VI. Rationale:

CMO No. 46, series of 2012 or the Policy-Standard to Enhance Quality


Assurance in Philippine Higher Education Through an Outcomes-Based
and Typology-Based QA which implements the shift to learning outcomes-
based education. This CMO also provides ample opportunities for any
higher education institution to “innovate in the curriculum in line with their
design to best achieve learning outcomes in their particular contexts”.

Using outcomes-based teaching and learning activities, appropriate


curriculum delivery methods are determined and based on the curriculum,
the means of its delivery, and the requirements of the “physical resources
for the library, laboratories, and other facilities.

Benchmarking is a continuous, systematic process for identifying and


importing best practices to improve performance. It involves a series of
actions, steps, functions, or activities that bring about an end or result.
Several types of benchmarking include internal, competitive and
functional, generic, or process benchmarking. Most benchmarking

processes incorporate these essential elements: planning, data collection,


data analysis, and reporting, and adaptations of study findings.

As part of the many innovations undertaken by this university, the


School of Management and Entrepreneurship (SME) pursues a
benchmarking activity outside the region to seek ideas to better improved
the quality of teaching and better improved the learning of its stakeholders
under the SME care. Benchmark includes the best practices in quality
laboratory procurement and implementation, and curriculum revision to
better address the needs of the time, especially in the post-pandemic era
and teaching-learning pedagogies.

The benchmarking activity of SME will expose the faculty, and the
administration to new ways of tourism and hospitality management which
is part of the vision of the university to capacitate faculty toward the best
pace, place, product, and process of learning “…for human
empowerment.”

VII. Objectives

Educational institutions should develop their learning and research


strategies, methods and technologies to develop necessary skills that are
required for organizations to compete in the twenty-first century global
market. Global competition and information technologies are changing the
methods of how educational institutions function. To implement substantial
changes in efficiency and productivity of education, a new approach to
improve efficiency and encourage continuous improvement must be
integrated into institutional systems. In line with this, a benchmarking
activity will be conducted in aim to achieve the following objectives:
1. identify the best performances achieved by the school/ university being
observed;
2. improve administrative processes as well as instructional models in the
university by examining processes and models at other schools and
adapting their techniques and approaches; and
3. create new networks of communication between schools where
valuable information and experiences on teaching and research can be
shared.
