HANDLING OF SUSPICIOUS CHARACTERS

HOW TO IDENTIFY A SUSPICIOUS CHARACTER

1. Wandering around the perimeter of the compound for a long time.


2. Avoid or walk off while approach by Security officers.
3. Taking photographs and making notes.
4. Over friendly approach and asking questions concerning the security of the
premises:-
 Number of guards deployed on site
 What are the type of security / alarm system installed at the premises
 What is the changing shifts timing
5. Placing an unattended object or parcel within or along the perimeter and left the
area.
6. Attempting to enter into the premises without any valid reasons.
7. Wearing excessive clothing or overly sized attire that able to hide something
underneath.

HOW YOU SHOULD HANDLE A SUSPICIOUS CHARACTER

1) Conduct observation discreetly; take note of what the suspect is doing and his
physical characteristics.

2) Important identification to take note (as per Checklist above):-
 Race
 Skin colour
 Build/Height
 Age
 Accent
 Hair style
 Spectacle
 Attire
 Other markings – Tattoo, Scar, Mole, etc

3) Try to establish the particulars of the person. You can request the person to show
his / her Identity and the purpose of his/her visits.

4) If the person is taking photographs, try to detain him/her with your colleagues’
help and report to the Police and management.

5) Called for assistance if the person appear to be violent or aggressive.

6) Do not attempt to follow the person if he leaves the premises.

7) Record all events in the occurrence book. This is important as the suspect may
return another time.

8) If the subject committed Crime or a sizeable offence, you have the private
person's power of arrest to detain him and contact the police.

9) Escort the suspect to a room out of public view.

10) If the suspect attempts to run away, try to detain him without endangering your
own life.

SPOTTING TERRORISTS & TERRORISTS ACTIVITIES

Terrorist plan their attack by carrying out reconnaissance in the vicinity of their target
before the actual act. A good opportunity to spot them is when they are conducting
surveillance. Some possible indicators of terrorist activities are:

1) SURVEILLANCE
If terrorist are targeting a specific area, they will likely observe that area during the
planning phase of the operation. Look out for prolong loitering in the vicinity of the
restricted areas/sensitive sites.

2) VIDEO / PHOTO-TAKING
While conducting surveillance, terrorist might attempt to record images of sensitive,
non-tourist locations in the background either stationary or while travelling in a slow
moving vehicle.

3) SECURITY
Terrorists would have an unusual or prolonged interest in security measures. They
might try to find out about security routines, procedures and personnel.

4) INFORMATION
Terrorists might attempt to obtain sensitive information on key facilities, personnel or
operation through personal contact, telephone, mail or e-mail.

5) TEST
To gather information, terrorists might attempt to penetrate or test physical security
and response procedures e.g. how long it would take security or police to respond to
an incident; the number of responding personnel; or the routes taken to a specific
location.

6) RECORDING / REPORTING
A single indicator may be harmless but do be alert when you spot more than one
suspicious indicator.
 Record relevant details and observations (as per s/no. 1 & 2)
 Report and activate the emergency contact personnel (ie. SMC / SIC) and
the Police. Get instruction from SMC/SIC. Commence evacuation if
instructed (Ref Evacuation Plan ANNEX B attached).
 Make record in the occurrence book and put up incident report.
 Officer to take further instruction from the Emergency contact personnel and the
Police if applicable.

HANDLING OF SUSPICIOUS VEHICLES
CHARACTERISTICS OF A SUSPICIOUS VEHICLES

1) Parked in an unauthorised parking place or in a way causing hazard to other


road users.
2) Unmanned and left unattended for sometime.
3) Overly weighted especially no visible indication of heavy items.
4) Presence of foreign objects attached under the vehicle or beside the wheels.
5) Signs of being tampered with (e.g. keyhole damaged, windows & doors ajar
etc)
6) New vehicle mounted with an old and dirty licence plate or vice versa.

HOW YOU SHOULD HANDLE A SUSPICIOUS VEHICLE (Ref Annex A)

1) Stop vehicle and check vehicle number tallies with vehicle road tax disc. Lookout
for the following pointers that will help to identify the suspicious vehicle:
 The driver of the vehicle appears nervous when questioned.
 When asked that he lets you checked the goods, the driver seems reluctant and
not willing to do so. He may find many excuses to stop you from checking his
vehicle.
 The vehicle appears lopsided, as if one of its sides is much heavier than the
other.
 The license plate looks new, but the vehicle appears very old or vice-versa.
 There may be tampered marks on the vehicle.
 Checked doors and window for any signs of force entry.

2) Approach the driver and request for purpose of visit.

3) Check “Contractor / Delivery / Appointment Schedule” or made phone calls to


verify purpose of visit.

