VIII. RATIONALE:

According to the 2017 Annual Poverty Indicator Survey, approximately 1.43 million children and youth aged 6 to 17 are out of school and have not
completed basic education. (PNA, 2019). The DepEd aims to bring these out-of-school children and youth back into school through the Free Training program
offered by the district, which is a supplement to the mainstream ALS.

Skills training was added to the components of ALS education to achieve the goal of the Alternative Learning System-Education and Skills Training
(ALS-EST) program. Out-of-school youth learners enrolled in the program can now access skills training and enjoy the opportunity to be trained in carpentry,
tailoring, farming, wellness, food and housekeeping, and electronics and welding, in addition to basic subjects such as English, Filipino, Science,

Mathematics, and History. With these skills training added to my learners' list of learning competencies, I personally believe they will beALS
able to find a better
job or start a small business that will elevate their status in life.

Furthermore, the Calauag East District is extremely fortunate to have specialized technical vocational public schools in the country for the
implementation of ALS-EST due to some considerations and qualifications such as experience and track records of implementing technical-vocational
courses, school facilities, tools and equipment, and human resources capable of delivering and facilitating the required skills competencies such as Welding.

Welding necessitates the development of skills in Calauagenians students. It is critical that students understand how to use Shielded Metal Arc
Welding equipment (SMAW). Before or at the beginning of the practice, one must be familiar with all of the equipment and how to operate the welding
machine efficiently and effectively. In addition, according to the American Welding Society (AWS), welding is a very sophisticated and technical science that
requires not only mental application but also tactile manipulation. (AWS, 2005, 2006; Rose, 2013) . Moreover, Anecdotal evidence suggests that SMAW is the
most difficult weld process for secondary students to master. (Hoffman et.al , 2012). That is why it is in need of thorough training and preparation to gain the
necessary knowledge, skills, and competency among others.

As an ALS implementer, I am hopeful that this FREE training will be realized because I believe that this program will provide my out-of-school youth
learners with the opportunity and chance for self-improvement and a fruitful life through the efforts of DepEd and partnerships with various stakeholders. By
incorporating skills training into the curriculum, they are given more options, which encourages better program uptake and completion, and they can live and
participate meaningfully as productive and engaged members of the community.

IX. OBJECTIVES:

Terminal Objective/s:

1. holistically prepare learners for a variety of exits, such as higher education, middle-level skill development, entrepreneurship,
and employment."

Enabling Objective/s:
1. prepare learners holistically for higher education, middle-level skill development, entrepreneurship, and employment.
2. Free Training graduates can apply the essential skills they learned in the program when looking for work or enrolling in higher
education.
3. Stakeholders will provide additional funds for training facilities and facilitators.

X. KEY CONTENT AND METHODOLOGY:
The said training is exclusive and limited to out-of-school of school youth who are enrolled in the school year 2022-2023.

The SHIELDED METAL ARC WELDING (SMAW) NC II Qualification offered consist of competencies that a person must achieve to weld carbon steel
plate and pipe components as specified by layout, blueprints, diagrams, work order, welding procedure or oral instructions using SMAW welding equipment.
This Qualification conforms with American Welding Society (AWS) D 1.1 Structural Welding Code; American Society Mechanical Engineers (ASME) IX Boiler
and Pressure Vessel Code: American Petroleum Institute (API) 1104 Code of Gas and Oil Pipeline Facilities; and ISO 9606-1 Qualification of Welders for
Steel.

    Nominal Training Duration:       18 hours (Basic Competencies)


                                                              56 hours (Common Competencies)
                                                              194 hours (Core Competencies)
                                                             268 hours (34 days training)

Course Description:     
    This course is designed to enhance the knowledge, skills and attitudes in Shielded Metal Arc Welding (SMAW) in accordance with industry
standards.  It covers core competencies such as setting-up welding equipment, preparing weld materials, fitting up weld materials, welding carbon steel plates
and pipes using SMAW and repairing welds. See attached Training Regulation for further information.

XI. EXPECTED OUTPUT:


The following are the outcome of the activities;

1. produce graduates who not only have basic academic skills but also valuable technical skills.
2. strengthen and expand the regular ALS program, which is regarded as "the centerpiece of basic education."
3. capacitate teachers in knowledge and skills in vocational teaching

BUDGETARY REQUIREMENTS:
Each participant in this activity will incur Php2,500.00 for their NC 2 Certificates. To defray expenses for welding laboratory rental, Welding tools and
equipment, Welding modules, Welding Facilitators’ honoraria, certificates, medals, Internet Connections, and other miscellaneous expenses charged to the
Local School Board/Donation/Sponsors.

X. MONITORING AND EVALUATION: ALS
The Project's Proponent will hold in-person (if possible) or virtual meeting with the ALS focal persons, stakeholders, and other concern under the
supervision of the Public Schools District Supervisor. Accomplished Reports and Narrative (Newsletter) with linked Attendance and Registration will be sent to
the District/Central School for Monitoring and Validation. Furthermore, all participants will get certificates, and all the Technical Working Group (TWG)
Committee and Facilitators will receive certificates of recognition.
