Telephone Number: (850) 229-8261 To: All Interested Agencies, Groups, and Individuals, 7 This is to give notice that the City of Port St. Joe has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant Disaster Recovery (CDBG-DR) program under subgrant agreement number M0023. Service Area (SA) #1 — Sani ewer Improvements to Correct Inflow and Infiltratior The City of Port St. Joe Sanitary Sewer Line Improvements project is vital to the health and safety of the citizens of Port St. Joe. Prior to Hurricane Michael, the City's sewer line collection system was experiencing some challenges with inflow and infitration of storm and ground water into the system during and immediately following heavy rain events. Following Hurricane Michael, the magnitude of the inflow and infiltration was exacerbated to a level where the City Wastewater Treatment Plant now receives and processes an average of seven million gallons a day of effluent during and immediately following rain events compared to the City’s typical average daily treatment amount of approximately one million gallons per day. The City’s public works staff has identified three sanitary sewer lift stations that are contributors to this problem Additionally, public works staff identified a portion of the collection system where they believe that majority of the inflow and infitration is occurring. As an initial step of this project, the City wil utilize CDBG Disaster Recovery funds to clean, inspect, and video-record damaged and deteriorating collection system manholes, sanitary sewer lines and service laterals to specifically identify the collection components that are in the most disrepair and are contributing the most to the inflow and infiltration problems. Following the initial reconnaissance, the project includes rehabilitating or replacing the three lift stations, lines and service laterals of the sanitary sewer collection system to reduce the inflow and infiltration. The City will utilize CDBG Disaster Recovery assistance to replace two lift stations located at the intersection of 20" Street and Dupont Drive and at 898 Clifford Sims Drive. Additionally, CDBG assistance will be utilized to rehabilitate the lift station located at 623 Hodrick Street. Following the assessment of the existing lines, the CDBG Disaster Recovery assistance will be utilized to rehabilitate approximately 25,000 linear feet of 8° sanitary sewer pipe utilizing the cure in place pipe (CIPP) process, will replace approximately 8,000 linear feet of 8° Vitrified Clay Pipe (VCP), will replace approximately 20 manholes and will repair approximately 200 feet of four-foot-wide sidewalk impacted by the sewer line improvements. The project area where the sanitary sewer lines are to be addressed with CDBG Disaster Recovery assistance is: ‘* Bound on the North by Avenue C (between Martin Luther King Jr. Blvd and Battles St), Avenue D (between Battles St and Garrison Ave), and Clifford Sims Drive (between N. Portions of this existing infrastructure to be addressed reside within a wetland and 100-year floodplain to provide sanitary sewer service to the residents having homes located in the floodplain and wetland areas within the City. The City of Port St. Joe has evaluated the potential of completing this project outside the wetlands and the 100-year floodplain and determined that to do so would require exclusion of a substantial portion of the project and sanitary sewer customers, which would only marginally correct the infitration and inflow problems. A second option would be to require those customers located in the 100-year floodplain and wetland areas to install septic systems, which would require the grant funds to be expended on the individual systems in the floodplain or wetland and would likely be more detrimental to the environment. Finally, the City considered the option of simply not moving forward with the project. This option would leave the City’s residents at continued risk for future sewage backups into their homes during major storms and heavy rain events, Portions of the service area where the project will be located are in the 100-year flood plain, The service area includes approximately 160 acres of Zone AE and approximately 103 acres of Zone A flood zone. Additionally, the service area includes approximately 51.95 acres of wetlands that include Palustrine Emergent Persistent Forested Needle Leaved Evergreen Seasonally Saturated Partially Drained/Ditched (PEM1FO4B4), Palustrine Forested Needle Leaved Evergreen Seasonally Saturated Partially Drained/Ditched (PFO4Bd), Palustrine Forested Needle Leaved Evergreen Broad Leaved Deciduous Seasonally Saturated (PFO4/1B), Palustrine Shrub-Shrub Broad Leaved Deciduous Needle Leaved Evergreen Seasonally Flooded (PSS1/4C), Palustrine Forested Broad Leaved Deciduous Needle Leaved Evergreen Seasonally Saturated (PF01/4B), Palustrine Unconsolidated Botton Permanently Flooded Excavated (PUBHx), Estuarine Subtidal Unconsolidated Bottom Subtidal Excavated (EU1BLx), and Riverine Unknown Perennial Unconsolidated Bottom Semi Permanently Flooded Excavated (R5UBFx). The work to be completed under this project will rehabilitate or replace existing infrastructure that is currently in place. The City concluded that while portions of the proposed project are located in the 100-year floodplain and in wetlands, the best approach to addressing the sanitary sewer collection needs of the community, is to make improvements to the existing infrastructure as initially proposed, Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. Although substantial portions of the project will be located in a floodplain and wetland, the City believes that the current locations of the proposed improvements cannot be undertaken in any other location due to the scope of the project and the fact that the proposed scope replaces the degraded sanitary sewer collection system serving the residents of the city. There is, therefore, no practicable alternative than to continue with the project as proposed. The City will work with their engineering firm to establish, to the extent that is reasonably possible, a design approach for the project that minimizes work in the 10-year floodplain and wetland areas, ‘The proposed improvements conform to applicable floodplain and wetlands protection standards. The proposed action will not affect natural or beneficial floodplain and/or wetland values, and residents of the community will benefit from the project. ‘There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains and or wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodpiains and or wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of faimess, when the Federal government determines it will participate in actions taking place in floodplains and or wetlands, it must inform those who may be put at greater or continued risk.