4) Upon entry granted, request the driver to accompany you to check the vehicle.

5) Perform the check only when in the full view of the driver.

5.1 Places to take note when searching a vehicle:


 Boot
 Engine Compartment
 Tool Box
 Containers within Vehicle
 Spare Tyre Compartment
 Under Chassis of Vehicle
 Glove Compartment

5.2 While checking, officers should look out for:

 Any suspicious packages or objects


 Electrical wiring that is not part of the vehicle and attached to any suspicious
devices
 Any suspicious improvised items.
 Any container/ canister containing suspicious liquid, chemical, LPG etc

5.3 RECORDING / REPORTING

A single indicator may be harmless but do be alert when you spot more than one
suspicious indicator.
a) Record relevant details and observations
b) Report and activate the emergency contact personnel and the Police.
c) Make record in the occurrence book and put up incident report.
d) Officer to take further instruction from the Emergency contact personnel and
the Police if applicable.

Preventives Measures for Vehicle Bombs:

a) Look out for unauthorized vehicles parked along the building driveways or no
stopping / waiting zone.

b) Conduct frequent and visible patrols at lobbies, car parks, driveways and other
locations with high human traffic.

c) If you suspect something amiss, identify the suspicious person, parcel or vehicle
by noting their characteristics :
i. For persons – gender, race, height, attire, behaviour and what they are
Carrying.
ii. For parcels – shape, size, packaging and markings.
iii. For vehicles – colour, make, model, registration number and special
marking.

If a suspicious person or items / vehicles is spotted within your deployment sites, the
security officers should try to establish the identity of the person or ownership of the
item / vehicle. Should his / her suspicion persists, they should not touch the item or
open the doors of the vehicle. Stays calm and notify the emergency contact
personnel immediately.

EVACUATION PLAN ANNEX B

1. Evacuation Action Plan


 This is the signal to notify when an emergency is discovered and commence total
evacuation.
 When the fire alarm activated, the alarm bells will be sounded non-stop
throughout the building.
 A signal will be sent to the Decam monitoring company.
 Contact Decam and report accordingly.
 SIC and assistance shall immediate activate the Emergency Response team (Ref
S/no. 2 Pg 12 CERT contact list) to respond to the alarm.

1.1 Action to be taken by respective members :-


a. Evacuation and CERT Team members
 Upon hearing the alarm, Evacuation Team members shall commence evacuation
immediately. All staff to be informed that there exists an emergency situation in
the building and to evacuate by the nearest exit staircase in an orderly manner.
 Evacuation and CERT members to report to SIC for further instruction.
 Check all offices, stores, toilets etc to ensure that no one is left behind.
 Ensure that the disabled, children, pregnant women etc if present in their storey,
are given particular attention during evacuation.
 Leave the building after ascertaining that all the occupants of the floor have
complied with his order.
 On reaching the assembly area, conduct a roll call of the staff present and report
to the SIC in person of the evacuation status (REF ANNEX D).

b. All Staff
 Upon hearing evacuation instructions, all staff shall lock important files, shut
down machinery etc and evacuate immediately guided by their respective
Evacuation Team members. Only to bring along necessary items.
 When evacuating, do not panic but quickly walk down the staircase by the
nearest exit and proceed to the assembly point.
 The assembly point is located at the vacant lane beside the main gate.
 All staff shall not re-enter the building unless instructed otherwise by the Police or
Civil Defence Officer in attendance.

c. Site-Incident Controller / FSM


 Ensure that the Police and the Singapore Civil Defence Force (SCDF) has been
notified of the emergency.
 Proceed to the Main Fire Alarm Panel and ensure that the Evacuation and the
Response Teams have been mobilized to respond to the situation.
 Proceed to the assembly point and obtain the floor evacuation status reports from
the Evacuation Team members (Building evacuation Status Chart)
 Await the arrival of the Police and the responding crew from the Singapore Civil
Defence Force at the main entrance of the building and report to the officer-in-
charge the status of the evacuation and situation report.

d. Security Officer
 SO to direct the Police and the SCDF Officer on their arrival to the bomb scene.
 SO to cordon off the area and prevent unauthorized personnel from entering the
affected area.
 SO to direct traffic to facilitate the movement of evacuees to assembly point.

ANNEX B1
ROLES AND RESPONSIBILITIES OF CERT
1. SITE MAIN CONTROLLER (SMC)
SMC is the senior member of the installation management. He is the person who is
overall in-charge of the emergency response operations in the installation and liaise
with senior officials of government agencies such as SCDF, SPF, NEA, etc. Under
circumstances whereby the SMC is unable to leave the plant, he may appoint
another suitable representative to link up with the Incident Manager at TACT HQ.

