1 Purpose

To ensure that career progression is proactively planned in sufficient time to provide competent crew with
appropriate qualifications and experience to meet future and current crewing needs.
To ensure that only the most suitable candidates are selected and offered promotion to a higher rank.
The purpose of this procedure is to provide guidelines for promotion.

2 Scope
This procedure applies to all seafarers (excluding cadets) employed on vessels technically managed by
Maersk Tankers.
This procedure applies to all manning offices and manning agencies that are responsible for the promotion
of officers and/or ratings employed on vessels technically managed by Maersk Tankers.
3 Roles and responsibilities

Seafarer To proactively manage their own personal development


and progression in close liaison with Crew manager.

Crewing Operations To ensure that individual's career is managed with


sufficient support for personal development and to meet
future crewing needs by maintaining In-house promotion
pipeline.
Manning Offices To prepare promotion documents for approval.
Head of Fleet Groups To approve promotion of qualified individuals for position
of Chief Engineer

Head of Marine Standards To approve promotion of qualified individuals for position


of Master

Head of Crewing To approve promotion of qualified individuals for all officers


and engineers including promotions from ratings to junior
officer.

4 Description

4.1 General

4.1.1 It is important that prior to external recruitment the company endeavours to promote internally
where possible. In order to facilitate this, and to ensure that the most competent candidates
are promoted to fill vacancies, the relevant Crewing departments/ Manning Offices must ensure
that promotions are planned with sufficient time for the individual to prepare and allow for any
necessary training to be executed.

4.1.2 The Crewing department/ Manning Offices must maintain on overview of the defined criteria
for promotion and ensure that individuals are proactively fulfilling requirements for eligibility for
promotion. This overview should encompass sufficient information to base decisions in
accordance with ship-owning entity procedures concerning officer and senior staff promotions.

4.1.3 Crewing Operation/ Manning Offices should maintain an active promotion plan to ensure
candidates are advised of and are prepared for their promotion in a timely fashion.

4.1.4 Whenever a need for promotion is realized, promotion of sea staff to that position, candidates
will be selected as per the criteria mentioned below.

4.1.5 Ratings promotion to officer will undergo recruitment process for officers.

4.1.6 Qualified officer(s) will, be approved by the Head of Crewing and qualified rating(s) will be
approved by the relevant Manning office.

4.1.7 For promotion to the positions of Master and Chief Engineer, Qualified candidate(s) will finally
be approved by the Head of Crewing.

4.1.8 Successful candidates for promotion to the positions of Master and Chief Engineer will, prior to
their first appointment, will undergo meetings with relevant stakeholders in MTTO.

5 Documentation for Promotion


5.1 Promotion pack
5.2 PI/LI Assessment
5.3 Personnel Evaluation Forms
5.4 Any other document that supports promotion (i.e. TOPS, VOA (Videotel) or Seagull CES Online
Assessment), simulator assessment, culinary training etc…)

6 Promotion Criteria
Selection of candidates for promotion will be evaluated basis below mentioned minimum criterion:

6.1 Experience in present rank (in Maersk Group as well as other companies)
6.2 Performance in present rank duties and consistency in performance,
6.3 Interest shown in performing higher rank duties and capability for taking over the new
responsibilities,
6.4 Completion of Training of Personnel on Ships (TOPS) (where applicable),
6.5 Recommendation for promotion “now” on last vessel,
6.6 Charterer / Commercial requirements as applicable
6.7 Minimum 12 months company seniority is required for newly hired officers to be eligible for
promotion.
6.8 Additional for promotion to rank of Chief Officer/ Second Engineer:
It is a mandatory requirement to complete below mentioned on-board E-Learning courses to be
eligible for promotion.
• Incident Investigation.
• Safety Officer.

6.9 Additional for promotion to rank of Master and Chief Engineer:

All promotions from Chief Officer to Master and Second Engineer to Chief Engineer will be subject
to successful performance on the simulator based assessment and completion of Leadership

Assessment Program.
The Leadership Assessment Program has replaced the earlier PPA.
Chief Officers and Second Engineers who hold a successful PPA will not be required to undergo a
Leadership Assessment Program, unless deemed necessary.

All candidates who have been unsuccessful at passing the Leadership Assessment Program will be
handed a development plan and invited for a re-assessment at a date, not less than 6 months from
previous assessment.

Any exceptions to above mentioned criteria must be approved by the Head of Crewing.

7 Handover
For handover time refer to ‘Supernumerary sailing’ as mentioned in ‘Familiarisation / Evaluation Programme
for Newly Recruited / Newly Promoted Officers’ procedure.
