Andrew SEAH has an extensive background in the design and construction of the
modern building cladding system. In particular, he has expertise in the engineering
design for high rise building facade and complex facade structures. He is knowledgeable
in fabrication process and site installation of facade systems. Andrew is familiar with the
design and testing of facade system and materials to Australian, ASTM and Europe
codes. Andrew has professional experience in diverse projects in South East Asia, Middle
East and Australia. He has a particular understanding of global procurement of facade
materials.

Additional Optional Scope - Façade Residential Technical Officer (FRTO)


• Provide Façade Residential Technical Officer (FRTO) to the project. The FRTO will be
reporting to the BFG project leader and the client’s project director. The FRTO will be
responsible for:
a) To carry out factory and site audits during fabrication and installation work. Audit
inspection on the compliance to the factory/site QAQC measures, site testing and
quality of workmanship.
b) Audit the grades of materials, supplied products, fabrication and installation works, for
compliance with the project specification, approved method statement and approved
design drawings.
c) Verify the factory and site progress of work reported by the façade contractor.
d) Submit FRTO audit report on a weekly basis.

The rate of Façade Residential Technical Officer shall be:


Full-Time (6 days per week) for RM 25,000/month, excluding overtimes, outstation
travel costs.
BFG qualification in RED.

APPENDIX 2 – SCOPE OF WORKS

With the rising level of complexity involved in modern day façades, the design,
procurement, engineering and execution process demands a specialist team who would
understand the specific requirement help in executing world class façades. This is where
façade consultants come to fore

FACADE CONSULTING SCOPE OF SERVICES

3.1 Concept Design Stage

• Understanding the local codes and regulations pertaining to the building envelope
system
• Pre-evaluation of materials/products related to building envelope in terms of
aesthetics, durability, Life Cycle Assessment (LCA), Life Cycle Costing (LCC) as well as
sustainability.
• Assessments of loads imposed onto the building envelope & its elements (e.g. wind,
seismic, impact or any other loads)
• Analysing the requirements related to air and water infiltration/circulation, thermal
performance, exhaust re-entrainment, moisture, waterproofing, daylight glare
control, Natural Lighting, Quality View, Acoustic Performance and condensation for
the building envelope

a) Identify number of systems required to the building.


b) Provide a mark-up of system type on the architectural elevations to ensure
that all facade types are captured and all areas covered.
c) Provide parameters of design.
d) Compile building requirements, green building index, LEED requirements of
minimum Silver rating and cost plan.
e) Initial suggestions and comparisons of Facade system types for each condition.
f) Attendance at meetings to resolve design issues.
g) Formulation of a Facade Design Brief.
h) Submit a summary report to conclude the concept design stage with a
presentation to the client.
3.2 Schematic Design Stage

a) Assist in the facade design in coordination with the architectural design intent.
b) Provide typical facade details for each of the main systems.
c) Formulation of an outline performance specification.
d) Cost consideration of the faced design with respect to the owner's budget
costs for the main systems.
e) Evaluation of selected materials and finishes.
f) Carry out preliminary calculations to confirm structural integrity of systems.
g) Provide assistance in establishing overall facade buildability, zoning and
geometry.
h) Attendance at meetings to resolve design issues.
i) Submit a summary report to conclude the schematic design stage with a
presentation to the client. The summary will consist of the performance
parameters tabulation and minimum material requirement specifications.
3.3 Detailed Design Development Stage

a) Liaison with the Architect, Structural Engineer, M&E Engineer, Lighting


Consultant, Environmental Sustainable Design (ESD) Consultant, Acoustic
Consultant and others for a coordinated approach to resolution of façade
system design.
b) Liaise with Structural Engineer to obtain, analyze and document related
structural parameters of façade loading to the primary structure, deflections
and building seismic movement to develop an integrated cladding system and
fixing details.
c) Undertake value engineering exercises with the team to ensure efficient
façade systems that are sensitive to the Clients budget requirements.
d) Design of the façade system attachments and anchorage to primary structure.
e) Review of the façade design with regard to façade maintenance and provide
facade accessibility.
f) Advice on façade material selection in relation to energy considerations.
g) Review and develop all technical aspects of the details by giving consideration
to:
- Costs of the scheme * Liase and coordinate with the QS

