NKRI), therefore this Papuan
KKB can be called a separatist movement whose movements often take lives.
So in this case we have determined SWOT. Strength is that we have a lot of human
resources, so we can take advantage of humans so that they are not easily influenced by any
disturbance, and also make humans intelligent, responsive and physically train or create an
obligation to join the military. Then, weakness, there is a high crime rate.
Threats, namely the emergence of potential conflicts between groups or groups, social
unrest, and national disintegration. opportunity, we can solve cases quickly, and can help
carry out defense. So from the SWOT above we can make a strategy, such as holding
military service, then thoroughly investigating the group until it runs out.

IV. CONCLUSION
As defense minister it is an important task for us to tackle this problem, maintain peace
and prosperity for the people of this country. And our solution also requires the people of this
country to help us.
