EXECUTIVE ORDER NO. 04


Series of 2022

CREATION OF THE BARANGAY AUXILLARY TEAM THEIR COMPOSITION AND ROLES AND
RESPONSIBILITIES IN BARANGAY PANGHIAWAN, MUNICIPALITY OF CATARMAN, CAMIGUIN.

WHEREAS, Section 16 or the General Welfare Clause of the Local Government Code of 1991
provides that local government units shall, within their jurisdiction, promote health and safety, improve
public morals, maintain peace and order equally significant responsibilities;

WHEREAS, drug related incidents have been constantly present in our country and resulted in
multiple crime incidents. Despite the efforts of the PNP and other law enforcement agencies of the
government, their lingering presence threathens the peace and order in communities nationwide;

WHEREAS, the barangays, as the first line of defense, should lead the fights againts illegal drugs
through the campaign,” Mamamayan, Ayaw SA Illegal na Droga” (MASID);

WHEREAS, DILG Memorandum Circular No. 2015-63, dated June 16, 2015 was issued to emphasize
to local authorities especially barangay officials their principal responsibilities in support of overall
government efforts to maintain peace and order particulary to curb illegal drugs and other substances;

WHEREAS, DILG-DDB Joint Memorandum Circular No. 2018 – 01, dated May 21, 2018 was issued to
highlight the importance of Local Anti – Drug Abuse Councils in its role in the coordination and proper
monitoring of drug related incidents;

WHEREAS, the establishment of the Barangay Anti – Drug Abuse Council (BADAC) in Barangay
Panghiawan, Catarman, is imperative in order to provide a venue for an orderly, planned and well-
managed campaign againts all forms of illegal drugs and other substances;

NOW THEREFORE I, HON. ROMULO A. SIGA, Punong Barangay of Panghiawan, Catarman, Camiguin
by virtue of the powers vested in me by law, do hereby order the creation of the Barangay Anti – Drug
Abuse Council (BADAC) Committee on Operations.

SECTION 1.

A .COMPOSITION. The Barangay Auxillary Team shall be composed of the following

B. ROLES AND RESPONSIBILITIES

The Barangay Auxiliary Team plays a crucial role in drug prevention and control efforts within the
barangay (a local government unit in the Philippines). While specific functions may vary depending
on local policies and programs, here are some common functions of the Barangay Auxiliary Team
in drug prevention and control:

Information Dissemination: The team members can actively disseminate information about the
dangers of drugs, substance abuse, and their impact on individuals, families, and the community.
They may conduct information campaigns, awareness programs, and educational activities to raise
awareness and promote a drug-free community.

Community Engagement: Barangay Auxiliary Team members engage with community members to
identify potential drug-related issues or concerns. They can encourage residents to report
suspicious activities or individuals involved in drug-related activities. This collaboration with the
community helps create a network of support and fosters a sense of responsibility among
residents in combating drug problems.

Monitoring and Reporting: The team may conduct regular patrols or surveillance activities to
monitor and gather information on drug-related activities within the barangay. They can report
their findings and observations to the appropriate authorities or law enforcement agencies,
enabling prompt actions and interventions.

Referral and Assistance: Members of the Barangay Auxiliary Team can serve as a point of contact
for individuals or families seeking assistance in dealing with drug-related issues. They can provide
information on available rehabilitation or treatment centers, support groups, or counseling
services. They may also assist in referring affected individuals or families to the appropriate
resources for professional help.

Collaboration with Law Enforcement: The Barangay Auxiliary Team works closely with law
enforcement agencies to support their efforts in drug prevention and control. They can serve as a
link between the community and law enforcement, sharing information, coordinating joint
operations, and providing assistance when necessary.

Rehabilitation and Aftercare Support: In partnership with relevant organizations and agencies, the
team may support the rehabilitation and aftercare process for individuals recovering from
substance abuse. This can involve organizing or facilitating access to counseling, therapy, and
vocational training programs to help individuals reintegrate into society successfully.

Advocacy and Policy Support: The team members may advocate for policies and programs that
promote drug prevention and control within the barangay. They can provide insights and
recommendations to barangay officials or relevant committees to strengthen existing policies or
develop new ones, aligning efforts with broader community goals.

SECTION 2. FUNDING. The barangay shall allocate substantial funds to adequately cover expenses for anti-
illegal drugs activities subject to the usual accounting and auditing laws and regulations.

SECTION 3. REPEALING CLAUSE. All orders and issuances that are inconsistent with this order are hereby
repealed or modified accordingly.

SECTION 4. EFFECTIVITY. This order shall take effect immediately.