(CFD), Spatial Daylight Anatomy, Energy Modelling & etc that may require to
evaluation, assessment, justification and etc if necessary for the feasibility
study. * Shall be the scope of ESD. BFG to liase and coordinate with the ESD
i) Provision of CAD design (issued in PDF format) of the façade systems for
finalization of design development.
j) Provide cost plan estimates (on a M2 rates basis) for typical façade systems.
k) Assist by providing façade related material/ product recommendation and
supplier list for client’s reference. Assist in the façade system value
engineering exercise as requested by the Client or QS consultant.
l) Attendance at design meetings to resolve design issues.
m) Submit a summary report to conclude the design development stage and
present to client.

3.4 Tender Documentation

a) Detail the interfaces as required between façade system and other trades, in
order to ensure that the building envelope is fully integrated within the overall
design.
b) Preparation of tender drawings and details in CAD (issued in PDF format) as
necessary for completion of the tender package with the QS Consultant.
c) Provide advice on the tender packaging strategy in line with local and
international industry capabilities.
d) Preparation of performance technical specifications of tender requirements
necessary for calling of façade works as follows but not limited to
i. the scope of work,
ii. System description,
iii. Performance and testing requirements,
iv. Submittal requirements,
v. Fire & smoke requirements, * Shall be the scope of Fire Consultant.

vi. Quality assurance and warranty,


vii. Façade materials and component specification,
viii. Execution: Installation, tolerances, field quality control, protection and
cleaning and maintenance
ix. Performance mock-up scope
e) Provision of QA/QC regime that relates to quality control of the manufacturer
of the façade systems for inclusion into the tender documents.
f) To deliver final CAD details (in PDF format), technical specifications and cost
plan unit rates for façade system.
g) Attendance at tender meetings to resolve technical issues.

*Note:
• 2 sets of endorsed A3 hardcopy documentation will provided at the completion
of each design stage of façade consulting services + 1 set of A4 performance
specification during the Design Development and Tender Documentation stage.
All deliverables will also be issued as PDF and editable softcopies.

3.5 Tender Review

a) Assist in reviewing the expertise of acceptable contractors for pre-qualification.


b) Review of façade contractor tender submission, drawings proposal and
proposed construction programs, evaluates and make recommendations with
respect to technical performance to the tender documents.
c) Review and assess calculations and design intent drawings from the façade
subcontractors.
Please advise the term

d) Preparation of tender report rating subcontractor submission relatives to


specifications, design and subcontractor track record. Tender review will be
performed to review subcontractor facilities, past projects and submissions.
e) Undertake all meetings and interviews together with EPCM Lead Consultant and
QS Consultant for Contractors to fully evaluate the tender proposals and prepare
a tender evaluation technical assessment report of the submissions.

3.6 Performance Mock-Up Testing witnessing

a) Review of the prototype drawing and calculations to ensure that they are
correct, complete and meet the technical design requirements. This will include
attendance at meetings as required to explain comments.
b) Review and evaluate testing laboratories with the view to determine their ability
to carry out the proposed testing regime.
c) Review prototype test procedures for compliance with performance
requirements and provide written evaluation.
d) Witnessing of the installation and testing of façade prototypes. To assist in
resolving problems with the system which may be preventing successful
completion of testing.
e) Attendance at the testing lab when the prototypes are being disassembled and
carry out detailed inspection of the critical sections as they are being taken apart.
f) Provide written report on each test and recommend any subsequent actions and
review official test report and provide comments.

3.7 Shop Drawing and Engineering Review

a) Review of the prototype drawing and calculations to ensure that they are
correct, complete and meet the technical design requirements. This will include
attendance at meetings as required for explanation.
b) Liaison with the Architect and Façade contractor to develop the intended design.
c) Assist the Façade Contractor in the development of the design and the
production of shop drawings and calculations.
d) Attendance at meetings, where necessary in order to resolve design issues.
e) Establishment of procedure, sequence and schedule of submission of shop
drawings and calculations with façade contractor.
f) Review façade shop drawing, calculations and technical submissions of materials
for compliance with contract document.
g) Review interpretation, and advice on the acceptability and significance of the
test results for components and materials and advice on the acceptability of
samples and materials selected.
h) Endorse all contractor’s shop drawings, method statement, material submittal,
testing, calculations and samples submissions.
i) Review & response Request for Information (RFI) from submitted by contractors.

