Figure 1 shows the result of Phil-IRI Pre-

test in Filipino to 56,234 pupils among the
elementary schools in General Santos City.

Results revealed that Non-Readers

constitute 21% (11,839) of the testing
population; 37% (20,542) of the pupils are in the
Frustration level; 26% (14,469) are in the
Instructional level; and 17% (9,384) of the pupils
can independently read and comprehend.

This implies that most pupils struggle with

their reading comprehension and fluency skills in
Filipino. This might be due to their greater
exposure to educational materials and their print
environment in English. Thus, parents and

effort in developing their reading and
comprehension skills in Filipino.

Figure 2 shows the result of Phil-IRI Pre-

test in English to 51,613 pupils among the
elementary schools in General Santos City.

Results revealed that Non-Readers

constitute 22% (11,522) of the testing
population; 36% (18,784) of the pupils are in the
Frustration level; 27% (13,782) are in the
Instructional level; and 15% (7,525) of the pupils
can independently read and comprehend.

This implies that most pupils struggle with

their reading comprehension and fluency skills in
English. This might be due to a lack of a rich
print environment and little to no engagement in

Figure 3 shows the result of Phil-IRI Pre-

test in Filipino to 49,470 pupils among the
secondary schools in General Santos City.

Results revealed that Non-Readers

constitute 2% (834) of the testing population;
21% (10,323) of the students are in the
Frustration level; 34% (16,953) are in the
Instructional level; and 43% (21,360) of the
students can independently read and
comprehend.

This implies that most students have

good reading comprehension and fluency skills
in Filipino. However, there are still a great
number of struggling readers in secondary

Figure 4 shows the result of Phil-IRI Pre-

test in English to 50,397 pupils among the
secondary schools in General Santos City.

Results revealed that Non-Readers

constitute 2% (1,130) of the testing population;
28% (14,014) of the students are in the
Frustration level; 35% (17,540) are in the
Instructional level; and 35% (17,713) of the
students can independently read and
comprehend.

This implies that most students have

good reading comprehension and fluency skills
in English. However, unlike in Filipino, there are

of students in the frustration level comes closer.
This means that teachers and reading partners
must focus more on improving the skills of
secondary students in English.
