Introduction

This Basis of Design report details the key criteria,

data and assumptions that inform the Environmental
Engineering, MEP/FP and VT/HT design for the New
Phnom Penh International Airport.
This document should be viewed as an active piece of
design information with input from Foster + Partners, the
Client, and Technical Advisors to ensure the design meets
the expectation of all parties.
This document provides design parameters for technical
design by the Design & Build Contractor.

2 Design Criteria
2.1 Building Envelope Design Criteria

The building thermal envelope should be designed to

minimize heat gain, with particular emphasis on solar heat
gain through the glazed facade, whilst at the same time
providing satisfactory daylighting levels. The table below
provides a comparison between ASHRAE requirements
and those proposed by Foster+Partners which shall be
used as basis for the envelop design

Notes
(1) The thermal transmittance value of vertical glazing is under consideration in the context of SHGC and associated light transmission performance
(2) The thermal transmittance value indicated is for combined glass and associated framing
(3) SHGC inclusive of external shading and/or fritting
(4) The value stated is an estimate based on the type of building usage, i.e., continuous use of external doors and air bridges, and the significance of
infiltration upon refrigeration capacity as a result of a high level of associated latent heat gain

2 Design Criteria
2.2 HVAC Design Criteria

The following tables provide external environmental peak External Design Criteria(1)
design criteria for design of the Mechanical systems.
Cooling Design Conditions
These shall be used for further design work as and when
necessary. Dry Bulb Temperature 34.8°C
A table for maximum space loading occupancy densities Wet Bulb Temperature 25.8°C
is provided and derived from input from the airport planning Cooling Coil Design Conditions
consultant, these shall be used where necessary to size Dry Bulb Temperature 31.3°C
localised HVAC plants serving these areas.
Wet Bulb Temperature 27.6°C
The duct and pipe design criteria come from best
practise guidance and will be verified in conjunction with
the Acoustic Consultant to ensure the noise level criteria
for the spaces are met.
For noise level design criteria for individual spaces refer
to the Acoustic Consultant design criteria. Air System Distribution Design Criteria

2.5 Vertical and Horizontal Transportation Design Criteria

Vertical / Horizontal Transportation

The terminal and adjacent piers are low rise structures

with the arrivals and departure facilities on separate levels.
Escalators are typically used as the primary means of
passenger transfer between levels and moving walks are
commonly provided to assist passenger needing to cover
long walking distances to and from the boarding gates.

VT and HT system shall be designed to BSEN standards

as in table below.

2.6 Public Health Design Criteria

The following data compiles our recommendations on the Public Health design throughout
the development, with a focus on water conservation, and has been compiled from the
International Plumbing Code (IPC) and our experience in similar buildings and sustainable
design.
Occupancy figures have been determined based on the annual passengers figure provided
to F+P, which is 14.8 MPPA for Phase 1 and 28.6 MPPA phase 1 & 2. Sanitary Drainage Design Criteria
