ATGLEN BOROUGH NEWS

JULY 2011

Summertime
Summer is here and everyone is outside enjoying the warm weather and longer days. Some will enjoy summer parties, cooking out or just sitting on their porches. Unfortunately, the Borough experiences an increased number of complaints concerning neighbors, children, noise and animals during the summer. We are sometimes limited to what we are able to do concerning such situations, although there are ordinances concerning barking dogs and residential animals. Being a thoughtful neighbor can help to alleviate a lot of problems. Be considerate of your neighbors property and conscious of your noise levels. When walking your dog, be sure it is on a leash and follow the pooper scooper laws. Be sure that your dog remains on your property and if it is barking for more than 15 minutes, bring the dog in the house so it wont disturb your neighbors. Keep an eye on your children and make sure they are in a safe environment and are respectful of other peoples property. If you are having problems with your neighbor, do not engage in abusive language and threats. Showing respect and consideration for your neighbors will make everyones summer more enjoyable.

Summer is also a time when open garages and unlocked vehicles are an inviting target for theft. The Police remind us that each year the number of thefts increases when properties are not secured. This year however, weve also experienced numerous thefts and damages to secured vehicles. Take items of value into your home and please call the police if you are a victim of a theft or witness illegal or suspicious activities. Call 911 for emergencies and 610-383-7000 for non-emergencies. Its very important that you report incidents to the police so they can keep a record of the activity in the Borough. Have a safe and enjoyable summer.

FOREST STEWARDSHIP PLAN

Last year the Borough adopted a 10 Year Forest Stewardship Plan for Borough property located on Church Road in West Sadsbury Township. The Borough purchased the property in 1955 and until recently a Stewardship Plan was never prepared. The Ten Year Plan describes in detail the current conditions of the site and management recommendations. The data clearly shows the woodland is over stocked and recommends the Borough conduct a light selective harvest. A few of the Boroughs goals for the property include: Generate periodic income from timber production; protect water resources; protect the contiguous woodland nesting habitat for migratory and woodland bird species and deer population; the property is within our wellhead and watershed protection area. The Borough has a high priority for good stewardship principles for the continued health of the woodland and to increase future species diversity, as well as a continual source of income generated from periodic selective harvests. Recently, the Borough Council took steps to precede with a harvest according to the Plan recommendations. Of the 95 acre property, the light harvest area covers approximately 66 acres. Request for proposals were sent to several companies. Upon receipt of the proposals, Council, the Forestry Consultant and a State DCNR forester will assist in the review of the documents. Tree planting of Oak species to ensure regeneration and invasive control will occur following the light harvest.

Plan Now.
Before you take a dive!
With summer here, the thought of hot weather enters our minds, and along with that comes the thought of staying cool in a new swimming pool. Before you decide to purchase a pool, you should determine if a permit is required. Following are general guidelines pertaining to swimming pools as defined by the statewide Uniform Construction Code (UCC) and the Atglen Borough Zoning Ordinance. All pools with the capability of containing 18 inches or more of water, including inflatable and portable pools, must first secure a permit. A swimming pool that will have any part of the pool wall less than 4 feet in height on the outside between the finished grade and the top of the pool is required to have a barrier (fence). The barriers are very specific; you should contact the office to ensure that the barrier you plan to use is adequate. There are zoning requirements for all pools. setback

These requirements can be found on our website (www.atglen.org) or by contacting the Borough Office. Meetings All Meetings are held in the Borough Office located at 120 West Main Street at 7:00 p.m.
Borough Council Meeting will be on July 11th due to the Independence Day Holiday (The Borough Office will be closed on July 4th.)
