I- Introduction
The latest Coronavirus pandemic outbreak has worsened educational inequality globally. The Philippine Educational system is not exempted.
The COVID-19 outbreak has disrupted learning in Philippine Schools and has raised issues in terms of learning, safe operations, well-being and
protection, including the marginalized and financing that have been major issues for Schools to address.
In response to this challenge, the Department of Education released DepEd Order no. 12 s.2020 which provides background in the
formulation of its Basic Education-Learning Continuity Plan (BE-LCP). Accordingly, the Basic Education-Learning Continuity Plan (BE-LCP)
is crafted to a. “Protect the health, safety and well-being of learners, teachers, and personnel, and prevent the further transmission of COVID-
19;” b. “Ensure learning continuity through K-12 curriculum adjustments, alignment of learning materials, deployment of multiple learning
delivery modalities,…” c. “The key elements of the learning strategies that shall operationalize the BE-LCP are the streamlining of the K to 12
Curriculum into the Most Essential Learning Competencies (MELCs), and allowing of multiple learning delivery modalities such as distance
learning and blended learning, either on top or in place of face-to-face learning.”
On this perspective, the researcher believed that collaboration between home and School is crucial in the successful implementation of any
Distance Learning Modality and have studied the relationship between the level of Home-School Collaboration Practices and its relation to the
Level of Success in the implementation of Modular Distance Learning Program. Relative to the result of the study, it was found out that there is
that there is a “very high relationship” between the level of practice in Home-School- Collaboration and the level of success in the
implementation of Distance Learning in terms of Safe Operations , Learning, Including the most marginalized, Well-being and Protection and
Financing. However, it was also found out that Home-School Collaboration practice relative to learning and safe operations have been least
practiced and least successful accordingly.
Thus, in order to enhance the level of Home-School collaboration practice and the level of success in the implementation of Modular
Distance Learning relative to learning and safe operation, the researcher is proposing the conduct of several Programs, Projects and Activities
presented in this Action Plan.
General Objectives:
The proposed Action Plan aims to enhance the level of Home-School collaboration practice and the level of success in the implementation of
Modular Distance Learning relative to learning and safe operation.