1.1 THE KEY RESPONSIBILITIES OF THE SMC INCLUDES:


(a) Coordinate the activities of external emergency organizations and work closely
with the Incident Manager at TACT HQ during consequence management;
(b) Provide TACT HQ with the following information:
i) Site Layout Map;
ii) Building plan;
iii) Company Emergency Response Plan;
v) Overall workers population;
vi) Incident resources available at site;
(c) Provide the Incident Manager with the necessary information and decisions
to any actions that concerns the company SOPs and policies;
(d) Authorize the shutdown of operations in the installation;
(e) Authorize the release of information to the media and government
agencies; and
(f) Assist the Incident Manager in determining the termination of the
emergency and authorizing re-entry upon complete recovery.

2. SITE INCIDENT CONTROLLER (SIC)
He shall be a senior member of the installation supervisory staff. He is overall in-
charge of the actual ground response operations. He is to provide assistance and
information to SCDF ground commander during operation.

2.1 THE KEY RESPONSIBILITIES OF SIC INCLUDES:


(a) Establishing the on-site Emergency Response Team;
(b) Sizing up incident situation and recommending response strategy and
tactical plan;
(c) Determining incident control zones;
(d) Setting up field incident command post;
(e) Commanding and directing emergency response team;
(f) Ensuring emergency responders safety and monitor personnel fatigue
and stress;
(g) Deploying emergency equipment and appliances;
(h) Directing rescue operations if necessary;
(i) Maintaining constant communication with SMC and the emergency responders;
(j) Working closely with SCDF ground officer;
(k) Ensuring proper decontamination of the equipment and responders; and
(l) Coordinating recovery activities.

3. RESPONSE TEAM (RT)


The RT consists of personnel trained in basic emergency response actions such as
fire fighting, HazMat mitigation and other supporting activities such as security,
evacuation, first aid etc.
3.1 THE KEY RESPONSIBILITIES OF RT INCLUDES:
(a) Conduct basic emergency response actions such as fire fighting and HazMat
mitigation under the command of SIC;
(b) Assists in emergency notification of neighboring premises and conduct public
protective actions under the command of SIC;
(c) Accounting for personnel inside and outside of the hazard risk zone under the
command of SIC / SMC and assist SIC / SMC to ensure on the smooth and orderly
evacuation of all company’s employees by guiding them to designated Evacuees
Assembly Area (AA);

(d) Implementing In-Place protection (IPP) within the work place under the command
of SIC;
(e) First Aid personnel should perform basic first aid on any casualty;
(f) Security officer should secure the company’s premises and facilitate rapid
movement of SCDF responders upon their arrival.

4. OTHER APPOINTMENT HOLDERS


4.1 FIRE SAFETY MANGER / ASSISTANT FIRE SAFETY MANGER
THE KEY RESPONSIBILITIES OF FSM / ASSISTANT FSM INCLUDES:
(a) Ensure at all times that fire safety requirements contained in the Emergency
Response Plan are complied with;
(b) Supervise the maintenance of all fire safety works in the premises;
(c) Ensure at all times that the occupant load of any part of any building does not
exceed the capacity prescribed under the Fire Code;
(d) Conduct daily checks within the premises and remove or cause to be removed
any fire hazard that is found within the premises;
(e) Prepare an Emergency Response Plan for the premises and conduct fire drills for
the occupants annually as may be stipulated FIRE SAFETY (FIRE SAFETY
MANAGERS) REGULATIONS;
(f) Ensure that all occupants are familiar with the means of escape located within the
premises;
(g) Prepare fire safety guidebooks for the occupants of the premises;
(h) Train the occupants in the premises in first aid, fire fighting and evacuation in the
event of fire;
(i) Co-ordinate and supervise the occupants within the premises in fire fighting and in
evacuation in the event of fire or other emergencies;
(j) Supervise the operation of the Fire Command Centre in the event of fire or other
emergencies;
(k) Conduct at least 2 Table-Top Exercises within the premises each year and to
evaluate, together with the CERT Committee, the effectiveness of the Emergency
Response Plan for those premises;
(l) Notify the SCDF immediately upon the occurrence of any fire or other
emergencies and fire related mass casualty incident in the premises.

4.2 EVACUATION & MEDICAL TEAM MEMBERS
The key responsibilities includes:
(a) Acquaint any new employee with the Emergency Response Plan including
his specific role (if any) during an emergency;
(b) Be familiar with the Emergency Response Plan and means of escape of
the building;
(c) Be familiar with the operation of the fire alarm system and use of first aid,
fire fighting equipment.
