“Efficiency of the 2020 Lockdown Protocol for COVID-19 to the People of Purok 6,
Quirino, Madrid, Surigao del Sur”

Introduction
Since the emergence of the COVID-19 pandemic, the number of cases have already
reached 82 million worldwide at the end of 2020. In the Philippines, the number of cases
exceeded 473,000. As countries around the world face the continuing threat of the COVID-19
pandemic, national governments and health ministries formulate, implement and revise health
policies and standards based on recommendations by World Health Organization (WHO),
experiences of other countries, and on-the-ground countries (S. Talabis et al., 2021). To control
the spread of COVID-19, national government down to the local government unit had strongly
imposed and enforced public health protocols to high-density urban centers, this also includes
closing educational institutions, public venues, markets and restaurants, and all other public
places. Other measures also involve prohibiting individuals that are minors, senior citizens, or
people with chronic diseases from going outside of their homes. LGUs are tasked to adopt,
coordinate, and implement guidelines concerning COVID-19 in accordance with provincial and
local quarantine protocols released by the national government (S. Talabis, et. al., 2021).
This research seeks to measure the efficiency of the lockdown protocol during the
emerging of COVID-19 to the safety of the citizens imposed by the national government. As
national governments implemented large-scale ‘blanket’ policies to control the pandemic, Local
government Units (LGUs) have to consider granular policies as well as real- time interventions
to address differences in the local COVID-19 transmission dynamics due to heterogeneity and
diversity of the communities (S. Talabis, et. al., 2021).

Background and Significance


This research aims to investigate the mitigation of the Impact of COVID-19 to certain
communities. The Local Government Unit, from the orders of the national government, outlined
different quarantine measures wherein each level has a corresponding degree of rigidity from
keeping only the essential businesses open to allowing all establishments to operate at a certain
capacity. Other measures also involve prohibiting individuals at a certain age brackets from
going outside of their homes (S. Talabis et al., 2021) There are great concerns about the
effectiveness and risks of long term implementation of lockdowns for 15 days before, 15 days
during and 15 days afterward on international epidemiological trends in the prevalence and
mortality of COVID-19 cases (Meo et al., 2020). In addition, the purpose of this study is to
measure how efficient was the implementation of lockdown protocols for COVID-19 to the
families in Purok 6, Quirino, Madrid, Surigao del sur. The efficiency of the lockdown protocol
affects certain purok areas in the barangay to follow and adjust to the protocols of the
community.

Literature review
The COVID-19 pandemic is an emerging worldwide health problem which has infected
millions of people globally. The notion of lockdown was linked with the incubation period of
COVID-19, which is a median of 5.1 days and can be up to 14 days. The lockdown policies have
been enforced by many countries to reduce the spread of COVID-19 (Meo et al., 2020).
(Nussbaumer-Streit et al. 2020) in a recent review on lockdown demonstrated that this type of
measure has had an effective impact at reducing the incidence and mortality of COVID-19
during the current pandemic. The study has shown evidence that lockdown measures are
consistently beneficial, with quarantining of people who were exposed to confirmed or suspected
cases preventing 44% to 81% of new cases and 31% to 63% deaths, compared to a lack of any
lockdown measure (Meo et al., 2020). When quarantine was combined with other prevention and
control measures, including school closures, travel restrictions. And social distancing, the models
showed a “larger effect on the reduction of new cases, transmissions and deaths than individual
measures alone (Mahase, 2020). However there is also negative impact of the implementation of
lockdown to citizens. In the case here in Madrid, Surigao del Sur, some people are having a
rough time sustaining their families as they run out of food supplies in the midst of lockdown.
There is nothing they can do but patiently wait for the government’s aid or ayuda to be sent.

Research design and methods


The primary research method for this study is to conduct a survey to particular families in
Purok 6, Brgy. Quirino, Madrid, Surigao del sur. Through this method it will help us obtain
information about how much efficiency rate was the implementation of the 2020 lockdown
protocol during the COVID-19 pandemic. Before using the data, we are going to calculate the
survey response rate of our survey. Survey response rate is a measure that helps you calculate the
efficiency of your surveys. It is usually expressed in percentage and can be obtained by dividing
the number of participants/respondents by the total number of surveys sent.

Preliminary suppositions and implications


This research aims to influence future researchers by conducting researches that
prioritizes the welfare and opinions of the local communities. Their perspectives and reactions
when the country was placed under the State of Calamity for 6 months had greatly backlashed
the government’s response to COVID-19. This helps future researchers gain knowledge about
the efficiency of imposing the lockdown protocol to the localities. This will also help the
researchers seek ideas for future innovations concerning in science and medical field that can
benefit the whole community or possibly the whole country whenever there might be possible
outbreaks in the future.
Conclusion/summary
As countries around the world face the emergence of COVID-19, national governments
and health ministries formulate, implement and revise health policies and standards based on
recommendations by World Health Organization (WHO). The local government had strongly
enforced public health protocols such as implementing lockdown and quarantine, and closing of
public venues and institutions from the orders of the national government. This research is to
measure on how efficient for the people or the families in Purok 6, Brgy. Quirino, Madrid
Surigao del Sur, the implementation of lockdown protocols for COVID-19. This research also
aims to investigate the mitigation of the impact of COVID-19 to certain communities. Thus, in
order to gain information or collect data, conducting a survey for the families in Purok 6 is used.
Then the collected data is used to calculate the survey response rate. Survey response rate is used
to calculate the efficiency of your surveys. This research also implies that this can help future
researchers to have an idea for future innovations in the medical field that can benefit the whole
country for possible outbreaks in the future.
