This study aimed to determine students' perceptions of modular distance learning (MDL) for technical vocational livelihood (TVL) education in the Philippines during the COVID-19 pandemic. A survey of 139 TVL students found they had negative perceptions of the preparedness and effectiveness of MDL due to difficulties using the approach. However, perceptions did not differ significantly by age, sex, or specialization. The study concluded that MDL did not meet the learning needs of TVL students, who require hands-on training to develop skills for future employment or college.

This study aimed to determine the students' perceptions of modular
distance learning in this new normal education for the Technical Vocational Livelihood track. The researcher utilized descriptive research, which employed a statistical research design to determine the preparedness and effectiveness of the implementation of MDL. This study had conducted in the public technical school of Opol-East district, Misamis Oriental. One hundred thirty-nine respondents from the four different TVL strands for this school year 2021-2022 participated in this study. The result revealed that students had negative perceptions about the preparedness and effectiveness in implementing modular distance learning for the TVL track. Due to the difficulties and challenges met by the students in utilizing the MDL approach for learning. However, the study also revealed no significant difference in MDL of TVL students when grouped according to age, sex, and specialization, which means students have the same perception despite their difference in age, sex, and TVL strand. Therefore, the researcher concluded that Modular Distance Learning did not meet the learning needs of TVL students for industry, employment, and college-related courses. Thus, appropriate learning activities and essential learning are needed for the student to be motivated to learn, especially for TVL track students. This track focuses on developing students' skills and competencies for the specific specialization. Keywords: Modular Distance Learning, Technical Vocational Livelihood, Specialization
