1.0 PURPOSE

a) To keep knowledge and professional skill / expertise of the laboratory personnel


up-to-date.
b) To achieve required competence of each laboratory personnel in line with the NABL
criteria to perform assigned functions.
c) To train the laboratory personnel to perform technical tests.
d) Laboratory has specified the minimum requirement for the post, which is
documented in a format No KCL/LAB/DGP/FM/23 and person appointed in the
organization on the basis of minimum requirement specified. Laboratory follows
the requirement of accreditation body while formulating the requirement policy.
Laboratory also maintains current job description of all personnel under the quality
system in a Format No KCL/LAB/DGP/FM/24. All personnel in the quality system
follow this job description. Training details of Laboratory personnel is maintained
in File no. KCL/LAB/DGP/FL/09.

2.0 SCOPE
All laboratory technical personnel as well as those working in related areas.

3.0 RESPONSIBILITY
a) Quality Manager & Technical Manager is responsible to identify the training need for
the laboratory personnel

b) Quality Manager is responsible for maintaining the Personnel and Training Records.

4.0 PROCEDURE / ACTIVITIES

A) PERSONNEL COMPETENCE:
The laboratory has made adequate provision for suitable manpower with requisite qualification
and experience for executing various jobs like operation of test equipment/machine/instrument
to perform tests, to evaluate results and sign test reports in their respective areas and to ensure
that technical expertise is constantly updated. This is ensured through in-house/external training
program. The laboratory has specified qualification and/or experience appropriate to the job
requirement and maintains up-to date record of the employees’ qualification and training.
In case of specified assignment/jobs, the laboratory has a policy to define qualification and/or
experience for the relevant job and the Chief Executive of the Laboratory ensures that only staff
members, who have acquired adequate knowledge and competency to perform the tests, are
allowed to handle the work independently. Laboratory maintains the relevant authorization.

B) Selection of personnel:
a) HR Department is responsible for recruitment of all Officers in the organization. The
Responsibility of sourcing candidates generally lies with Corporate HR.
b) First Recruitment need is identified whether extra manpower is required or not based on recent
volume of job.
c) Then Search for Competent Candidates begins; CEO or authorized by CEO any lab person first
try to search within organization for availability of competent company employees for required
position.
d) If unable to get employee within the organization, CEO or authorized lab person will inform
corporate HR about the manpower crisis & detailed reason for that
e) It is the policy of the Company to recruit appropriate candidates matching the required
Specifications that will facilitate the fulfillment of role / responsibility. The Company,
However, shall remain competitive and maintain a lean organization structure by recruiting

f) All manpower sanction will be against approved requisitions. The requisition approval
will be maintained at the corporate level.
g) HR Department will source suitable candidates for the vacancies through Newspaper
Advertisement, Job Portals, Manpower consultants, Forced Applications and Word of
Mouth. Corporate HR is the only department which is permitted to directly interact with
Recruitment consultants. HR Department will source profiles as per the skills and qualification
requirement for the role.
h) To ensure robustness of the selection process, more than four candidates are to be
Interviewed before filling up a vacancy. All candidates being interviewed will go through
minimum two-levels of interviews before the Candidate is selected.
i) Appointment letter is issued for the selected Candidate.
j) Persons appointed in the organization are given introduction training in the particular field for
which he is appointed.
k) The persons are selected for an assigned task on the basis of their qualification and experience.

C) Training of personnel:
The training requirements are initially identified by the Lab manager of the Laboratory in Form No.
[KCL/LAB/DGP/FM/25] and on the basis of the requirement, a training plan in Form No.
[KCL/LAB/DGP/FM/26] is prepared by the QM with the approval of CEO of the Laboratory. Training
need is identified on the basis of following factors.
 Past performance on Test.

 Findings from the internal audit and external audit by NABL or Customer or inspection
body.
 Findings from the Test or system non-conformity.

 Findings from the preventive action requirement.

 Customer complaint and feedback.

 Introduction of new standards and test.

 After identifying the training need, training is given accordingly. Laboratory Management
organizes training in the following manner.

 In-house faculty, in-house venue.


 External faculty, external venue.
 External faculty, in-house venue.
 Training may be organized or personnel may be sent for training beyond the plan
depending on the situation.
 Feed back of the training is maintained in Training Record [KCL/LAB/DGP/FM/27]
 Training effectiveness is evaluated through on job process. Respective sectional in-
charges evaluate the effectiveness of training. Chief executive Officer of the Laboratory
will evaluate the effectiveness for sectional in-Charge.

D) Supervision of personnel:
 The persons are selected for an assigned task on the basis of their qualification and
experience. All the laboratory Technical persons are employed and where contracted
personnel are appointed as support to a technical person, they are also given training in
accordance to management system and have appropriate supervision
 Person appointed in the organization is given introduction training in the particular field
for which he is appointed.

E) Authorized personnel for specific activities:


Exide Industries Limited (Dept. of Electrical & Chemical Laboratory) maintains list of all authorized
persons for carrying out testing, and handling of instrument. Laboratory maintains records of the

relevant authorization(s), competence, educational and professional qualifications, training, skills


and experience of all technical personnel, including subcontracted personnel.
Exide Industries Limited (Dept. of Electrical & Chemical Laboratory) authorize personnel to
perform specific laboratory activities, including but not limited to, the following
a) Development, modification, verification and validation of methods;
b) Analysis of results, including statements of conformity or opinions and interpretations;
c) Report, review and authorization of results.

F) Monitoring competence of personnel


The laboratory evaluates the accordance between the job descriptions and staff knowledge by
checking the appropriateness of the education, training, experience and/or demonstrated skills. If
evidence is available to demonstrate that a person meets all the criteria, he/she can be qualified.
If not, training actions have to be undertaken and the training program has to include evaluation
of the new competence (realization of a test with a supervisor, use of questionnaires,
documented interview, internal comparisons with reference materials,) and the evidence of the
evaluation have to be recorded.
Those evidences can consist, where applicable, of:
 Technical degree, certificate;
 Involvement in publications;
 Records of the involvement in Test or Test operation:
 Record of involvement in internal or external comparisons;
 Record of involvement in research networks;
 Record of involvement in standardization;
 Records of specific evaluation;
 Others
Both specifications and qualifications have to be reviewed regularly taking into account current
needs of the laboratory and of its customers and also of future needs, so re-evaluation of
competence can be needed. Training and qualification programs and also outputs of research and
technical development activities of a laboratory is taken.

Authorized personnel of the laboratory look after the development, modification, verification and
validation of the test method as per applicable. Those fellow personnel are responsible for analyzing,
reviewing and authorizing the report and result.
