I. Situational Analysis

a. Background of the Problem

Lumads have been excluded in the government’s decision towards changes. They
endure unfair treatment towards issues on healthcare, education, and human rights. They represent the
poorest sector of the country since they have been managing their own lives without deserved
government assistance. Their lives would be comfortable and secure if they can contribute to the
society’s development without discriminating their culture, customs and way of living.

II. Formulating Objectives

a. Identify advocacy objectives:

To enhance the Indigenous Cultural Communities through the establishment of schools in their
communities wherein the curriculum is fit to their culture, language and needs without changing their
customs and traditions

To build established indigenous communities that are educated and capable of running their
ethnic groups without being discriminated against and taken advantage of.
