Background
1991
• FETP Fellows led to the establishment of FWRI Surveillance

1992
• Ratification of R.A. 7183 (Fireworks Code of the Philippines)

1995 • Oplan: Iwas Paputok was launched

1999 • 50 hospitals joined the campaign

2005 • Fourmula Kontra Paputok

2010 • ONEISS was established

2011 • Aksyon: Paputok Injury Reduction

2017 • Executive Order No. 28 was implemented

Methodology
• On-line daily reporting from 6:00 AM to 5:59
AM of the following day

• Runs from December 21-January 5

• From 61 selected sentinel hospitals nationwide

Case Definitions
Fireworks-related injury case
Any person who sustained injury from fireworks,
stray bullet, and fireworks ingestion

Fireworks injury case


Any person who sustained injury from fireworks in
any form

Fireworks ingestion case


Any person who ingested any fireworks
intentionally or accidentally

Case Definitions

Stray bullet injury case


Any person who sustained injury from gunshot
fired into the air related to the yuletide celebration,
validated/verified with the PNP

Fireworks-related tetanus case


Any person diagnosed with tetanus caused by an
injury due to firework from December 24 to January 21
and was seen at San Lazaro Hospital

• Overweight
More than 1/3 teaspoon OR more than 0.2 grams of net
explosive ingredients

• Oversize

• Fuse
Should not burn less than 3 seconds but not more than 6
seconds

• Imported finished product

• Mixture
• Sulfur and/or phosphorous mixed with chlorates

Key Roles of DSOs

Key Roles of Disease Surveillance Officers

• To monitor:
o Census of FWRI
o Patient information sheet is filled-out for every
FWRI
o FWRI cases are encoded in the system timely

• To communicate with the RESU FWRI


Surveillance for updates and validation

Key Roles of RESU

• To coordinate with EB, FETP fellows, KMITS, and other agencies


• To orient hospital and other agencies, as needed, on the FWRI
surveillance
• To conduct daily surveillance
• Monitor submission of reports in the ONEISS-FWRI site
• Ensure timely entry of data by reporting health facilities
within area of jurisdiction
• Validate FWRI data of reporting health facilities
• Designate FWRI surveillance coordinator as focal person to
whom the EB and KMITS staff shall coordinate during the entire
surveillance period

• Type in your Viber number to the chat box if
you are not yet a member of the FWRI 2021

• Sign the attendance sheet to receive a copy of
the presentation, CIF, and other pertinent
documents.

• 3 different forms
• Service Request Form (SRF)
• Used for general requests such as request for account
registration, username/password recovery, updating of
hospital name, etc. (email to fwri.kmits@gmail.com)
• Incident Report Form (IR)
• Used for reporting errors in submitted data for correction
• Case Investigation Form (CIF)
• Used for recording data of each FWRI case and used as
the basis for encoding to ONEISS

Reminders for hospitals
• Login, register, and/or recover your password
via oneiss.doh.gov.ph today to verify your
access to the system.
• Encode 3 dummy cases per day (1 each of
FW-related, SBI, and ingestion) until December
8, 2021 to test the functionality of the system.

Reminders for RESUs
• RESU viewing account will be sent to FWRI
point persons by email
• Coordinate in advance (set meetings) with
regional PNP counterparts and sentinel
hospitals to review the process flow for
validation of Stray Bullet Injuries (SBI)
• Provide TA to sentinel hospitals, especially
those who failed to attend the orientation
(materials will be sent via email)
