RUWANPURA EXPRESSWAY DESIGN PROJECT


INTERCHANGE DESIGN, TOLL PLAZA AND
ADMINISTRATIVE BUILDING AT KURUVITA

01. Background of the Project
Ruwanpura Expressway is one of the integral parts of highway system in Sri
Lanka. This expressway has the prospect to provide solutions for transportation
needs in Sabaragamuwa Province which was a major concern for decades. With the
vision of connecting all parts of the island though the highway network, Road
Development Authority (RDA) has commenced the Ruwanpura expressway project.

This project was initially proposed under the Manifesto of former president Mahinda
Rajapakse in 2014. Expressway will run from Kahathuduwa to Pelmadulla via
Rathnapura (73.9 km), becoming the main passage connecting Western and
Sabaragamuwa provinces. Suburban residential areas such as Kahathuduwa,
Horana, Ingiriya, Kiriella, Kuruwita, Rathnapura, and Pelmadulla will be benefited
from this project. Apart from that, Ruwanpura expressway will reduce the travel time
to Uva and Eastern provinces from Colombo.

Kuruwita is one of the six interchanges proposed for Ruwanpura Expressway which
is situated in between Kiriella and Rathnapura interchanges. This interchange
belongs to Phase II of the project (Ingiriya to Rathnapura – 26.2 km). With this
interchange, the whole transportation system around Kuruwita area will be
improved and it will facilitate the access to tea, apparel, minor export crops and gem
markets significantly.

2.0 Aims and Objectives


2.1 Aim of the Project
Main aim of this project is to design a Service Interchange for Proposed
Ruwanpura Expressway, at Kuruwita area. Along with the service interchange
it is supposed to construct an administrative building for administrative
purposes and a toll booth for toll collection. Designing of these three structures
should be economically and environmentally feasible, and should bring
benefits to the society and country.

2.2 Objectives of the Project.

 Estimation of traffic demand at the interchange

 Selection of a suitable location and the best conceptual design out of the
selected three alternatives by conducting a proper feasibility study.
 Evaluate the Social and Environmental impact due to the interchange
development

 Prepare all the necessary drawings including architectural, structural,


plumbing and electrical drawings for the proposed structures. (
Interchange ramp section, Administrative building, Toll Plaza )

 Prepare a detailed cost evaluation for the project

3. Scope of Work, Tasks and Deliverables

3.1 Estimation of traffic demand at interchange.

 Trip attraction and generation in the area should be identified by


using the available data
 Collection of traffic survey data
 Estimation of traffic demand at the interchange using 4-step traffic
forecast method.

3.2 Selection of suitable location

 Study of contour maps, satellite images and drone images of the


area
 Study of hydrological data of the area
 Study of the existing road network in the area
 Analysis the social and demographic data

3.3 Conceptual Stage


3.3.1 Alternatives

Identification of three alternatives for Interchange and


Administrative Building by considering following aspects
 Location and the land use of area
 Traffic demand at the interchange
 Economical consideration
 Building regulations in the area

3.3.2 Selection of the most appropriate or best alternative by


conducting a proper feasibility study.
3.4 Feasibility study

Assessment of the viability of proposed development project from the


environment, socio-economic and technical perspectives and identifying
potential issues to the successfully completion of the selected
alternative.

3.5 Environmental Impact Assessment

 Study on the current environmental conditions.


 Identification of the major issues and most severe impacts on
environment during the construction and operation (air emission,
wastewater discharge)

3.6 Traffic impact assessment

 Evaluation of existing traffic and transport condition in local area


 Evaluation of future traffic generation
 Propose improvements for traffic management and safety

3.7 Development of preliminary design


 Geometric alignment of the interchange road section (Horizontal
and vertical).
 Standard cross section
 Pavement design of road segment
 Drainage requirements.
 Administrative building location and requirements.
 Preparation of AutoCAD and 3D architectural models for
interchange and administrative building.

3.8 Development of detail structural design


 Superstructure design – interchange ramp, administrative building.
 Preliminary calculations.
 Finite element modelling (Midas, sap 2000).
 Detailed design calculation.
3.9 Design of substructure
 Geo technical analysis (Collection of borehole investigation data).
 Identification of soil properties.
 Design of pile foundation for interchange ramp.

3.10 Design of Building services for administrative building


 Design of Electricity Supply System
 Design of water Supply System
 Design of fire protection System
 Design of rainwater drainage system
 Design of waste disposal System

3.11 Design of toll plaza

 Determination of optimum toll plaza capacity considering road use


 Design of toll plaza – Layout, Toll collection technology and roadway
 Design of masonry structure for toll booth

 Detailed Structural drawings for the structures [ Interchange ramp,