3.8 Fabrication and Installation

a) Recommendation on potential fabricators and workshops to the client for


consideration. To review and recommend on their technical suitability and
capabilities related to the project requirements.
b) Visit the façade contractor’s plant and facilities with the client to evaluate their
capabilities. Allow for 12 visits. Travel cost reimburseable by client.
c) Review of the fabricator’s QA/QC procedures and comment on suitability.
Alternatively, to provide QA/QC regimes that relate to the quality control of the
manufacture of the façade system for the project.
d) Provision of report on each factory review for the client’s information and
fabricator’s follow up and action.
e) Provide recommendation on potential installers and site staff to the client for
consideration. To review and recommend on their resourcing, technical
suitability and capabilities related to the project requirements.
f) Provision of an initial briefing to full time contractor site agent on the
methodology for detailed inspections and fields testing of façade installation.
g) Visit to site during installation to inspect all façade installation work and check
on the approved QA/QC measures and quality of workmanship. 3 No. of visits
per system type is to be assumed within this proposal. * Agree with the number of visits. Travel cost
reimburseable by the client.
h) Provide written detailed reports on each visit.
i) Witnessing of field water (hose) tests (to AAMA501.0 or equal) and provide a
written report documenting the findings. This will be carried out at the same
time as the visits noted above.
j) Review of field-testing reports for welding, gutter ponding, pullout and all
related façade workmanship verification tests.
k) Provision of ongoing site consultation during the construction phase of the
project.
l) A checklist for inspections of façade system shall be made available to site staff.
m) Photographic records of defects shall be used to ensure contractor follow up
with corrective work.
n) To assist in completing the inspection of façade works with the Architect and to
provide a generic list of defective works.
o) Attending site TCM on an agreed schedule basis or as needed basis.
p) Review as-built drawings maintenance manuals and warranties to ensure all are
complying to the performance specification required.
3.9 Project completion and Defects Liability Period

a) Carry out final inspections and arrange for any tests to be carried out by the
required parties, assess the results and ensure that the inspections and tests are
satisfactory and have complied with performance and relevant requirements.
b) Undertake selected inspections with the client's representative during the
defect period to monitor progress.
c) Review as-built drawings, maintenance manuals and warranties.
d) Monitor the Contractor's making good of defects and subsequently arrange for
any further inspections and tests to be undertaken until satisfactory results are
obtained.
e) Attend a maximum of 4 nos. inspection during the DLP.*reimburseable

4.0 Site Supervision (to be priced as optional scope of works)

a) Carry out site supervision and inspection during the site installation and
handover in accordance with the performance specification and approved shop
drawings. The site installation processes which will be inspected includes
installation methods, tolerance, QA/QC implementation, workmanship and
compliance to approved documents etc.
b) Inspections for production and site installation once a week – 8 hours and
standard working conditions. It is to be assumed that a cabin and work station
will be provided.
c) Ensure that all testing and QA/QC is carried out in accordance with specification
requirements.
d) Provide a follow up report to the Client/EPCM Lead consultant documenting all
findings and observations from the inspections carried out in addition to filling
out inspection forms (2 reports will be provided each month for a duration of 12
months).
e) Liaise with the full-time site inspection team and assist the team with
rudimentary daily inspection critiques.
f) Advise bi-weekly on installation progress and percentage of works completed by
verifying the Sub-Contractor progress reports.
g) Advise the Client/EPCM Lead Consultant on completion of said works and
provide advice regarding issuance of CPC and any staged handovers.
h) Provide a full snagging and defects list upon completion of the installation works
and continue to monitor the site works throughout the defect liability period.
i) It is assumed that full access will be provided for external inspections by the
Contractor and such access will be provided from reputable companies. In the
event, temporary gondolas are to be used, façade consultant reserves the right
to reject gondola companies without a successful track record and inspection
certification must be provided for each temporary gondola prior to use. All
company particulars/prequalification information must be submitted for review.
