I. DETAILS OF THE ACTIVITY

Title of the activity: Oplan Baklas and Pulot Upos in Accordance to the Implementation
of Anti-Smoking Ordinance of Maasim

Date of Conduct: August 19 & 22, 2022

Place/Venue Conducted: All Puroks of Barangay Malbang

General Objective

 To remove all promotional ads of cigarette smoking in every stores in Barangay


Malbang and to remind store owners that posting such are strictly probihited.
Specific Objectives

By the end of the activity,


 All advertising and promotional materials in the stores and other public
places will be removed
 Remind all storeowners and smokers for possible fines and punishments
when caught violating the law
 “NO SMOKING and ANTI-SMOKING ORDINANCE OF MAASIM” posters
will be posted to all strategic places.

II. HIGHLIGHTS OF THE ACTIVITY


The implementation of Anti-Smoking Ordinance in Barangay Malbang was
indeed successful. The support of our Barangay Council and stores in whole barangay
were positive.
Earlier, the council called a special meeting and called all concern enforcers in the
community. We revisit and review the ordinance and the fines for violators and created teams
for Oplan Baklas and Oplan Pulot Upos. We have also agreed to put up signages and posters in
every store or house that entails the Anti-Smoking ordinance while explaining the details of the
said law.

Issues and Concern:


 Despite of banning posting cigarette promotional ads in stores, posters were still
displayed in their walls.
 Smokers still smokes everywhere because nobody was still fined and punished due to
smoking in public places; in result they never took the ordinance seriously.

Conclusion and Recommendations:


 We conclude that advertising and promotional activities by tobacco companies greatly
affects how people consume cigarettes. Even though they already knew the adverse
health consequences, their addiction to it is strong that it become more appealing
especially that promotional activities like posters are displayed anywhere such as stores
where it is accessible to them.
 Creation of Anti-Smoking Ordinance of the local government prohibiting smoking at
outdoor and public places is very effective in reducing the initiation, prevalence, and
intensity of smoking among youth and young adults.
 We recommend that the LGU should not only be focus on implementation of this
ordinance but also be mindful on the current smokers that are willing to cut down or quit
from addiction of tobacco. A community-based approach Smoking Cessation program
that will help smokers to get motivated and learn diversional activities to avoid relapse.
This program will aim to assess, educate and advice smokers.
 Lastly, smokers who caught violated the ordinance should be fined accordingly so that
others will think twice or will take this law seriously.
